The structure is located within jurisdiction of the North Andover Conservation Commission. The structure was ordered to be removed or repaired by the North Andover Building Department in a letter dated December 2, 2009. That Emergency certification has since expired but will be renewed for an additional 30 days due to the many legal issues that prevented the work from being done when initially ordered. Per a phone conversation with you today, all work shall be done under frozen conditions. This will allow a tractor to access the structure to remove an old vehicle and all other materials that cannot be removed by hand with the least amount of disturbance to adjacent wetland resource area. All work shall be conducted within the existing fenced paddock area and not beyond the existing structures and fencing. In addition, all disturbed soils shall be stabilized with straw mulch following repair or removal. Areas that do not re -vegetate naturally in the spring shall be seeded with a seed mix prior to June 30, 2011. All debris from demolition of the structure shall be disposed of properly outside wetland resource areas. Please contact the Conservation Department before starting work and when the demolition is complete. This approval is valid for 30 days from the start date which is considered today.
