CALL TO ORDER: Chairman Tracy M. Watson called the meeting to order at 7:00 PM at Town Hall
Meeting Room.
PLEDGE OF ALLEGIANCE
ATTENDANCE: The following were present: Tracy M. Watson, Chairman; Daniel P. Lanen, Vice
Chairman; Rosemary Connelly Smedile, Clerk; William F. Gordon; Mark Rees, Town Manager; Ray
Santilli, Assistant Town Manager.
Note: Richard Nardella was absent
EXECUTIVE SESSION:
Rosemary Smedile made a MOTION, seconded by Daniel Lanen, to move into Executive Session to
discuss Collective Bargaining. Roll Call vote: William Gordon yes, Rosemary Smedile yes, Daniel Lanen,
yes and Tracy Watson yes. Vote approved 4-0.
APPROVAL OF MINUTES:
Rosemary Smedile made a MOTION, seconded by William Gordon, to approve the February 22, 2010,
Executive Session Minutes as written. Vote approved 3-0-1. Daniel Lanen abstained.
Rosemary Smedile made a MOTION, seconded by Daniel Lanen, to approve the February 22, 2010,
Open Session Minutes as written. Vote approved 4-0.
COMMUNICATIONS,ANNOUNCEMENTS, AND PUBLIC COMMENT:
New Business Recognition
The Board presented a Certificate of Appreciation to Saints Women's Center for Health &Wellness for
located their business in Town.
Certificate of Appreciation
Several individuals, organizations and businesses Donated to the Stevens Estate for a Valentines Day
Event. The Board presented the following certificates to these generous donors:

Appointment of Acting Deputy Fire Chief
Fire Chief Martineau appointed Lt. Andrew Melnikas to temporary Deputy Chief of the North Andover Fire
Department effective March 15, 2010.
Census 2010 Update:
Town Clerk Joyce Bradshaw informed the Board that the 2010 Federal Census will be mailed out to all
households around March 15, 2010.
National Passport Day, March 27, 2010
The Town Clerk's office will be participating in Passport Day in the USA on Saturday, March 27, 2010
from 10:00 a.m. to 3:00 p.m.

E-Government Award with Distinction from Common Cause
Assistant Director of the MA Common Cause Andrew Kingsley told the Town of North Andover that the
Town has been honored with the E-Government Award for the third year in a row with a distinction
designation. This award is given to those communities that operate a website that meets specific
standards of posting public documents and information. The award will be presented on March 16, 2010
at the State House.
Public Comment
Steven Tryder of 386 Chestnut Street asked about public access information regarding the Town's
website, response to a-mails and posting of the Planning Board agendas.
Chairman Watson responded to his questions.
CONSENT ITEMS:
American Lung Association Cross State Trek
The American Lung Association requested approval to use Town roads for the Cross State Trek on June
27, 2010. Police, Fire and DPW have recommended approval.
Daniel Lanen made a MOTION, seconded by Rosemary Smedile, to approve the request to the American
Lung Association to use town roads on June, 27, 2010 for the Cross State Trek. Vote approved 4-0.
March 30, 2010, Town Election
Town Clerk Joyce Bradshaw announced the Annual Town Election is Tuesday, March 30, 2010. The last
day to register to vote is Wednesday, March 10, 2010. Absentee ballots are available and voting will be
held at the North Andover High School, 430 Osgood Street from 7:00 a.m. to 8:00 p.m. The Board was
asked to sign the Election Warrant.
North Andover Merchants Association
The North Andover Merchants Association requested the Board's preliminary approval to hold a Spring
Cleanup of the Bradstreet School property.
William Gordon made a MOTION, seconded by Daniel Lanen, to approve the request by the North
Andover Merchants Association to hold a Spring Cleanup of the Bradstreet School property. Vote
approved 4-0.
OLD BUSINESS:
FY11 General Fund Operating Budget
The Town Manager requested several departments appear before the Board with a short presentation
regarding their ability to provide services at the recommended budget amount and if their budget was
further reduced by 5% or 10%. Presentations were made by the School Department, Council on Aging,
Library, Youth and Recreational Services, Public Works, Fire Department and Police Department.

Police Policies and Procedures
Police Chief Richard Stanley submitted the final sections for the Police Policies and Procedures. Chief
Stanley announced that the Police Department will received Certification and Accreditation. This is a
distinctive accomplishment as only a small number of Police Departments throughout the state have
achieved.

NEW BUSINESS:
Issuance of Request for Information for Bradstreet School and Current Police Station
Selectman Lanen provided the Town Manager with a sample Request for Information (RFI) developed by
another community to ascertain interest in future uses of an unused municipal building. Assistant Town
Manager Ray Santilli rewrote the RFI to seek similar type proposals for the Bradstreet School and the
current soon to be vacant Police Station. The Board was asked to review for any edits or revisions.
FY2011 Water and Sewer Enterprise Fund Budgets
The Town Manager distributed copies of the FY2011 Water and Sewer Enterprise Fund Budgets to the
Board for review.
TOWN MANAGER'S REPORT:
The Town of North Andover was contacted by Congressman Tierney's office as to whether the Town had
any projects that may be eligible for federal funding. The Town Manager forwarded all of the Capital
Improvement projects for FY2010 and FY2011, with a request that they select those projects that may
have the best chance for funding. The radio and equipment projects for the police and fire department
were determined to have the most viability, although the congressman's staff cautioned that possibility of
receiving funding was remote.
The Town Clerk's office received five citizen petitions for request for insertion of Articles in the Town
Warrant for the Annual Town Meeting as follows:
1. Petition the General Court—Age Exemption —Christopher M. Dufresne— Firefighter
2. Instructional Motion to the North Andover Finance Committee and Board of Selectmen
3. Election of Planning Board Members
4. Change day of Town Meeting to a Saturday
5. Zoning Bylaw for Drive-thru Restaurants
ADJOURNMENT:
William Gordon made a MOTION, seconded by Rosemary Smedile, to adjourn the meeting at 10:15 p.m.
