The piping was not of the proper width for a 400 BTU heater - it should be 1 1/2" pipe instead of 3/4" pipe. The existing piping won't supply the proper amount of gas to the heater, which will make the heater function at 1/2 of it's capacity. Hayward, the manufacturer of the heater will not warranty the heater while set up this way. It was also brought to my attention by Mr. Lipinski that the gas meter on the house needs to be increased, that it will only go up to 300 BTUs as it currently stands. Furthermore, a gas permit was not filed at the time of installation. None of this information was communicated to me by Mr. Pelaggi upon installation of the job. I spoke with Mr. Pellagi about 2 weeks ago, to inform him of the problems regarding the installation of the heater. The conversation went as follows: Mr. Pelaggi said "I thought you were only going to use the heater one month out of the year, and if it takes one day to heat up the pool, what is the big deal? I've installed hundreds of these heaters and I've never had a complaint until now. The way the heater is installed is fine, the gas meter does not need to be increased, and you're not having any problems with the way it all works. If you want your plumber to go ahead and redo the job, he can bill me for it and I'll see him in court." I told Mr. Pelaggi "We use the heater 6 months out the the year, and it should take a couple of hours to heat up the pool, not all day. Why would we spend the money for a 400 BTU heater only to have it operate like a 200 BTU heater? My real concern is that Hayward won't warranty any parts with the way the heater is set up." When I asked him about filing a permit, he said: "I didn't know you wanted to file a permit, Mrs. Goldman. If I had to file a permit for every toilet I installed... you don't have to file a permit. All the gas inspector is going to do is come over and make sure there is no gas leaking anywhere. You don't need it." I asked him if the gas inspector came over to approve the job and found it unsatisfactory, would he redo the work. He said no, because he's not practicing plumbing anymore, he's just doing these favors on the side for his friend Ken at Aqua Pools (Waltham, MA). His last words were: "When one plumber starts bad mouthing another's work, it's not a good situation. I'm going to leave it at that." He hung up the phone.
