It has been brought to the attention of the Building Department that building#4 and 413 decks are in
seriously poor condition. It's the Building Department's position that access to the decks shall be denied
until repairs have been completed.Due to the commercial nature of the buildings stamped engineering
drawing must be submitted prior to the commencement of work.
The Building Department is also requesting the condo association perform an engineering evaluation of
ALL DECKS front and back to determine the condition and safety of.each structure. Many decks
appear to be columns have been covered with wood and proper visual inspections are questionable.
Your Failure to fully comply with this Notice of Violation letter will result in my filing an application for
criminal complaint against you in District Court with possible fins of$300(see.10.13)for each day
during which violation continues to exist.

Dear Building Inspector Brown,
Per a request of the North Andover Building Department we had an engineering study
done of all decks and as required have replaced the rear decks at buildings 13 and 4. In
accord with the engineers report the community has secured all existing deck railings and
is committed to replacing the remaining decks over the next three years.
Our engineer has questioned the need to reinstall the existing iron ladders due to the fact
that the buildings have two means of egress (front and rear doors). Since the new railing
system are.now to code we are concerned that the old iron ladders will now fall more
than a foot below the new railings.
We met with the North Andover Fire and Safety officer and Chief Andrew V. Melnikas
and also made calls to the State Fire Marshal.All of these parties agree it is up to the
North Andover Building Department to decide if the existing ladders should be.
reinstalled.
For our files,please initial this document if you will agree we are not required to reinstall
the existing fire ladders. If you feel the ladders need to be reinstalled,please let us know
the installation specifications.

This will confirm our discussion on site of 11.21.12 re conflict between right side railings of deck design
and the wall mounted AC unit for building 13. The right deck railing should be dropped to be able to pass
under the AC unit and be fastened to the building wall as shown on the drawings. We will document this

Report of Deck Study
BACKGROUND
This is a report of the inspection and evaluation of the condition of the decks of the Meadow View
Condominium Association located off Walker Road in North Andover, MA conducted during October
2012.
The Association consists of fourteen three level buildings of similar configuration that were built in two
phases. Phase 1 constructed buildings one through five in 1968. Building six through fourteen were built
as phase 2 in 1972. A single ranch style home and a workshop building, also included in the Association
were not part of this study. Each building has eight decks in stacks of two -four in front and four in the
rear.
All sixty-four decks are 12'wide x 6' deep.Although the configuration of the buildings is similar and deck
size identical, there are variations from building to building in the age of the decks, material and the
details of their construction.

METHODOLOGY
Inspections began with a comprehensive inspection of the decks on buildings 1 and 2 was made. This
open-and-inspect operation at buildings 1 and 2 was directed primarily toward determining the:
• Condition of the deck ledger,moisture content and any evidence of wood decay.
• Nature of the connection between deck ledger and the building.
• Nature of the connection of the deck joists to the ledger.
• Presence of wood decay in any members which would compromise their structural integrity.
The plywood ceiling along the ledger and at the corner of the upper front deck of building 1 was
removed to allow inspection of the connections to the columns and to view the underside of the deck.
Except for those decks which are of recent replacement, there is blocking between joists at the ledger
ends of those joists. This blocking was removed from several joist bays of buildings 1 and 2 to permit
inspection of the ledger behind them.This practice was followed on the remaining buildings.
Random open-and-inspect operations at three more buildings revealed the same pattern of construction
for ledger and joists as that seen in buildings 1 and 2.
Based upon the findings of these inspections, an understanding of what to look for and where was
gained and that understanding set the procedure for inspecting the decks of the remaining buildings.
The Manual for the Inspection of Residential Wood Decks and Balconies Ill was used as a guide-for the
inspection and analysis of the decks
OBSERVATIONS
Commonly seen conditions:
Ledgers. The commonly seen construction was face nailing of the 2"x 8" ledger into the rim joists at the
building's floor framing. Blocking was present in just about all the building end of deck joists. The
structural reason/purpose for this construction is not apparent. Where blocking was removed the
number of nails into the rim joist varied from two to four. How far the nails penetrate into the rim joists
to provide what resistance to withdrawal is unknown.

The present required practice is to lag screw or through bolt the ledger to the building rim joist. In no
location was withdrawal of a ledger from the building seen.
Joists. With few exceptions where decks have been replaced, the existing construction is toe nailing of
the 2"x8"joists to the ledger. In those locations where blocking was removed,the number of nails varied
from two to four. Some nailings were close to the joist ends, reducing a nail's gripping length. Present
common code compliant practice is to support the joists from the ledger with metal hangers. In only one
location was any withdrawal of a joist end from the ledger seen.

Girders. Girders consist of two 2"x8" members face nailed together. The connections to columns or
between side and end girders varyamon the buildings and were not always visible. In some locations,

one metal fastener could be seen. Present code calls for an option of notching the columns and through
bolting the girder or the use of specialty hardware.

Handrails. Open style metal handrails are lag screwed into the deck planking or columns or in the case of
the masonry building wall, lead shields are used. Instances were seen where lag screws were missing or
have backed out of the wood member. Backing out of fasteners from masonry wall shields was seen.
Lead shields are specifically eliminated in some code jurisdictions in favor of epoxied anchors for the
reason just cited. j
Columns. These are either solid timbers or hollow built-up members using four pieces of 2"x8" with no
interior post. They support a stack of two decks plus a portion of the roof overhang. The bases of two
built-up columns were opened up, revealing clean wood of acceptable moisture content with no
indication of decay.The columns are not continuous in that they are individually toe nailed into the deck
planking and the end girders so that there are essentially four separate columns for each stack of decks.
The bases of the columns rest directly on concrete pads, in contact with the ground.
Unique conditions seen:
• Plywood ceilings(Bldgs 1,3,4,5)where full inspection of the underside was not possible.
• Metallic wrapping of the lower end of two supportcolumns(Bldg 5).
• Caulking at the ends of the ledger and along its top with trim boards under the ledger. See

• Decay in the support columns and side girders at building 8.

CONCLUSIONS
Based upon the inspections and evaluations of the decks at Meadow View Condominium, the following
conditions are considered to be either structurally inadequate or will, with continued exposure to
weather, become inadequate:
1. The ledgers are face nailed to the rim joists of the floor framing for the buildings.The joists are
toe nailed into the ledgers. Current code requirements lag screw or through bolt the ledger to
the building and support the joist ends with metal hangers from the ledger. Studies of past
failures of wood residential decks have concluded that the primary modes of failure are
detachment of the ledger board from the building and detachment of the deck joists from the
ledger board. Ledger face nailing and toe nailed joist connections were common conditions in
the failures.
2. Caulking was seen at the ends of ledgers and/or where the first deck board meets the building,
essentially above the ledger. At some locations, a caulked trim board is installed under the
ledger. At some locations, gaps in the facing brick were seen above the ledger allowing water
entry.
3. The manner of restraining the bases of the built up columns is by toe nailing the individual
column facings boards into the deck boards. This nailing, parallel to the grain of the facing
boards, is considered inadequate for this critical connection. Current requirements call for
mechanical fastening. See Addendum photo. Solid columns are toe nailed to deck boards or
blocks at column tops. No restraint mechanisms were visible where the bottom of columns.rest
on concrete pads. Except for three locations where metal footings were detected,there is wood
to concrete pad contact at column bases. The columns supporting the front decks also carry a
portion of the loading of the roof overhang.
4. Lack of any center core material in the hollow columns prevents them from acting as single
unified members.
5. Lateral movement of the connections at the column ends could trigger pulling away of a deck's
ledger from the building or joists from the ledger resulting in deck failure.
6. The nailing pattern (number and spacing) of side and end girders is considered inadequate.
Connections of the end girders to the columns that were visible are toe nail connections.
7. Deck boards,with few exceptions, display random amounts of cupping, checking, and mildew or
nail pops.
8. Loose connections of handrails present personal hazards. i

9. No evidence was seen of grade stamps indicating wood members have been treated to resist
decay(pressure treatment)with the exception of the replacement deck on building four.
The load carrying capacity of the 2" x 8" joists while satisfactory when new becomes questionable for
their time in service of untreated wood. Decay was seen in the joists for the rear deck of building 4.
Analysis of a three toe nailed joist indicates sufficient resistance to withdrawal. However, not all joists
were seen to have three nail connections. Without a central core material, rigorous analysis of the
columns is not considered useful.
The dynamic condition of energetic occupant/dancers moves considerations well beyond static analysis.
The cost of correcting these conditions to ensure future safety would be considerable and would leave
42+ year old material in place requiring eventual replacement in the near term. This would mean
removal of the corrective work and loss of that investment.

In view of the limiting conditions found, it is recommended that a program of deck replacement be
initiated.The recommended priorities are:
• Immediate:
o Both rear stacks of building 4 and 13
o Both rear stacks of building 8
o Repair of all loose handrail connections
• Short term:
o Replace all four stacks of decks on buildings 3,5,9,11 and 12
o Replace both rear stacks on building 6
o Replace both front stacks on building 10 and 13
• Within three years:
o All remaining decks

3. Moisture content in columns
The moisture content in the wood for the columns that support the decks was sampled in the extreme
left and right columns of the front and rear deck stacks. It is generally accepted that wood decay
initiates at 20%moisture content. Two locations were sampled in each column—at the base (Base) and
about 4'-5' above the base(Up):
