Watershed Council Susan Ford, Health Inspector Subject: Wet Dry Cleaners/Butcher Boy Plaza Application change to Aquatex The Watershed Council has the following recommendation to the issuance of a building permit regarding a wet/ dry cleaners to be located at the Butcher Boy Plaza: The committee recommends the issuance of this permit,providing that the following is adhered to. It must be clearly understood that the process that has been presented regarding use of the Aquatex System is the only allowed use at this location. Based on a letter dated Dec. 14, 1995 from a Mrs. Kathryn Emsley, development chemist for Oils and Soaps Ltd., and based on the conversation with Tina Manning, at the University of Lowell, we are approving the process. All detergents have been determined to be phosphate free and biodegradable and are listed on the TASCA list. Chemicals approved for use are the Aquatex detergent, finish, ABC pre-spotter, retex, leather finish and leather detergent. Any change or additions to the process or to the chemicals on the premises must be brought before the Zoning Enforcement Officer for review. The right to operate this establishment may be subject to revocation if at any time in the future a breach of this agreement is identified. The Watershed Council recognizes the wet/dry process as an acceptable use in the watershed district of North Andover, as it is not a dry cleaner. The process simply uses detergents available to the general public, and specifically does not involve the use of any solvents. However, to ensure the protection of the water resource it will be required that a containment area be constructed in accordance with the building department's specifications. The capacity of the containment area is to be equal to or greater than 120% of the fully stocked chemical supply. This in no way indicates a change in the watershed bylaw which prohibits dry cleaners. Dry cleaning is not an allowed use in the watershed without exception. It must be clearly understood that the process that has been presented regarding use of aqua clean detergents is the only allowed use at this location. Any change or additions to the process or to the chemicals on the premises must be brought before the Zoning Enforcement Officer for review. This includes,but is not limited to flame retardents, water repellents, and suede soft. The right to operate this establishment may be subject to revocation if at any time in the future a breach of this agreement is identified. The Watershed Council recognizes the wet/ dry process as an acceptable use in the watershed district of North Andover, as it is not a dry cleaner. The process simply uses detergents available to the general public, and specifically does not involve the use of any solvents. However, to ensure the protection of the water resource it will be required that a containment area be constructed in accordance with the building department's specifications. The capacity of the containment area is to be equal to or greater than 120% of the fully stocked chemical supply. This in no way indicates a change in the watershed bylaw which prohibits dry cleaners. Dry cleaning is not an allowed use in the watershed without exception.
