Dear Ms.Messina:
I have reviewed your building permit application for a roof platform to hold a water-cooling unit at
Anton's Cleaner on Main St. Although the Board of Health has no objection to the platform itself;there does exist
a concern about possible noise from the unit. Before the Health Dept. can sign off on this project, a study must be
conducted on the noise impact of the cooling tower.
Commercial/industrial noise generators are limited to'a maximum increase of 10 db over the normal
ambient noise levels as measured on the A-weighted scale of a noise level meter that is properly calibrated to
industry standards. Noise measurements should be taken at the property line and the nearest inhabited residence.

Petroleum-Impacted Soil and Groundwater

Dear Ms. Starr:
ENPRO Services, Inc. (ENPRO) is sending you this notification pursuant to the
Massachusetts Contingency Plan (MCP) Section 310 CMR 40.1400 (Public
Involvement). A Class B-1 Response Action Outcome (RAO) Statement has
been submitted to the Massachusetts Department of Environmental Protection
(MADEP) for completion of limited subsurface investigation activities in response
to the discovery of petroleum-impacted soil and groundwater at the subject site.
On November 25, 2002, Town of North Andover personnel contacted ENPRO for
assistance in evaluating soils exhibiting a petroleum odor that had been
encountered at the rear of the Town Hall at 124 Main Street in North Andover.
The soils were encountered as engineering and drilling contractors performed a
geotechnical investigation in this area. Subsequent limited subsurface
investigation activities performed to assess the petroleum impacts included:
advancement of 11 soil borings and completion of nine of those soil borings as
groundwater monitoring wells, collection and laboratory analysis of soil and
groundwater samples, and completion of a Method 3 Risk Characterization to
confirm that current site conditions do not pose a risk to human health, safety,
public welfare and the environment.
Based on the laboratory results of the soil and ground water samples and
observations of site-specific conditions at the completion of the limited
subsurface investigation activities, a Class B-1 Response Action Outcome
Statement was filed for this site.

The Class B-1 Response Action Outcome indicates:
• Based on detected concentrations of fuel oil constituents (e.g. EPH and VPH
fractions and target analytes) it was determined that a level of No Significant
Risk exists under 310 CMR 40.0900, and therefore no remedial actions are
necessary; and,
• No Activity and Use Limitations are required to maintain a condition of No
Significant Risk.
