The Conservation Commission vetoed his proposal„to fill 4,200 square feet of wetlands to accommodate his proposed above-ground sewer. Tuttle had wanted to run the sewer over the ground and then cover it with a hill of soil. The town's environmental experts denied the filling application initially this spring because they thought it would damage the wetlands. In addition, they thought an alternative route for the sewer was possible. Daniel Long, , Town Clerk Town Office Building North Andover , MA 01845 Dear Mr . Long: i The Board of Appeals held a public hearing on June 10 , 1986 upon th.e application of Rosario & Blanche Consoli requesting a variance from the requirements of Section 7 , Paragraph 7 . 3 and Table 2 of the Zoning By Laws so as to permit addition to single-family dwell - ing for a bedroom and bath for t.heir granddaughters . This addition will be less than the required 20 ' from the side lot line . The following members were present and voting : Mr . Frank Serio , Jr . , Chairman , Alfred Frizelle , Vice-chairman , Walter Soule , Raymond Vivenzio and Anna O ' Connor . The hearing was advertised in the North Andover Citizen on May 15 and May 22 , 1986 and all abutters were notified by regular mail . Motion made by Mr . Vivenzio and seconded by Ms. O ' Connor to grant this variance as requested . A majority of the Board could not support this motion because they felt that not enough information on adjacent roads or use of adjoining property had been provided . The Board feels that the addition could be placed in another area and that no hardship is involved by denying this petition . .Vote asfollows : I-n favor of petition , Mr . Vivenzio and Ms . O ' Connor and opposed to petition , Mr . Serio , Mr . Frizelle and Mr . Soule . Therefore this petition is DENIED . Any communication purporting to be an application shall be treated as mere notice of intention to seek relief until such time as it is made on the . official application form. The dimensions of the lot and the percentage of the lot covered by the t principal and accessory buildings and the required parking spaces o shall be shown. Entrances , exits , driveways , etc. that are pertinent to the granting of the .variance shall be shown. All proposed data shall be shown in red . Any topographical feature of the parcel of land relied upon for a variance, such as ledge, rock peat , or natural condition of water , brook, or river , shall be shown on the engineering plan . When a variance is requested to subdivide a parcel of land, the dimen- sions and area of the surrounding lots may be taken from the deed or lotting .plan for comparison of the size of the lots in the neighborhood , noted on the plan as such, and marked "approximate The plan shall be signed and bear the seal ofaregistered surveyor or engineer.
