Dear Mr. Canellakis:
The Neve-Morin Group is pleased to provide you with this proposal for engineering,
environmental consulting and surveying services for the terms and conditions contained
herewith.
It was a pleasure speaking with you the other day.regarding your plans to add a playroom and a
mudroom in the basement of your existing dwelling. Based on our research at the Town Hall it
appears that your existing dwelling was designed for 4 bedrooms and that your current total
room count is at 9 with 4 of the 9 being bedrooms. According to the state sanitary code,Title 5,
the total room count and bedroom count dictate the capacity of your septic system. In .your
situation you cannot add bedrooms or rooms to your current dwelling without upgrading your
septic system to accommodate the increase in design flow, and you cannot add rooms without
placing a deed restriction on the property that limits the total bedrooms in the dwelling to 4.
We reviewed your property and examined plans in the file and determined that adding onto your
existing system to accommodate the design flow is not an option. In order to add rooms,without
putting on a deed restriction, or add bedrooms you would be required to install annew septic
system. Based on our conversation it is our understanding that you are not interested in
designing and* installing a new septic system but you are interested in adding rooms, not
bedrooms,and placing a deed restriction on the property to make that happen.
We have spoken to Susan Sawyer, Director of Public Health in North Andover, and she has
informed us that the matter will be brought before'the Board of Health and she recommended
having the homeowner present for the discussion. Between now and then you will also be
required to have a Title S Inspection performed. ' We would recommend Paul Cardone from
Septic Compliance, Inc. for this.task. We can contact him for you.if you decide to move
forward.
