Dear White Birch Construction,
Our names are Patti and Paul Pedro. We have signed a purchase and sale agreement to
acquire lot 10A on Pine Ridge Road. We are looking forward to moving into the
neighborhood and hope that through this letter we can share our plans and relieve
concerns regarding our proposed construction.
Our intent is to build a single family 4,800 square foot center entrance colonial with a
family suite that would be situated 200 to 300 feet from the road. The home is to be
built by Ben Osgood who has built several homes in the Pines. This house would be
home to ourselves, our two children ages twelve and four and Patti's mother (Mary
Johnston). We intend to apply for a permit with the town Board of Appeals for a
family suite since Patti's mother is very independent and wants separate facilities.
There has been some concern as to the inclusion of the family suite with some
neighbors. We have enlarged the home to comply with the town's family suite by-law.
Our sole intent is to provide a living area for Mary. The area will be used for no other
purpose. Our plan is to include our widowed mother as part of our household while
enabling her to have some freedom and privacy. She has been widowed for thirteen
years and has put two of her four children through college since then. We feel it is
now time for us to provide for her. The house plans (enclosed) have shared bath
facilities, shared laundry, open access between her living space and ours and intercoms.
This has been designed so that if she were to become disabled, we could care for her.
In addition, Mary would have access to the entire house as well as the garage. If she
were to move or when she passes away, we would inhabit her living area.
We have been in our current home seventeen years and look forward to a long stay on
Pine Ridge Road. By writing this letter we hope we can clear up any confusion and
allay any of your concerns - we want to be good neighbors. If you have any questions,
please call us and we would be happy to talk or meet with you about our plans. In
addition, we will be available at the Cyrier home at 230 Appleton Street on Wednesday
July 13, 1994 from seven to eight o'clock in the evening. Please feel free to drop in,
we look forward to meeting you.

Dear Mr. Sullivan:
I am writing concerning the application of Paul Pedro,
Lot 10A, Pine Ridge Road, for a special permit (family
suite). Unfortunately, I have a Selectman's Meeting tonight
and will be unable to attend your meeting. It is my
understanding that Mr. Pedro has submitted plans showing the
attic and basement as finished space in an effort to meet
the 25% requirement for a family suite. I believe that this
is an obvious attempt to circumvent the zoning bylaws of the
Town of North Andover and should therefore be denied. If
this is allowed by the Zoning Board of Appeals it could set
a precedent that will most likely be used throughout the
Town.

As a resident of Pine Ridge Road, I am not against the
construction of a family suite but I would not like to see a
two-family house, which is what this proposal appears to be.
If the applicant revised his plans so that a conventional
family suite were to be built, which is no larger than the
25% allowed by our Bylaw, I would have no objection to the
project.
