BOARD OF SELECTMEN MINUTES March 26,2001 CALL TO ORDER: James Xenakis called the meeting to order at 7:00 PM. ATTENDANCE: The following were present: James M.Xenakis,Chairman;Rosemary Smedile;John R.Leeman, Jr.; William Duffy;Donald B. Stewart;Mark Rees,Town Manager. Historical Commission Building Move. At a previous meeting,the Board was apprised of the desire of the North Andover Historical Society to move the historically significant James Bridges house from Marbleridge Road to Academy Road. At that time the board gave preliminary approval to the move subject to the Historical Society receiving permission from all of the involved parties. Town Manager Mark Rees stated the Historical Commission has received permission from all departments and utility companies and brought forward a certificate of insurance for one million dollars in coverage,with the Town named as additional insured with the moving company. The move has been delayed a week or so with the flooding and is looking at an April 7,2001,moving date. The Town Manager stated everything is in order and he recommends the Board's approval on this move. MHC understands that the NAHS intends to move the James Bridges, Jr. House to the Court Street side of the Parson Barnard property. The Parson Barnard House is listed in the State and National Registers of Historic Places and the Massachusetts Historical Commission holds a perpetual preservation restriction agreement on the entire property as the result of a prior grant allocation to the Parson Barnard House through the Massachusetts Preservation Projects Fund. MHC has reviewed the proposed relocation plan and approves the proposed move and siting of the James Bridges, Jr. House along the Court Street side of the property. The MHC does strongly suggest that the North Andover Historical Society provide a partial vegetation screening of the VERSA-LOK retaining wall to minimize the visibility of this wall from the Parson Barnard House. This could be accomplished with the use of ivy extending over the wall or with shrubbery planted in front of the wall or both. The MHC is primarily concerned with the setting of the Parson Barnard House and requests that the NAHS preserve to the greatest extent possible the view of the Parson Barnard House as one approaches the property from the Corner of Court Street and Academy Road and similarly the view from the Parson Barnard House. In order to determine if the Bridges House continues to be a contributing property to the Old Center National Register District,the Bridges House will need to be re-evaluated on its new setting. Please submit a Form B for the property to Betsy Friedberg,National Register Director with a request for re-evaluation. The Federal style, as it came to be known in America, flourished between the 178os and the 1836s. In terms of overall house forms, it effected some noteworthy changes from traditional Georgian practice, specifi- cally in its preference for plans of single-room depth; for low, flipped roofs in place of steep gables; for the inclusion of a low.third story in fashionable houses; and for chimney stacks located not in the center of the house but in end walls built of brick. Interiors also reflected the change, in plastered fireplace walls that set off tall and delicately scaled mantelpieces;in wainscoting and doors whose panels were sunken rather than raised; and in an overall fineness of detail that stood in marked contrast to the robustness of Georgian work. All of these innovations, however,represented not so much a break between fundamentally different styles as a transi- tion from an earlier to a later phase of a single,classical style. The Georgian and the Federal, though they might vary in detail, shared the solid foundation of classical principles. At9oV ' 1057r� SaG great majority of the standing houses were built in the first three decades of the eighteenth. One extant house )S BN 0-97or i$Z-a-7 appears to have been erected in the 173os, and another perhaps as late as the mid-1740s. A few of the later houses are transitional in style between the First Period and the Georgian; each of these is counted among the examples of the earlier style because it possesses an exposed and decorated frame, that feature being the most critical hallmark of First Period work.$ Three hundred years' worth of alterations, additions, and harsh New England weather have had their effect on North Andover's oldest surviving houses. The original forms of most of the known First Period dwellings have been at least partially concealed, and virtually all First Period exterior detail has been removed or covered over. Only two houses still show cleat exterior indications of their First Period character: the elabo- rately pilastered chimney stack of the Parson Barnard House at 179 Osgood Street (see figure i-zi) and the steeply raked western gable of the James Bridges, Sr., House (the ell at 11 Marbleridge Road; see figure 1-13) boldly proclaim the antiquity of the buildings beneath them. While the forms of some of the other survivors 11 A G O O D I N - L A N D T O W N may similarly hint at early dates, it is only through a close examination of their interiors (with particular atten- tion paid to the details of their frames) that the First Period character of these houses can be solidly established. Inside the First Period houses of Massachusetts, carpenters used four different types of ornamental carv- ing to embellish the edges of exposed framing timbers; examples of three of these have been found in North Andover.9 The plain or flat chamfer (a simple bevel that cuts off the edge of a timber at a forty-five-degree angle) was the most common type, appearing on timbers of all kinds and sizes throughout the First Period. When used on a timber of secondary importance, the plain chamfer was normally terminated by a simple taper stop (figure 1-8); on more significant elements such as summer beams (the most important timbers,visually, in a dwelling's interior; see figure 1-6), the chamfer would often be stopped by a carved lamb's-tongue, sometimes . followed by an incised diamond (figure i-9). Plain chamfers have been found on summer beams in seven North Andover houses,with examples of all three kinds of stops represented among them. More ornate and more unusual than the plain chamfer were two types of molded chamfers, only one of which has been discovered in North Andover. Because carved quarter-round and cyma (or reverse-curved) chamfers were more expensive to produce than their flat-surfaced counterparts, they were generally restricted to the summer beams of the finest houses of the seventeenth century. Surviving examples of the cyma chamfer are exceedingly rare; they exist in only a handful of Massachusetts houses, none of them located in North Andover. Quarter-round chamfers are more numerous, with four examples known in this town. Three of these appear on -{ reused summer beams whose dates and origins are unknown."The fourth set of quarter-round chamfers (figure 1-Io) is found on the lower summer beam in the James Bridges, Sr.,House (see figure 1-13),a building that can be dated with.reasonable certainty to the period 1691-98. In the three North Andover instances in which a chamfer stop is still visible, the quarter-round is handsomely stopped by a three-part termination consisting of a flat band, a lamb's-tongue,and a diamond. Late in the seventeenth century, some carpenters began to use a fourth type of carved ornament, a quirked bead (figure i-11), in place of a chamfer. This was formed by rounding the edge of the timber and then accenting the curve with two small grooves,or quirks,that defined its ends on the side and bottom of the beam. The form is quite similar to the molded edge of the casing boards introduced around this time to cover the framing timbers in Georgian houses. Five North Parish houses whose summers carry such quirked beads can be at least tentatively dated: all were built in the I710s or 1720s. It has been possible to identify, with some degree of confidence, the original plans and forms of fourteen of North Andover's surviving First Period houses. Included among these are examples of each Of the major plan types commonly found in First Period Massachusetts. Four of the fourteen houses appear originally to have been built on the one-room, end-chimney plan; three of these seem always to have stood a full two stories high, while the fourth may initially have had only a single story. In five of these six, the rooms on either side of the central chimney stack are of roughly equal size; in the sixth, however, the western rooms are only two thirds as wide as the eastern ones. All six of these central-chimney houses seem to have stood two stories high from the start. A pair of North Parish dwellings are thought to have been built on end-chimney, integral-lean-to plans, while another was laid out on a central-chimney plan; also with an integral lean-to. The final example among North �3 A G OO D I N - L A N D T O W N Andover's standing First Period houses is an upright central-chimney dwelling, two stories high and two rooms deep. The small size of the one-room, end-chimney-plan house meant that it could be built both quickly and cheaply, guaranteeing the form's popularity in newly settled areas and among less-than-wealthy families. At the same time, that small size imposed certain constraints on the occupants of such houses: a dwelling of this type offered only two rooms and a garret, into which must be squeezed all of the indoor activities of a family that might grow to rather large proportions: Moreover, in the seventeenth and eighteenth centuries, only one room—the first-floor "hall"—would be continuously heated during the winter months: a fire would be lit in the second-floor chamber only on special occasions,and most garrets had no fireplace to light." Almost all the activities of seventeenth-century daily life took place in the hall: cooking, eating, work-.. ing, entertaining, and even sleeping (the inventory taken at the death of Andover's John Stevens in 1662 listed two beds located in this room)."In milder weather some work could be done outside, and spinning and weav- ing might be undertaken in the garret or the second-floor chamber, but in winter all of these were forced into the hall. The room on the second floor, generally called the chamber, was the main sleeping area and was often furnished with multiple bedsteads, with several family members' normally sharing each bed. The chamber was ' also the usual storage place for the household's supply of grain and nonperishable foods. In April 1662, for - example, John Stevens's chamber.held twenty bushels of wheat, ten bushels of Indian corn, two flitches of bacon, and quantities of flax and yarns, in addition to the "bedding.1,13 The seventeenth-century garret, mean- while, appears to have been used less for storage than as a workspace and sleeping quarters for.the hardier members of the household. Although no untouched example Of this house type still stands in North Andover,it requires only a little imagination to combine the forms and qualities of two existing houses to capture a sense of an original whole. The Towne-Long House at 4o2 Boxford Street (figure 1-12; see also figure 1-3), traditionally dated 171.7 but more probably built in the 1740s, preserves much of the overall form of a typical one-room-plan house, though its end chimney stack has been removed, and none of its present exterior finish is original.�4 Remembering only the general form of the Boxford Street house, look now at the western end of the James Bridges,Sr., House (figure 1-13),probably built in the 16gos. Here the flavor of the First Period is strongly evi- dent in the steeply pitched roof, the intact end chimney, and the low-pitched end lean-to with its single tiny window poked through to the garret above. Integrate the overall form of the Towne-Long House with the details of the Bridges House and you will begin to forge an image of the type of building that many of Andover's early settlers called home. �4 T Ii E E A R L Y F A R M I N G. Not only does it retain much of its First Period form and detail, but it is also the only remaining North Parish house for which there is solid physical and documentary evidence for a seventeenth-century construction date. James Bridges, Sr., was brought to Andover as a boy in the i670 when his father,Sergeant John Bridges, took a local widow as his second wife. In March 1[691, as the younger Bridges was approaching his majority, he purchased from the town proprietors a two-acre lot near the' southern end of Lake Cochichewick. This parcel, just south of the home lot of Richard Barker,Jr. (the present site Of 326 Great Pond Road), is the only land that James Bridges is known to have owned at the time of his marriage to Sarah Marstone,in May 1692. It seems likely that Bridges would have had a house erected on that lot in time to receive his bride (a supposition bolstered by the evidence of a major jump in the young black- smith's taxes between 1691.and 1692). In any event,the Bridges House was standing by March 1[698,when the .town granted its owner liberty to exchange a piece of land purchased earlier for an acre and a half lying "on the north side of his house."" The surviving or fabric of the Bridges House is in perfect accord with a 16gos construction date. Besides the steeply pitched roof and the quarter-round summer-beam chamfers described above, the house has 15 A G O O D I N - L A N D T O W N at least one other feature not commonly found in houses built after 11700: shadow-molded interior sheathing. Perhaps a third of the original molded sheathing boards remain in place on the chamber's fireplace wall, their delicate creased moldings providing a strong, repetitive pattern across the remaining original surface. Additional fragments of the same molded sheathing are scattered throughout the house, which boasts the only known examples in North Andover of this quintessentially seventeenth-century interior finish.1,6 A house of one-room plan may have been all that a young couple such as James and Sarah Bridges could afford, but houses of larger form were available for those with greater resources. The most common of these was the "hall-and-parlor" house, laid out on a two-room, central-chimney plan (see figure 11-4), rather like a pair of one-room houses butted together to share a common entry and chimney stack. Most often, the rooms on one side of the house would be slightly longer than those on the other; the resultant off-center chim- ney stack and doorway create a visual imbalance that distinguishes these First Period houses from their nor= mally symmetrical Georgian descendants. The two-room-plan house allowed a family to separate some of the diverse functions that would other- . wise have to be packed into the hall, chamber, and garret of a smaller dwelling. The major difference was downstairs,where the parents' bed could be moved out of the cluttered hall and into a more formal downstairs room, the parlor. The family's best furniture would likewise be moved into the parlor, and here company ` would be entertained, while the hall remained the common cooking, eating, and working area for day-to-day living. Upstairs; the second chamber and the enlarged garret doubled the space available for working, sleeping, and storage. Six of these two-room, central-chimney houses of First Period date have been identified in the North Parish to date. Five of them have been considerably altered on the exterior, but the sixth—the Abiel Stevens House, at 28o Salem Street—has preserved most of its original form and detail intact (figure 11-114). The Stevens House is known to have been standing in 117119 and was probably built in the preceding year. The lean- to across most of its rear has been documented as an addition of i79i, while the front-entry porch was likely added in 11795; aside from these late-eighteenth-century accretions, the exterior form of the house is almost entirely original." Stylistically; the Stevens House is transitional between the First Period and the Georgian. Exposed, quirk-beaded summer beams are still visible in both downstairs front rooms, but the fireplace wall of the east- ern room bears early Georgian paneling that is probably original. Feather-edged wall sheathing had superseded shadow-molded sheathing by around 11700, with feather-edged rail-and-stile paneling's following shortly there- after. Sometime during the Federal period, the house seems to have lost its First Period chimney stack and gained a central hallway;finally, early in the twentieth century,the entire structure was turned ninety degrees to the west to achieve its present orientation toward Osgood Street." The Osgood House is structurally notable for being one of only three First Period North Andover houses framed with transverse ground-story summer beams (i.e., beams running from front to back instead of from end wall to chimney) and story posts (intermediate posts between the end and chimney posts in the front and rear walls; see figure 1-6 for both features). Employed in both the original Osgood half-house and its early southern addition, this distinctive framing system is seen within Massachusetts primarily in Essex County, most especially in Salem, and is thought to reflect the persistence of a tradition brought to that town by west-of-England car- penters in the seventeenth century. In North Andover, the only other houses that exhibit this unusual framing 20 T H E E A R L Y F A R M I N G C O M M U N I T Y system are the Parson Barnard House (179 Osgood Street; fig- ure 1-zo) and the James Bridges,Jr., House (the front section of 11 Marbleridge Road; figure 1-13). The similarities in the fram- ingof the Osgood and Barnard houses, in particular, are close enough to suggest that a single carpenter erected both.14 Although most of the earliest finish of the Osgood House has been.removed or covered over, there are signs that the house ' K ?_ once possessed some interesting interior details. Evidence pre- served under the attic floor, for instance, indicates that the present lath-and-plaster ceiling in the chamber of the circa 17o8 half-'house is original. Plastered ceilings, suspended from the C tS ffi� i pad.. bottom of the joists but revealing the lower half of the summer _ beam, were first used in the more pretentious houses of the late seventeenth century; the ceiling in the northern chamber of the Osgood House is the oldest example known in North Andover. The attic floorboards also reveal that neither the upper entry of the original half-house nor the added southern chamber initially z-2.o.Parson Barnard House, 179 Osgood Street.Photo by Gayton Osgood had a plaster ceiling: the joists and the undersides of the floor- boards were left exposed. But while the joists and floorboards over the upper entry show only the expected lay- ers of whitewash, the vertical faces of at least .two joists in the southern chamber (located in the northwestern corner of the room) clearly display an original layer of dark-red paint. Curiously, this color is not found on any of the other joists lying north of the summer beam (those south of the summer could not be examined), and it appears on the floorboards and on the summer beam itself only in the form of careless excess from the paint applied to those first two joists. Although it has become evident in recent'years that the decorative painting of structural members was an accepted practice during the First Period, the pattern (or lack of one) in Deacon Osgood's chamber must be considered anomalous.�5 Deacon John Osgood prospered in eighteenth-century North Andover, and he and his family enjoyed conveniences and luxuries not often found in the homes of their 'neighbors. By 1746, for instance, the Osgoods' kitchen was equipped with a "pumpt" for water—one of the earliest known examples of an indoor water-supply system in New England. At the time of the deacon's death, in 1766, his best bed was furnished with an expensive silk bed quilt; a valuable clock and a variety of silver vessels and spoons were listed among his possessions; and his library boasted more than thirty bound volumes. Road,in the late nineteenth century.North Andover Historical Society Collection provided in the new western chamber, and the whole "fireplace" wall of this room was instead covered by an unbroken range of pilastered Georgian paneling (figure 1-25).33 Two-room-plan, central-chimney houses continued to be popular in North Andover well into the Georgian period, with surviving examples known to date from the 1720S through the 175os. Among the earlier Georgian houses of this type was the now-demolished Austen House (307 Clark Street; figure 1-26), probably constructed for either Samuel or John Austen in the 1720S or 173os, and the (still-extant) Enoch Frye House (built at 731 Chestnut Street but moved in 1987 to 43 Mill Road), traditionally dated 1734. An added lean-to has obscured the original form of the Frye House, but the two-room plan of the Austen House was quite clear when the photograph for figure 1-26 was taken. In its overall form and proportions, the Austen House might easily have been taken for a First Period building. The basically square shape of its chimney top, however, stood in marked contrast to the long and narrow chimney tops characteristic of the First Period (compare the Abiel Stevens House chimney top, figure 1-14); moreover, the framing timbers left exposed in the unfinished eastern chamber of the Austen House were merely rough-hewn and obviously intended to be hidden under casings.34 One of the most interesting transitional First Period/early Georgian houses in North Andover is the James Bridges, Jr., House at 1I Marbleridge Road (figure I-27). The Bridgeses, however,chose to take a different approach: they had a new central-chimney house built across the eastern end of the original dwelling. This addition was standing by November ii, 117z I, when James senior gave his son a deed of gift to "the East end of my house (that is to say) all my new house that standeth joyning to my now dwelling house and the one half of my homestead lands and outlands and one-half of my meadows. . . . "36 The same deed went on to stipulate that James junior would receive all the remainder of his father's estate that was not otherwise disposed of upon the death of the older man. Two months later, James junior married Ellenor Moodey and presumably moved into the new part of the house. The "new" Bridges House, a modified central-chimney "saltbox"37 in form,presents an intriguing blend of First Period and early Georgian features. Foremost among its First Period elements are the outstanding front entry and staircase. The exposed, beaded-edge studs in the entry, and the old-fashioned single-run-with-winders design of the staircase,are thoroughly First Period in character,while the open staircase balustrade with its four spindly balusters is a detail first seen in the finer houses.of the late First Period. In contrast, the boldly raised panels that enclose the space below the stairs are typical of early Georgian design. This intermingling of styles in the entry gives way in the two northern rooms to an original finish that is pure early Georgian. A blacksmith by training,James Bridges, Sr., eventually became a very successful "maltster" (a maker of malt for brewing or distilling). It was this James Bridges, presumably, who twice represented Andover (in 17zz and 1724) in the Massachusetts General Court and whom Sarah Loring Bailey (in her Historical Sketches of Andover, 188o) described as a "man of great influence and considerable wealth, the owner of several slaves." The wealth, the slaves, and the North Parish homestead (including the malt house,part of which may yet stand)were all handed down to James Bridges,Jr.38 Two-room-deep upright houses became increasingly popular during the Georgian period, with earlier and/or more conservatively designed examples' tending to follow a traditional central-chimney layout (as in fig- ure 1-5). The house built for Joseph Parker,Jr., at 33o Andover Street sometime between 1726 and 1736 (figure 1-2-9) is a good early example of the central-chimney, upright type, and one that contains some interesting inte- rior finish. In the downstairs front rooms of the Parker House, the summer beams project below the level of the plastered ceiling, as in a late First Period house; but instead of being exposed and chamfered, these summers have been cased on their sides and paneled on their bottoms. Working through this foreman, Stevens gradually expanded the small-scale general farm of his father's time into a large-scale commercial dairy.The modest complement of four or five milk cows kept by Isaac Stevens had given way by 188o to a herd of twenty or more milkers, a dozen heifers, and a Ayrshire bull. A delivery route was established through North Andover and Lawrence, and one of the hired men drove a milk wagon along it each morning before dawn. In addition to the cattle, Oliver Stevens's livestock included a half dozen horses, a few pigs and sheep,a small flock of hens,and, at least in 18.70, a pair of stags."' The only outbuildings standing on the Oliver Stevens property in 1864 were a large end-opening hay-and-stock barn, erected in the 1850s for Stevens's father, and-a structure known as the malt house, appar- ently constructed for James Bridges, Jr., perhaps as early as the late seventeenth century. Both of these early outbuildings were enlarged and remodeled for Oliver Stevens, and both are still standing today. The original barn survives as the eastern three quarters of the present large barn; the malt house is now the carriage-house wing attached to the barn's southern side (figure 4-3z). The malt house was evidently moved to its present site and remodeled in 1869 or 1870; the big end-opening barn was likely enlarged (by the addition of two more bays on the west end) at about the same time. This may also have been when these two buildings were first clapboarded;.the malt house, it is clear, had earlier been covered with shingles, while the barn may originally have stood with its vertical sheathing boards exposed. Neither covering was particularly elegant, and Oliver Stevens may have decided that only clapboards would be appropriate for a gentleman's farm. The handsome cupola atop the large barn most likely reflects the gentleman-farmer's taste as well, and probably dates from this same period of remodelings.113 y 2T0 i T H E C O U N T R Y S E A T S mately to gain from the experiments of the wealthy hobbyists (as when the North Parish farmers began breeding their cattle to William A. Russell's imported bulls), there was an underlying resentment on the part of the yeomen toward those who could afford to "play" at agriculture. Some of this animosity may be glimpsed in the reports presented by Visiting Committees i and z of the local Farmers' and Mechanics' Club in 188o, printed in successive issues of the Lawrence American & Andover Advertiser. Visiting Committee i had toured Meadowbrook Farm, where the committee members had seen and been impressed by the farm's "Cooley creamer," a newly perfected machine that separated the skim milk from the cream. In his published report, the chairman of Visiting Committee 1 suggested that "it might be well for those who make butter and have no convenient place to set their milk, to visit Mr. Russell's place, and see the operation of the creamer." This appar- ently well meant advice seems to have occasioned the following pointed comment from the chairman of Visiting Committee z, in his evaluation of the old-line yeoman's farm of J. C. Rea: "[The members of this] committee consider it hardly possible to produce a better article of butter than they saw here made in the old-fashioned way by setting in common pans in a good, clean milk cellar, with no patent creamers or patent perfected butter cellar." Eventually mechanical cream separators would become standard equipment in every serious butter- making operation, but in z88o only "fancy farmers" could afford to experiment with these new-fangled gadgets, and it can be assumed that many an envious yeoman hoped the expensive devices would prove useless.98 Two of North Andover's best-preserved gentlemen's farms (in terms of their buildings if not of their actively farmed acreage) are those that belonged to Oliver Stevens and General William J. Dale. Both Marble Ridge Farm and the Homestead (as Stevens and Dale called their respective properties) were converted from yeomen's to gentlemen's farms in the 186os. Neither was considered a model or scientific operation: Marble Ridge Farm was developed into a combined commercial dairy and gentleman's summer retreat, while the Homestead became primarily a gentleman's country seat, with a small herd of choice cattle and a fine stud of horses. Remarkably, not only the dwellings but the barns, the stables, and most of the other outbuildings belonging to these two late-nineteenth-century gentlemen's farms still survive.99 Marble Ridge Farm, the longtime summer residence of Oliver Stevens, had originally been the old Bridges homestead (see figures 1-13 and 1-z'7 for the Bridges House) and comprised some two hundred acres of land near the southern end of the lake. Oliver Stevens's father, Isaac, had been raised by the Bridges family on this venerable farmstead. In 18zz Isaac purchased the Bridges property,which he ran as a general farm until his death, in 186z. Two years later Oliver Stevens bought out the other heirs' interests and converted the property for use as his own summer residence." Oliver Stevens, born on the family farm in 18z5, was destined to be more than a North Parish yeoman. After graduating from Harvard Law School in 1850, Stevens settled in Boston and began a rise to political Y prominence. A member of the Boston Common Council in the 185os, he was the eastern manager of Stephen A. -- I T H E C O U N T R Y S E A T S Oliver Stevens also added new farm buildings to the Marble Ridge Farm complex. A small henhouse/ granary, a two-story icehouse/milk house, a second, smaller barn, and a side-hall cottage for the farm foreman (a54 Great Pond Road) were all erected by 1880. Somewhat later a windmill and a tank house were added, but these two structures, along with the henhouse/granary, have since disappeared. The other farm buildings still stand, and the group as a whole preserves a little-altered image of a late-nineteenth-century gentleman's farm compound.114 A critical element in the Marble Ridge Farm building complex, of course, was the old Bridges House, a structure that was not neglected in Oliver Stevens's improvement campaign. A local correspondent for the Lawrence Daily American reported on September 16, 1874, that the Boston attorney was then "making great improvements on his house and farm. Between carpenters and painters his old family homestead will be one of the most attractive places in town." Stevens's improvements to the house included some minor rearrangement of interior partitions, plus the addition of three bay windows and a wraparound veranda (the last since removed but clearly visible in figure 1-27). These alterations transformed the stiff old farmhouse into the com- fortable summer residence of a well-to-do family, a role the Bridges House would continue to play into the twentieth century.`` General William Johnson Dale, Sr., like his neighbor Oliver Stevens, was a successful professional man with North Andover roots. Although born in Gloucester in 1815, this future surgeon general of Massachusetts was of North Andover stock on his mother's side and was sent here to begin his higher education at Franklin Academy. An eventual graduate of both Harvard College and Harvard Medical School, William J. Dale, Sr., played a leading part in the Union's medical services during the Civil War. By 1863 Dale had risen to the rank of brigadier general,.and he served as acting assistant surgeon general of the United States through most of the war. After the war General Dale returned to North Andover and purchased the worn-out farm of his grandfa- ther, Captain William Johnson, Sr. (158 Dale Street). Here, in the remaining forty years of his life, Dale created the "most thorough-looking" gentleman's farm of its day in North Andover.`6 At the time of General Dale's purchase, in 1866, the Captain William Johnson farm was in sorry condi- tion. The last owner to have actually occupied the place, William Johnson,Jr. (General Dale's uncle), had died in 1857. In the nine-year interval before the surgeon took control, the property had been leased to tenant farm- ers who had subjected it to "skinning"—stripping whatever value they could from the farm and putting back nothing in return. Beginning.in 1866, this damaging process was first halted, and then reversed, as General Dale and his son set out to restore both the buildings and the land. Their success may be judged from the fol- lowing comment, published in 1874: "Surgeon General Dale, who owns a real New England homestead, of " which, alas, there are now so few, is constantly making improvements, and has a really perfect place. Upon review of the plans, it has come to my attention that changes from the original approved plans have been conducted on the site. The largest change is the construction of a boulder wall to replace the approved versa-lock wall. The Commission had significant concerns over the stability of the slope behind the house. A versa-lock wall with the appropriate drainage was approved by this Commission. It appears the applicant has replaced this wall structure with a boulder wall. I question the capability and structural integrity of this alternative wall design to retain the upgradient slope and allow for proper drainage. Certification by an engineer that this wall has been properly designed to retain the slope and allow for adequate drainage must submitted. In addition, several small landscaping retaining wails have been constructed around the house. The project also permitted construction of a bituminous driveway and a one- story garage. Will this structure be constructed? The applicant must file for a modification with the North Andover Conservation Commission to address the identified changes. Upon review and approval of the modification by the Conservation Commission, the applicant may proceed with a Certificate of Compliance request at a separate hearing.
