Currently, the Village, as a planned urban development of 25 homeowners is a quiet, private residential neighborhood created by natural borders of foliage and buffer land areas with a property value of over $5,000,000. Whereas this proposed variance for the purpose of building on an abutting property would thus alter the natural borders of six of our properties, we feel that this change will have a negative market affect on all 25 homeowners future property values. Therefore, we, the Board of Directors, for the Prescott Village Homeowners' Association, Inc., strongly urge that this variance not be granted. Andover, MA 01845 RE: Appeal of Ms. Millicent Chen, 116 Prescott Street,N.Andover, MA 01845 Dear Mr. Chairman: Due to a medical condition, I will be unable to appear at the Zoning Board meeting on Tuesday, May 8, 2001 that will be addressing the above-referenced Appeal. Despite my absence, however, I wish for my voice to be heard on this matter, and I would like to submit this letter to the Board to express my strong opposition to the Appeal. The value of my home is of the utmost importance to me in my retirement, and I am certain that my home's value will be significantly reduced if the board agrees to this appeal. In addition, my quality of life will also be negatively affected, as a private wooded areas that I view from my home will be destroyed and replaced by a permanent structure. It is my belief that the Town of North Andover established bylaws for land development with the specific purpose of protecting open space and ensuring that the development of properties in the manner requested in this Appeal would not occur. The creation of the frontage lot exception will adversely affect the neighborhood in the following ways: (a) It would substantially lower the real estate value of our properties. (b) It will destroy the backyard privacy of all who abut the property. Our. backyards would no longer have the peace and tranquility we enjoy now. (c) There are many trees that would have to be cut down thus affecting the aesthetics of thep resent wooded area. 2. The applicant has neglected to apply for a variance from article 7.1.2 i.e. Lot Width. This bylaw requires an 80 foot width of lot between street and house. The plan shows 19 feet. 3. The applicant has neglected to apply for a variance from article 7.1.3 . i.e. Restrictions. 4. We have checked lot frontages on Prescott St. at the Town Building and there is no lot with such a small frontage. The smallest lot frontage on Prescott St. is 69 ft. If granted, the variance would be setting an extreme precedent for Prescott St and possibly for the rest of the Town. 5. Has the board viewed the site? If so, is there a report available? 6. Finally, if the variance is granted it would be substantially detrimental to the public good, and would nullify the intent and purpose of the bylaw. We look to this board to protect our rights as landowners as required by the zoning bylaws of the Town of North Andover.
