For the past fifteen years I have performed as a Fee Compliance
Inspector for the Veterans Administration in connection with new
residential home building activities. This phase of my work has
covered most all of Essex County and a good part of Middlesex
County. In this connection it has been my responsibility to in-
spect and approve the installation of individual sewage systems in
addition to those controls exercised by the local boards of health.
For the past five years, as you are probably aware, I have been
building homes in North Andover under your regulations.
Since the upgrading of the new Sanitary Code which became effective
in July of 1962, I have been very, conscious of the low permit fees
charged by your board for installation of individual sewage systems.
I know of no other town in which a builder can have a percolation
test, a system designed, an inspection of same for any comparable
figure such as is charged by your board. In most towns the builder
must procure his own percolation test and design and then submit it
to the board of health for approval and pay an inspection fee which
is usually greater than the $8.00 fee currently prevalent in North
Andover, Massachusetts.
I would like very much to suggest that your board not change its
present procedure of operation but to recognize the greater depth
of responsibility and workload required in the issuance of an indivi-
dual sewage system permit. I would further like to suggest that the
fee be increased to not less than $15.00 which will bring it closer in
line with other communities and yet still remaining below the average
local communitiest fees.
I have reluctantly withheld making this suggestion until such a time
as my, building program had been completed eliminating from my sugges-
tion all questions as to sincerity of purpose.
Again thanking your Board and personnel for the many courtesies ex-

I certify that I have personally inspected the sewage disposal system at this address and that the information reported
below is true, accurate and complete as of the time of the inspection. The inspection was performed based on my
training and experience in the proper function and maintenance of on site sewage disposal systems. I am a DEP
approved system inspector pursuant to Section 15.340 of Title 5 (310 CMR 15.000). The system:

DEP. The original should be sent to the system owner and copies sent to the buyer, if applicable, and the approving
authority.

is failing to protect public health, safety or the environment.
