Brian Leathe, Local Building Inspector, made a site visit on June 27, 2013 and observed a large commercial truck and trailer on the property. 1472 Salem Street is in the R1 Residential Zoning District and according to the Zoning By Law Section 4.121, Paragraph F, "The building or premises occupied shall not be rendered or objectionable or detrimental to the residential character of the neighborhood due to the emission of odor,gas, smoke, dust, noise, disturbance,or in ay other way become objectionable or detrimental to the residential use within the neighborhood". According to the letter received in the early mornings and afternoons, numerous vehicles, landscaping equipment and employees gather and create a great deal of noise and emissions.This would constitute a violation of the R1 zoning guidelines. We recently moved into a house on Salem Street in North Andover. We thought we were moving into a beautiful quit family neighborhood.We soon realized we were living next to a large operation of a landscaping business. Looking out our back window we realized the trucks,trailers and heavy equipment parked in our neighbor's yard.We installed a 6 foot fence to try to block out the unsightly view of all the equipment only to realize the noise. Every morning between 7:30am and 8:30am it starts with cars arriving with workers.Than we hear the sound of loud lawn equipment starting up and loading onto trucks and trailers.The yelling over the loud motor noise goes on for an hour followed by beeping diesel trucks backing up and moving trailers around. When they leave the neighborhood goes quit and becomes the great environment we thought we were moving into. In the evening between 5pm and 7pm everything starts all over again in reverse.This is usually followed by loud leaf blowers cleaning the trucks that go on for what seems like hours. Our Real Estate agent said this is not zoned for commercial business and that maybe you could help us.The name of the business is RCL Commercial& Residential Landscaping and Snowplowing. I told him next week id be fining him $300 a day for this violation and he said he'll be moving the truck and trailer ASAP. Let's give him a week and see what happens.
