Dear Dr. Samuels:
Please be advised that upon review of your request that would allow for retail uses at the property
on Osgood Street there are a few questions that need to be answered. These questions are as
follows.
1) What type of retail use is planned, fast food, sit down restaurant, personal service,
straight sales?
2) What are your plans on how the space is to be developed?
3) What is the number of parking spaces the current parking lot is configured for and
being used and what percentage is available?

Dear Inspector,
As I discussed with you on the phone, I purchased 1060 Osgood Street on September
2, 2003. Despite years of commercial and retail business being conducted, I was surprised
to find that the building is not actually zoned for retail use. Since the entire area along
Rte. 125 is retail, I would like to have the zoning modified for this building as well.
Retail use would be consistent for the building, the area, and good for the town.
I would be most appreciative if you would,advise me as to the course of action I need
to take. Thank you for your attention to this matter.

Remarks: Dear Mike,
I have looked into the recent past for retail use at 1060 Osgood St. Since 1996, IWP
has sold prescription drugs via mail order. Prior to that,United Foods sold frozen goods
retail as well as freezer equipment for over ten years. Also operating in the building has
been dry cleaning and a travel agency. I may be able to find out more with research, but
given the time restriction, I hope that you feel this information is adequate. A gift shop in
the building would be consistent with its current usage, as well as a benefit to the North
Andover Colni-nunity. The young couple looking to open their first business are residents
of the town, and this would be an asset to this area.
Please advise me at your convenience. Thank you!
