Please accept this letter as an official CEASE AND DESIST ORDER in regards to the above
noted event as it is in violation of the site plan waiver obtained from the planning board on 8/5/96,
which allowed for a dance and gymnastics school. This letter is also addressing the fact that no
permits were applied for or obtained from the town for this event as there may be issues with the
Town of North Andover selectman or clerk for possible licensing issues, the health department for
food / refreshment issues, the building department for setup of the stage and seating as well as the
protection of the public from breakage of mirrors typically used in a dance studio, the fire or
police departments for crowd and or parking issues.
Please contact this department so that we may begin the process to remedy this situation.

The chaotic Training Cerner is open for classes and office hours on Tuesday/Thursday
6_OOPM-9:30PM and ,$4urday/Sunday from 12PM-4PM_ Walk-ins are welcome or you
may call to set up an appointment.
The Chaotic CHrriculum
Phase I: Basic: TrainingMoot Camp
This phase focuses on physical conditioning, nutrition, basic ring work and a thorough
introduction to the world of professional wrestling.
Phase II: The fundamentals
Phase II focuses on the fundamentals of professional wrestling. Ring positioning, crowd
psychology and the mechanics of a match are covered extensively through drills,
practical applications and videotaping. Interview skills and character development are an
integral part of Phase II. Students begin their accumulation of knowledge and start to put
it all together in a 10OC4 sequence. Qualified and recommended_ students work at live
events.
Phase IIf; Adyanced Training
This phase puts it all together. Students construct their "Wrestling Resume" and continue
character development. Classes are fast paced and thorough. Students continually strive
to polish all aspects of their professional performance.Qualified and recommended
students work at live events.
Students are:advanced through the phases based on their own ability to
comprehend end apply what they learn. There are no time requirements or
restrictions Mir each phase.

In review of the paperwork for a previous site plan waiver request to allow for a dance
studio and gymnastics school I must refer to finding of fact # 8 which states " Any revision to a
development that has secured site plan review waiver shall be submitted to the Town Planner for
review. If the revisions are determined to be substantial and materially different by the Town
Planner, the Town Planner shall direct the applicant to resubmit the site plan to the Planning
Board in accordance with the provisions of this section"
While awaiting a letter of further explanation on how the business is conducted in regards to the
number of class's and number of students per class as well as hours of operation I am submitting
the attached paperwork for your review. Once I have received the paperwork I will forward
copies to you ASAP.@

Waiver of Section 8.3 of the Zoning Bylaw Site Plan Review
The Planning Board herein WAIVES the requirements of Section 8.3 of the Zoning Bylaw - Site
Plan Review as set forth in Section 8.31(3) of the Zoning Bylaw. The waiver request was
submitted by Mark Robinson Holland Associates, 70 Woodburn Drive, Methuen, MA 01844 on
August 5, 1996 for property located at 100 Belmont Street. The project involves the change in
use of an existing structure from the current use as an office building and ambulance garage to the
proposed use as a dance and gymnastics school.
Findings of Fact:
l . The only exterior work on the building will be the installation of a new stairway to provide
a second means of egress from the first floor to grade and exiting on the Belmont Street
side of the existing building. This construction does not reach the 2000 square foot
threshold for additions to structures cited in 8.3(2)(a)(ii).
2. There are no wetlands on the site.
3. No additional paving is proposed for this project therefore the drainage will remain "as -
is". All roof drainage is internal to the building and is connected to the storm water
system.
4. On the Belmont Street side of the property there is an existing wall -mounted sign
indicating "100 Belmont Street". The applicant intends to add a matching "applied letter"
sign to wit "North Andover School of Dance and Gymnastics" to the building on the
Belmont Street side, .in accordance with the sign ordinance.
5. The site is fully landscaped and no changes are foreseen. .
6. No changes in existing lighting or additional lighting for the site is proposed.
7: The applicant has submitted the following plan containing all of the basic requirements of
an official site plan:

Given the above Findings of Facts, the Planning Board hereby determines that change in use of
the existing structure located at 100 Belmont Street from the current use as an office building and
ambulance garage to the proposed use as a dance and gymnastics school, will not have a
significant impact, both within the site and in relation to adjacent properties and streets, on
pedestrian and vehicular traffic, public services and infrastructure, environmental, unique and
historic resources, abutting. properties, and community needs.
The Planning Board hereby WANES the requirement of Site Plan Review.
