CALL TO ORDER: Chairman called the meeting to order at 7:00 PM at Town Hall Meeting Room.
ATTENDANCE: The following were present: Tracy M. Watson, Chairman; Daniel P. Lanen, Vice
Chairman; Rosemary Connelly Smedile, Clerk; Richard A. Nardella, Licensing Chairman;William F.
Gordon; Mark Rees, Town Manager; Ray Santilli, Assistant Town Manager.
EXECUTIVE SESSION:
Rosemary Smedile made a MOTION, seconded by Richard Nardella, to move into Executive Session to
discuss Collective Bargaining, Bargaining with non-union personnel and a personnel matter. Vote
approved 5-0.

discuss Collective Bargaining. Roll Call vote: William Gordon yes, Rosemary Smedile yes, Daniel Lanen
yes, Richard Nardella yes, Tracy Watson yes. Vote approved 5-0.
RECONVENE AND PLEDGE OF ALLEGIANCE
APPROVAL OF MINUTES:
Rosemary Smedile made a MOTION, seconded by William Gordon, to approve the Open Session
minutes of May 24, 2010. Vote approved 5-0.
COMMUNICATIONS,ANNOUNCEMENTS, AND PUBLIC COMMENT:
Andrew Melnikas was sworn in as North Andover's Fire Chief after a unanimous vote by the Selectmen.
Friends, family and firefighters attended the event.
Certificates of Accomplishment were presented to the North Andover High School Wrestling Team
Division 2 State Champions.
The Board of Selectmen presented a Certificate of Achievement and a proclamation to Mr. Richard Yee
and family in honor of their 50th anniversary of the China Blossom Restaurant in the town of North
Andover.
The North Andover Historical Society announced Beyond the Garden Gate Tour Rediscover the Old
Center, Gardens, Barns and History of Saturday, June 19, 2010 from 10:00 a.m. to 4:00 p.m.
CONSENT ITEMS:
Bond Anticipation Notes
The Board was requested to approve the borrowing of$1,288,000 in bond anticipation notes to finance
the Town's acquisition through the Community Preservation Act (CPA) program of the Windrush Farms.
Richard Nardella made a MOTION, seconded by Rosemary Smedile, to approve and accept the lowest
bid to borrow$1,288,000 from Eastern Bank of 1.15% net interest rate in bond anticipation notes to
finance the Town's acquisition through the Community Preservation Act (CPA) program of the Windrush
Farms. Vote approved 5-0.
Request to fill Vacancies
The Board was requested to approve filling four(4)vacancies in various departments: Fire Lieutenant,
Fire Department, Program Coordinator, Youth & Recreational Services, Department Assistant, Town
Clerk's Office and Department Assistant, Planning Department. All of these positions are fully funded in
the FY11 budget and crucial to the efficient and effective operations of their respective departments.

Richard Nardella made a MOTION, seconded by Rosemary Smedile, to authorize the filling of the
following vacancies: Fire Lieutenant, Fire Department, Program Coordinator, Youth & Recreational
Services, Department Assistant, Town Clerk's Office and Department Assistant, Planning Department.
Vote approved 5-0.
Request to accept donation to Fire Department
The Board was requested to accept a donation of$500 from Edmund and Nancy Leland to the North
Andover Fire Department to purchase equipment.
Rosemary Smedile made a MOTION, seconded by Richard Nardella, to accept the donation of$500 from
Edmund and Nancy Leland to the North Andover Fire Department to purchase equipment and to instruct
the Town Manager to send a letter expressing the Board's appreciation for this generous donation. Vote
approved 5-0.
Festival Committee Request additional day to 4th of July Celebration
Daniel Lanen made a MOTION, seconded by Rosemary Smedile, to TABLE this item until the next
meeting. Vote approved 5-0.
LICENSING COMMISSIONERS:
Richard Nardella made a MOTION, seconded by Rosemary Smedile, to move into Licensing and open
the public hearing. Vote approved 5-0.
Virginia Inc.d.b.a. J&M Convenience Store, 701 Salem St. All Alcoholic Beverage License Package Store
A Home Rule Petition to the Legislature approved by May 2009, Town Meeting approved an additional all
alcoholic license for Virginia Inc.,d.b.a. J&M Convenience Store, 701 Salem St. The Board was
requested to approve this request. Abutters were notified and favorable recommendations were received
by Police, Health, Fire and Building Departments.
Two abutters noted their concerns about an all alcoholic beverage license being issued in a primarily
residential area.
The Board noted their concerns and explained that this license was overwhelmingly approved at the 2009
town meeting and a very reputable family owns this business without any prior violations and already has
a malt and wine license.
James Xenakis represented his family and said he was willing to speak with all abutters regarding any
issues.
Rosemary Smedile made a MOTION, seconded by Tracy Watson to close the public hearing and to
approve the all alcoholic beverage license for Virginia Inc.,J&M Convenience Store, 701 Salem Street.
Vote approved 5-0.
Rosemary Smedile made a MOTION, seconded by Tracy Watson, to move out of Licensing. Vote
approved 5-0.
OLD BUSINESS:
Preliminary Water and Sewer Rate Recommendations
DPW Director Bruce Thibodeau and Budget Director Lyne Savage provided recommendations for the
FY11 Water and Sewer Rates. The Town Manager provided spreadsheets with operating revenues and
expenses for both water and sewer with a 5% reserve option.
The Board was asked to review these recommendations before voting on a rate change which would take
place at a future meeting at the end of June or in July.
Selectman Gordon announced there was an informative meeting on Thursday, June 10, 2010, at the
Atkinson School to learn about the Greater Lawrence Sanitary District (GLSD).

Membership in the North Andover HOME Consortium
The North Shore HOME consortium sent a letter to 30 communities whether they want to continue
participating in the consortium. The Town can "opt out" of their participation in this affordable housing
agency by providing notice in advance of the current three year term ending on September 30, 2010. It is
recommended that the Town not exercise its right and instead continue our membership in this important
regional effort to provide affordable housing to those in need.
Richard Nardella made a MOTION, seconded by William Gordon, to continue North Andover's
participation in the HOME Consortium. Vote approved 5-0.
Meeting Schedule 2nd half of 2010
The Town Manager presented a draft meeting calendar for the second half of 2010 for the Board's
consideration and approval. Proposed meeting dates are as follows: July 12, August 16, September 7,
20, October 4, 18, November 1, 15, 29 and December 13, 2010.
One date was changed from August 16th to August 9, 2010. The chair may change or call for additional
meetings if necessary.
National Night Out
The NA Police Department, Neighborhood Crime Watch, Woodridge Homes and the NA Merchants
Association will be sponsoring "National Night Out 2010 on Tuesday, August 3, 2010. The program will
start at Woodridge Homes, 10 Woodridge Drive from 4:00—6:00 p.m. and then at the NA Middle School
football field (Hayes Stadium) from 6:00 to 8:00 p.m.
Rosemary Smedile made a MOTION, seconded by Richard Nardella, to grant an event permit for the
National Night Out 2010 on Tuesday, August 3, 2010 subject to all other department approvals. Vote
approved 5-0.
TOWN MANAGER REPORT:
The Town Manager commended the Police, Fire and Public Works departments for their work during and
after the storm Sunday evening, June 6, 2010.

Richard Nardella made a MOTION, seconded by Rosemary Smedile, to adjourn the meeting at 9:10 p.m.
