Although the Board of Health has no objection to the platform itself,there does exist a concern about possible noise from the unit itself. Before the Health Department can sign off on this project, a study must be conducted on the noise impact of the cooling tower. Commercial/industrial noise generators are limited to a maximum increase of 10 db over the normal ambient_n_oise level as measured o.,the A-Nveighted se—ale of a.noise leve'meter that is properly calibrated to industry standards. FROM: Jesse Spence DATE: September 18,2002 SUBJECT: Noise Impact Study for Cooling Tower Installation at Anton's Cleaners in North Andover,MA CC: Overview NCE has completed a Noise Impact Study for the installation of a cooling tower on the roof of Anton's Cleaners located in the 117 Main Street shopping center in North Andover, Massachusetts. This study consists of two parts: 1. Background noise measurements in adjacent residential area. 2. Prediction of background level increase caused by cooling tower noise. The predicted increase in background levels was compared to the state guideline[1]which states that noise generators(i.e.the proposed cooling tower)are limited to a maximum of 10 dB(A)over the existing ambient noise levels as measured on an A-weighted scale. It was found that the cooling tower produces noise levels that are 5 dB(A)above the existing background level. This is under the limit of 10 dB(A)specified by[1]. Background Measurements An attended background noise survey was performed by one NCE engineer from 10:40AM to 11:10 PM on September 18,2002 at the Anton's Cleaners in North Andover Massachusetts. The time period was chosen to coincide with the unit's normal operating hours(7:OOAM to 1:30 PM)and to reduce the influence of rush hour and lunchtime traffic on the measurement. The weather was clear and sunny,75°F,with an occasional 5 MPH wind. Noise events(both long and short in duration)occurring in the 30 minute interval were deemed to be"normal"; no sound events occurred which would not happen on a typical day. A log of sound events was kept by the on site engineer and is available upon request. The equipment used for the survey included a Larson Davis 3000 analyzer,a Larson Davis Model 2560'/2"microphone,and a Larson Davis PRM902 pre-amplifier. A Larson Davis CA200 Acoustic Calibrator was used to calibrate the system before and after the 0 Page 1 ni Noise Control September 18,2002 Engineering, Inc. measurement. An acoustically transparent windscreen was used to prevent wind over the microphone from creating errors in the data. All equipment used has been calibrated to NIST standards within 1 year of this test. Calibration certificated will be provided upon request. The microphone was located on a tripod approximately 33 feet directly behind the proposed cooling tower installation site on the Anton's Cleaners building,on the north side of School Street. This was also approximately 34 feet from the closest residential building,and 220 feet from Main Street. A diagram of the measurement location is given in Figure 1. Octave band statistical data was taken of the sound pressure levels over the 30 minute time period. Of the greatest importance is the L90,or sound pressure level which was exceeded for 90%of the measurement duration. This is typically a good indication of the ongoing, background noise level. The measured data for the 30 minute period is presented in Table 1. Note that data is presented for each octave band center frequency in dB re 20µpa. This building is oriented parallel to the existing Anton's Cleaners building,and is at approximately 70 feet away from the proposed cooling tower. There is no height difference between the proposed cooling tower and the receptor building. The orientation of the proposed cooling fan unit is shown in Figure 2. Octave band sound pressure levels for the proposed cooling tower,a Model 4900 Aquatower, was provided to NCE by Construction Resources,Inc. "Unobstructed"measurements of the noise in front of the fan discharge at a distance of 50 feet were used for the predicted level at the residence. This data was deemed to be the most applicable to the current situation due to the proposed orientation of the unit relative to the residential building(see Figure 2). The noise levels at the residence were computed by correcting for a receiver distance of 70 feet. This difference is acceptable according to[1]. These calculations are given in Table 3. A tone is stated to exist if any octave band level is more than 3 dB greater than both adjacent octave band levels. As can be seen from Table 2,no tones are created by the cooling tower unit as defined by[1]. References 1.
