This includes, but is not limited to flame retardents, water repellents, and suede soft. The right to operate this establishment may be subject to revocation if at any time in the future a breach of this agreement is identified. The Watershed Council recognizes the wet/ dry process as an acceptable use in the watershed district of North Andover, as it is not a dry cleaner. The process simply uses detergents available to the general public, and specifically does not involve the use of any solvents. However, to ensure the protection of the water resource it will be required that a containment area be constructed in accordance with the building department's specifications. The capacity of the containment area is to be equal to or greater than 120% of the fully stocked chemical supply. I took over ownership of Advanced Photo from Richard Nolan as of May 1, 1998. The business in North Andover has not been a profitable one since the day it was opened, primarily due to the fact that the lab equipment has been housed in a remote location. Since I assumed ownership, the business continues to lose money. As a result, we see no alternative other than to respectfully request that the Board of Health give serious consideration to allowing the lab equipment on site. The one-hour minilab, consisting of a printer and a film processor, are both self-contained units. There is absolutely no piping required for water intake or chemical disposal. Each machine has holding tanks built within the unit for collection of waste chemicals (see Exhibit A). When the container is full, an alarm sounds. At this point, we move the holding tanks and empty the chemicals into a 30-gallon drum that will be maintained in the store on a skid (see Exhibit B). The skid holds four (4) 30-gallon drums. When the drums are full, Safety Kleen comes and removes the drums, replacing them with empty ones. Since the machines are self-contained, it is not necessary to use any type of drainage on the premises. This ensures that no chemicals are placed into drains that lead to the septic system. Advanced Photo of North Reading has been in business for over six years. During this time, the equipment and chemicals have been managed responsibly with the assistance of Safety Kleen. We undergo regular inspections from the North Reading Fire Department, and we conduct thorough training for all staff members. All North Andover staff have already been trained on the proper handling of chemicals. It is my full intent to manage the chemical containment in the same responsible and efficient manner in North Andover as I have in North Reading. Again, we feel that the presence of the equipment on site is integral to the continued success of the business. Without the Board's approval to allow the lab equipment on site, Advanced Photo of North Andover will have no alternative other than to close down business. It is the interest of Mr. Richard D. Nolan of Haverhill, Massachusetts, to lease a single 1600 square foot retail unit (#7) soon to be located in the Butcher Boy Plaza, at 1077 Osgood Street, North Andover, Massachusetts. The purpose of this lease will be to open a one hour photo and portrait studio retail store. In reviewing North Andover's building codes, 'it was noted that photographic development activity ,is prohibited in watershed protected areas of the community. The Butcher Boy Plaza is, reportedly, in such a protected area. As a _result, Mr. Nolan has made arrangements to rent another space in North Andover, .located at 210 Holt Road. , This property is not within the watershed protection area and is zoned commercial. All fila development acti- vities of Mr. Nolan's company will occur at this facility. In addi- tion, Mr. Nolan has made all pertinent arrangements to have chemicals delivered, stored, ,and removed from this location in accordance with state and federal environmental protection regulations and guidelines. The State Department of Environmental Protection has indicated that it will process the permit for this site location. REVIEW OF CHEMICALS TO BE USED, STORED, OR GENERATED: The ,following list of basic chemicals are those to be stored and used in the self-contained development process: 1. Water: This will be tap water placed in a tank within the machines; 2. Developer: Limited quantities of the development fluid are used in this process. This material is delivered in sealed, 2.5 liter plastic jugs. The anticipated use is estimated to be about two to five gallons per week. 3. Fixer: The' fixer liquid is a composite chemical that also is used in the development process and is delivered in sealed, plastic 1 liter jugs. It too will be. used in limited quantities of about three to six gallons per week. 4, waste: This is a blend of chemical residue after machine clean- out has been performed. It is stored in the return barrels and averages about ten to fifteen gallons per week (see below) . It is to be, noted that the M.S.D.S. descriptions for- each chemical in- volved in the development process will be on file with the M.D.E.P. and on site (per .regulations) . The company will have all waste products stored and removed from the premise in accordance with state and federal guidelines (see attached agreement with SAFETY-CLEAN, Inc. ) . There will be no chemical. reclama_tion of silver by the company at either location. Finally, there will be no waste products emptied into sewer or septic systems at either company facility. DESCRIPTION OF THE DEVELOPMENT PROCESS: The following facts are offered for consideration: 1. The only activity of this business to use any chemical material will be the one-hour photo development equipment. 2. The chemicals used are inert as they are shipped and stored. They only become toxic . if mixed in significant quantities (refer to MSDS information). 3. The chemicals are kept separate in storage and throughout the development process. 4. The exposed film moves through separate baths in sequential containers, .one to the next via mechanical drives totally controlled by_the trained operator. Each machine contains separate containers that are thoroughly isolated one from the other. Addi- tional protection is assured in that each machine has a drip pan under the vessels. CHEMICAL SAFETY;Continued: 2. 5. The transfer of water and chemicals from the shipping/storage jugs to the machine containers is done manually via special spouts and funnels by trained operators. Spillage is virtually impossible. 6. In the same manner, the machine containers are manually emptied into the waste storage barrels by the operators using the special spouts and funnels. The waste barrels are always sealed whenever transfer activity is not occurring. 7. The pick-up of waste residue is managed by SAFETY-CLEAN, a totally insured, international company. All such pick-ups are pre-scheduled and are placed on a manifest that is logged with the state D.E.P. SAFETY-CLEAN will, unannounced, sample the waste products to ensure that each stream is that which has been specified in its agreement with the company producing waste. SAFETY-CLEAN is responsible for any.and all clean-up and de-toxification activity in the event of any spillage external to the delivery location. 8. The chemicals are delivered, kept, and returned in very low quantities and in sealed containers. > Delivery: Each chemical noted comes to the store in 2.5 liter, heavy-duty and sealed plastic jugs. All such containers will bekept in a locked metal storage cabinet. > Storage: After use, the chemical residues are stored in. sealed industrial plastic barrels with a 30 gallon volume. These barrels and the development machines are set upon a 40 gallon capacity drip pan so that spillage during the transfer procedure may be contained. The drip pan capacity exceeds the volume of the delivery jugs and each of the storage barrels. > Return: SAFETY-CLEAN will pick-up all used chemical barrels on a schedule that is correlated to the level of activity of the customer. This will be . ' more frequent as development activity increases and visa-versa. 9. . SAFETY-CLEAN and.producers of the chemicals used in this process employ only plastic containers. The plastic material, however, is of industrial quality and is required by EPA guidelines. 10. There is no emptying of any chemical into building drains or transfer of any chemical in unprotected locations. A significant capacity drip pan is used at each transfer point. All water cleansing waste. is.emptied into the storage barrels. 11. The transfer of chemicals from the delivery jugs to machines and then to barrels is accomplished by pouring each chemical from the delivery jug and, later, the machine's containers into the storage barrel via a spout and funnel over the appropriate drip pan. It is next to impossible for spillage to occur when this process is followed. The only persons performing this operation are those employees who have been trained in accordance with EPA standards. 12. SAFETY-CLEAN provides each customer with packaged "Sorbent Kits." These are provided in sufficient number to off-set spillage that may occur from full delivery jugs in the quantity ordered or stored by the customer. This material, when used, is put back into a separate.container for removal by SAFETY-CLEAN. 13. There are no floor drains in either facility to be rented by Advanced Photo of North Andover. 14. In general, these chemicals - when used properly - pose much less of a threat to the environment than those used in the average hairdressing store or clothes cleaning establishment. SUMMARY: In 'sum, the chemicals used in the photo development process are quite common and non-toxic under the controlled conditions to be used by Mr. Nolan's' company. Given that this plaza is in a protected watershed area, it has become necessary for me to plan for the rental of an additional site for the entire film development portion of this business. This other location is at 210 Holt Road in North Andover. As a result, there will be no picture development or chemical-based activities at the Osgood Street facility. In accordance with the guidance given to me by Susan Ford of the Town Health Department, I am providing you with the following assurances: 1. 1 understand that film processing at the Butcher Boy Plaza site is prohibited; 2.- 1 understand that the storage of chemicals at the Butcher Boy Plaza site is also prohibited; 3. 1 understand that a violation of these prohibitions may result in the loss of a permit to operate this retail business. Watershed Council Susan Ford, Health Inspector Subject: Wet Dry Cleaners/Butcher Boy Plaza The Watershed Council has the following recommendation in response to the proposed issuance of a building permit regarding a wet/ dry cleaners to be located at the Butcher Boy Plaza: The committee recommends the issuance of this permit, providing that the following is adhered to. It must be clearly understood that the process that has been presented regarding use of aqua clean detergents is the only allowed use at this location. Any change or additions to the process or to the chemicals on the premises must be brought before the Zoning Enforcement Officer for review. This includes, but is not limited to flame retardents, water repellents, and suede soft. The right to operate this establishment may be subject to revocation if at any time in the future a breach of this agreement is identified. The Watershed Council recognizes the wet/ dry process as an acceptable use in the watershed district of North Andover, as it is not a dry cleaner. The process simply uses detergents available to the general public, and specifically does not involve the use of any solvents. However, to ensure the protection of the water resource it will be required that a containment area be constructed in accordance with the building department's specifications. The capacity of the containment area is to be equal to or greater than 120% of the fully stocked chemical supply. This in no way indicates a change in the watershed bylaw which prohibits dry cleaners. Dry cleaning is not an allowed use in the watershed without exception. He passed out a letter to the Board which outlined the items still to be resolved: 1. Test pits to be done 2. Sewer plans submitted are 757 complete Mr. Caffrey stated that they were unable to proceed with the project due to a suit from an abutter and lack of sewer access. John Simons said the time period for the special permit elasped prior to the extension , by the Board of Appeals. George Perna asked how the applicant could change the easement. Mr. Caffrey said you could. Paul wanted to know what you would see from a car going down Great Pond Road. The applicant showed the Board photos of the model from a special camera. Erick Nitzsche asked if they have filed a Notice of Intent with the NACC. Mr. Caffrey stated they will file soon. He also spoke about the 3 to 1 replication requirements by the NACC due to wetland disruption along the rear property line. Jack Lindon stated that the NACC typically requires that the replication be placed on the site in the area the original disruption occured. He also stated a concern that the wetland altered is part of a wetland system which runs into the lake. This is a very sensitive area and the NACC would review this matter closely. Paul Hedstrom stated his dismay that a wetland discruption has occured and that an Enforcement Order was sent over a year ago and that no action was taken to resolve the problem. Mr. Caffrey stated they did not receive the order. Jack Lindon continued and stated the NACC would likely require a 50' no disturbance area and 100' structural setback from the wetland due to the sensitive nature of this wetland and its relation to the Lake.. Eric Nitzsche stated that at,the-, minimum:the-. Agplitant would be required to refile his site plan with the Board, after NACC action. Scott Stocking stated that the 3-1 replication requirement would place serious impact upon the site plan before the Board and would likely require a complete redesign of the plan. Finding that the specific site is an appropriate location for such a use, structure, or condition; cannot be made due to procedural and substantive requirements of the Zoning ByLaw which were not addressed by the applicant in this proposal before the board. b. The board cannot determine from the information supplied that the use as developed will not adversely affect the surrounding neighborhood. c. The board does not have adequate information upon which to find that the proposed use will not present a nuisance or serious public safety problems to vehicles or pedestrians of the surounding area, or to the community at large. d. The board finds that the proper operation of the proposed facility is not assured by the information before us. e. The board as the special permit granting authority under M.G.L. Ch. 40A, Section 9, finds that the proposed project is not in harmony or compliance with the general purpose and intent of the Zoning ByLaw. Upon reaching the findings cited above the board votes to deny the special permit for the following reasons: 1. The requisite zoning permits to enable the board to process this application for site plan review under a special permit are lacking. The site plan which the Zoning Board of Appeals approved on Sept. 24, 1985 and extended on Feb. 10, 1987 under a special permit to allow construction within the watershed special permit district was for a 31,402 square foot one story structure (plan dated March 28, 1985 which contained a retaining wall outside of the no cut buffer zone of 500 linear feet. The plans before the board are for a 65,861 square foot, two story structure (plan dated April 14, 1988) which contains a retaining wall within the no cut buffer zone of 565 linear feet and placed in a new location. There is no evidence in the file, nor has the applicant presented evidence at the public hearings that there exists a special permit for construction activity within the watershed district as contemplated by the applicant in the application before us. The Planning Board has no authority to approve a site plan under a special permit application which on its face does not comply with the present regulations contained in the Zoning Bylaw. Detail plans regarding the natural spring on-site have not been submitted to the DPW for review. The board finds that the potential adverse impact to the Lake due to inadequate design for the spring requires a more detail and complete review. 4. Conflict with the proposed drainage pipes from the site and a major water line which currently exists along Osgood Street has not been resolved to the satisfaction of the Board or DPW. 5. The applicant has altered a resource area along the rear property line in violation of the Wetlands Protection Act. The applicant shall be required to replace the wetland disturbed by 3 times as required by the act. The replacement area shall require the movement of the proposed structure and rear loading docks. A new site plan showing these changes should be submitted, which is in compliance with an Order of Conditions from the NACC. 6. An Environmental Impact Report as required by the state was not submitted concurrently with the application before us. The board requests that the MEPA process run concurrently with the Planning Board review in order to coordinate with state agencies which have jurisdiction with this project. 7. A detail Traffic Impact Report has not been submitted to the Board studying the current design of the access to the site, A Traffic Impact Report submitted was for the original access drive, and the board requires a new Traffic Impact Report based upon the new access design. Evidence being, large amounts of grease buildup within the collection system and manhole chambers prior to the SPS. Further investigation showed little grease coming in from Joe Fish and the Loft Restaurants. On November 18`h, 1997 dye tests were conducted at Butcher Boy Restaurant as well as tenant restaurants within the mall complex to see if sewerage effluents are connected to the large in ground grease trap outside, prior flowing to the Butcher Boy(SPS)on Rt. 133. The dye tests were performed by Ray Mahoney and Mark Lundy of the Greater Lawrence Sanitary District(GLSD), Waste Water Treatment Facility. Officials present from the Town of North Andover to witness the tests in order to evaluate the results were Sandy Starr from the Board of Public Health, Myself and Jerome Welch from the Water Dept. and Plumbing Inspector Jun Diozzi. Also present was Dave Barry, Business Manager representing your mall complex. Two dye tests were made from Orzo's, one from the sink were a grease trap is located beneath and another from a domestic sanitary sewer sink without grease removal related work. Both dye tests indicated that sewerage from these two points flowed directly to a manhole just prior to entering the Butcher Boy SPS. Another dye test was conducted from the Butcher Boy Restaurant sink Dye tests proved wastewater flow from this area did go to the outside, in ground grease tank but maintenance(grease removal by septic pump truck by a professional outfit)was at a minimum. This meant that in,ground collection tank has not been cleaned down often enough to prevent grease escaping to the receiving Butcher Boy SPS. According to Sandy Starr, only domestic waste flows are allowed to go directly Butcher Boy SPS; not the flow from the sink with the grease trap built under it. Effluent.ifrom this- sink is.supposed to flow to the large in ground grease pit first then to the manhole. The same test was conducted on the Lobster Claw Restaurant concluding with the results. Both tenant owners have stated that they clean their grease traps once every 6 months which I believe is not frequent enough. Requirements and Recommendation -instruct tenants to remove grease accumulation from their individual traps once per month for 6 months, then every other month after that. Keep accurate record of the amount of grease found (inches thick) and removal dates or invoices..if professionally..., done for reference by Town of North Andover Officials,if-,requested. This requirement will also comply with in house grease traps within Butcher Boy Restaurant kitchen and meat preparation areas as well. - Arrange for the professional removal of grease from the large in ground grease containment tank outside. Also arrange for scheduled removal of grease from the in ground tank by a reputable, professional business frequently enough to prevent a level of buildup which could escape the tank. Keep record of all grease removal undertakings or design alterations and make them easily available to the respectable Town of North Andover Staff mentioned in this report. - Arrange for the complete removal and disposal of grease buildup within the wet well at the Butcher Boy SPS by professional outfit at no cost to the Town of North Andover. The Town of North Andover will provide a official to allow access to Butcher Boy SPS wet well and witness the operation until satisfied with completion of removal. -Arrange,with,professional-contractor to conduct..another dye test with.all Ihe grease...... removal systems clean to see,clearly if sewerage flow-from•the-tenant restaurants�iss: : :., . flowing into the in ground grease pit to confirm initial dye test findings. This test will be of importance to yourselves in order to prevent a costly mistake,,such as tearing:up.your parking lot . 1 The Town of North Andover Water Department is responsible for the proper operation and maintenance of the Butcher Boy SPS. In reviewing North Andover's building codes, it was noted that photographic development activity is prohibited in watershed protected areas of the community. The Butcher Boy Plaza is, reportedly, in such a protected area. As a result, Mr. Nolan has made arrangements to rent another space in North Andover, located at 210 Holt Road. This property is not within the watershed protection area and is zoned commercial. All film development acti- vities of Mr. Nolan's company will occur at this facility. In addi- tion, Mr. Nolan has made all pertinent arrangements to have chemicals delivered, stored, and removed from this location in accordance with state and federal environmental protection regulations and guidelines. The State Department of Environmental Protection has indicated that it will process the permit for this site location. REVIEW OF CHEMICALS TO BE USED, STORED, OR GENERATED: The following list of basic chemicals are those to be stored and used in the self-contained development process: 1. The Watershed Council recognizes the wet/ dry process as an acceptable use in the watershed district of North Andover, as it is not a dry cleaner. The process simply uses detergents available to the general public, and specifically does not involve the use of any solvents. However, to ensure the protection of the water resource it will be required that a containment area be constructed in accordance with the building department's specifications. The capacity of the containment area is to be equal to or greater than 120% of the fully stocked chemical supply. This in no way indicates a change in the watershed bylaw which prohibits dry cleaners. Dry cleaning is not an allowed use in the watershed without exception. It is the interest of Mr. Richard D. Nolan of Haverhill, Massachusetts, to lease a single 1600 square foot retail unit W) soon to be located in the Butcher Boy Plaza, at 1077 Osgood Street, North Andover, Massachusetts. The purpose of this lease will be to open a one hour photo and portrait studio retail store. In reviewing North Andover's building codes, 'it was noted that photographic development activity .is prohibited in watershed protected areas of the community. The Butcher Boy Plaza is, reportedly, in such a protected area. As a .result, Mr. Nolan has made arrangements to rent another space in North Andover, located at 210 Holt Road. , This property is not within the watershed protection area and is zoned commercial. All fil=m development acti- vities of Mr. Nolan's company will occur at this facility. In addi tion, Mr. Nolan has made all pertinent arrangements to have chemicals delivered, stored, and removed from this location in accordance with state and federal environmental protection regulations and guidelines. The State Department of Environmental Protection has indicated that it will process the permit for this site location. REVIEW OF CHEMICALS TO BE USED, STORED, OR GENERATED: The following list of basic chemicals are those to be stored and used in the self-contained development process: 1. Water: This will be tap water placed in a tank within the machines; 2. Developer: Limited quantities of the development fluid are used in this process. This material is delivered in sealed, 2.5 liter plastic jugs. The anticipated use is estimated to be about two to five gallons per week. 3. Fixer: The' fixer liquid is a composite chemical that also is used in the development process and is delivered in sealed, plastic 1 liter jugs. It too will be used in limited quantities of about three to six gallons per week. .4. Waste: This is a blend of chemical residue after machine clean- out has been performed. It is stored in the return barrels and averages about ten to fifteen gallons -per week (see below) . It is to be, noted that the M.S.D.S. descriptions for- each chemical in- volved in the development process will be on file with the M.D.E.P. and on (per .regulations) . The company will have all waste products stored and removed from the premise in accordance with state and federal guidelines (see attached agreement with SAFETY-CLEAN, Inc. ) . There will be no chemical. reclamation of silver by the company at either location. Finally, there will be no waste products emptied into sewer or septic systems at either company facility. DESCRIPTION OF THE DEVELOPMENT PROCESS: The following facts are offered for consideration: 1. The only activity of this business to use any chemical material will be the one-hour photo development equipment. 2. The chemicals used are inert as they are shipped and stored. They only become toxic . if mixed in significant quantities (refer to MSDS information) . 3. The chemicals are kept separate in storage and throughout the development process. 4. The exposed film moves through separate baths in sequential containers, one to the next via mechanical drives totally controlled by.the trained operator. Each machine contains separate containers that are thoroughly isolated one from the other. Addi- tional protection is assured in that each machine has a drip pan under the vessels. CHEMICAL SAFETY; Continued: 2. 5. The transfer of water and chemicals from the shipping/storage jugs to the machine containers is done manually via special spouts and funnels by trained operators. Spillage is virtually impossible. 6. In the same manner, the machine containers are manually emptied into the waste storage barrels by the operators using the special spouts and funnels. The waste barrels are always sealed whenever transfer activity is not occurring. 7. The pick-up of waste residue is managed by SAFETY-CLEAN, a totally insured, international company. All such pick-ups are pre-scheduled and are placed on a manifest that is logged with the state D.E.P. SAFETY-CLEAN will, unannounced, sample the waste products to ensure that each stream is that which has been specified in its agreement with the company producing waste. SAFETY-CLEAN is responsible for any.and all clean-up and de-toxification activity in the event of any spillage external to the delivery location. 8. The chemicals are delivered, kept, and returned in very low quantities and in sealed containers. > Delivery: Each chemical noted comes to the store in 2.5 liter, heavy-duty and sealed plastic jugs. All such containers will bekept in a locked , metalstorage cabinet. > Storage: After use, the chemical residues are stored in. sealed industrial plastic barrels with a 30 gallon volume. These barrels and the development machines are set upon a 90 gallon capacity drip pan so that spillage during the transfer procedure may be contained. The drip pan capacity exceeds the volume of the delivery jugs and each of the storage barrels. > Return: SAFETY-CLEAN will pick-up all used chemical barrels on a schedule that is correlated to the level of activity of the customer. This will be . ' more frequent as development activity increases and visa-versa. 9. . SAFETY-CLEAN and.producers of the chemicals used in this process employ only plastic containers. The plastic material, however, is of industrial quality and is required by EPA guidelines.. 10. There is no emptying of any chemical into building drains or transfer of any chemical in unprotected locations. A significant capacity drip pan is used at each transfer point. All water cleansing waste is.emptied into the storage barrels. 11. The transfer of chemicals from the delivery jugs to machines and then to barrels is accomplished by pouring each chemical' from the delivery jug and, later, the machine's containers into the storage barrel via a snout and funnel over the ampropriate drip pan. It is next to impossible for spillage to occur when this process is followed. The only persons performing this operation are those employees who have been trained in accordance with EPA standards. 12. SAFETY-CLEAN provides each customer with packaged "Sorbent Fits." These are provided in sufficient number to off-set spillage that may occur- from full delivery jugs in the quantity ordered or stored by the customer. This material, when used, is put back into a separate,container for removal by SAFETY-CLEAN. 13. There are no floor drains in either facility to be rented by Advanced Photo of North Andover. 19. In general, these chemicals - when used properly - pose much less of a threat to the environment than those used in the average hairdressing store or clothes cleaning establishment. SUMMARY: In sum, the chemicals used in the photo development process are quite common and non-toxic under the controlled conditions to be used by Mr. Nolan's' company. ABOUT THE CLEANING MACHINE The computer controlled, variable speed soft mount washer is equipped with an invertor drive feature allowing unlimited versatility. Examples: Programmable to agitate at various speeds in one second intervals and programmable to extract at 10 to 1000 RPM. We can utilize cold water as a source since we are raising the temperature (to 80 degrees Fahrenheit) by activating electric heating elements. You can load the machine Friday at 5:00 p.m., and when you arrive Monday at 7:00 a.m., this load will be cleaned and ready for the tumbler. ABOUT THE DETERGENT We are now using acid based products versus alkaline based. Acid based detergents means that the detergents produce the optimum cleaning conditions. This means that the detergents are totally phosphate free and biodegradable without any threat of disrupting the enzyme treatment process currently used in many waste water treatment plants. The detergents are formulated with anti-shrink and fabric protection properties that will protect the fibers during the drying process. Initially we will be using four products: 1.) Detergent 2.) Finish 3.) Leather detergent 4.) Leather finish We will also be providing an oil based pre-spotting kit since we are reversing the pre-spotting treatment process. Usually, 70% of all stains are water based. We do not normally have to pretreat these stains, because we are cleaning in water. ABOUT THE DRYING PROCESS We are using an Aquatex dryer that is specifically designed for the Aquatex Cleaning System. This dryer uses a heat follows humidity concept. The incoming air temperature is regulated on the inlet side so as to control temperature within 1 degree Fahrenheit. This is very important to prevent damage to the garments. As the dryer determines decreasing humidity levels, it simultaneously decreases air temperature. We end this drying cycle with approximately 10-15% moisture retention. ABOUT THE AQUATEX CLEANING PROCESS You may ask what can be cleaned? Our research indicates there are more garments that cannot be cleaned in solvent than those in the Aquatex System. We do not claim that Aquatex will clean 100% of all garments. However, we have yet to find a garment that has not responded very impressively to this process. Shrinkage has been maintained to below I% on all garments tested. Remember, the accepted standard in the dry cleaning industry for first time cleaned garments is 3% shrinkage. Keep in mind the three basic properties that are required to clean garments: 1.) Temperature 2.) Mechanical action 3.) Detergent Our system dramatically reduces the dependence upon temperature and mechanical action, (the two most damaging ingredients to garments) instead substituting a safe, high quality detergent system to achieve exemplary results. The basic process involves gently agitating the garments for a short time, (typically 6 seconds) then resting the agitation cycle (typically for 30 seconds) while the water/detergent mixture is being recirculated from the bottom of the cylinder and directed to rain down from the top to thoroughly permeate the garments, we are now lifting and dropping the detergent/water mixture. Another important part of this process is the careful calculation of water volume versus weight of garments. The extraction cycle involves draining the machine without mechanical action, then proceeding to the spin cycle achieving a RPM of 600 for delicates to a maximum of 700 for regular garments. The results achieved are garments with less creasing and distortion. In conjunction with your approval process, I personally supplied information (at the request of Daniels Equipment) regarding the Aqua Clean System, the exact chemicals used in the system, toxicology tests on the chemicals, the containers used z for transporting the chemicals, etc. It has now come to my attention that we have both been the victim of a subterfuge, since Daniels Equipment is in fact planning to install a completely different cleaning system, "Aquatex," using different chemicals. This would be the first installation of the -Aquatex" system in the United States. Moreover, it appears from information I have received that they never intended to use the Aqua Clean System and deliberately misled you and I as to their intentions. The chemicals they intend to use may well contain hazardous substances which can cause drinking water contamination. This could be confirmed by a review of the exact Chemical Abstract Society (CAS) numbers of all the constituent chemicals and of the correct chemical names and descriptions. To provide you with some background information, Oils and Soaps Limited were approached by John Laithwaite Associates Limited in October 1994 to develop a range of detergents and finishing agents to replace solvent dry cleaning. The cleaning agents should be gentle on Fibres and colours but with high soil removal properties. Specific textile auxiliaries have been incorporated to minimize damage upon the fibres which would occur by the ingression of water and mechanical action. Finishing agents are specific to the type sof garment being 'tteated, i.e: natural fibre or leather and they provide the garment with aesthetic appeal conferring'body'or'fullncss of handle'.
