This chronology indicates the approximate time and actions applied to your situation. An order letter was not issued due to the quick response by the owner to the Board of Health requests. The building department will be following up on any additional problems. If you have any further questions please feel free to call me at 688- 9540. 1 Complaint: #40 Date: November 7, 1995 Location : Post Office,Main Street Adjacent to Dunkin Donuts/China Wok Owner: Jane Diperri 617 721-0035 (contact person) Elliot Goldstein 508 655-9929 W Agents involved: Susan Ford,Health Inspector Robert Nicetta, Building Inspector Jim Diozzi, Plumbing Inspector 11/7/95 Received a complaint from Donna Follensbee(# 40) Sewage smell at the Post Office 11/7/95 Received additional complaint from the District Safety Manager of the Post Office 11/7/95 Responded to the location with Bob Nicetta,Building Inspector. Post Office Management and China Wok owner allowed us access to the building and accompanied us through the inspection. Inspection revealed many violations to the building code and a health situation. 3:00 Basement area towards the front of the building,near newly framed in toilet area flooded with raw sewage. Drip observed at an area of the main sewer pipe. This area was duct taped illegally. Observed severe bacteria growth along the surface of the contaminated area, approximately 12' x 15' in size. • Sump pump illegally hooked to sewer • sump filled with scummy pink material • Hole in floor leading to sewer filled with standing raw sewage,thick scum observed • Work being done without a building permit • panel off left of the meter under post office/hazard • electrical violations 4:30 S. Ford spoke with the owners husband(Chuck) about the problem. Stressed the urgency of the situation. The possibility of having to close the building if the problem was not addressed within 24 hours. SF was unable to call back in the evening as hoped. 11/8/95 S. Ford phoned owner and partner 8:15 AM. J. Diperri stated that the problem has been taken care of and fixed correctly. Don, Appollo Plumbing S. Ford relayed information to B. Nicetta and the plumbing inspector. They will inspect the property and report back to me today 11:00 Re-inspection conducted with Building and Plumbing Inspectors. Sewer drip had been stopped and the immediate area was mopped up and r' 2 sanitized. The sump and the sewer hole at the corners of the basement were still filled with scummy contaminated water. These areas must be pumped by a permitted pumper and sanitized by possibly spreading lime. Left message at J.P.'s home stating that the above condition needed to be attended to and that I appreciated her quick response. J. The 3 owner of the China Wok and the Post Office management accompanied us on 3 the inspection. The inspection revealed that the sewer line in the 3 basement had been leaking for an undetermined period of time. The odor 3 was being created by the bacteria covering the surface of the 3 contaminated area approximately 12' x 151 . The pipe had been patched CDDDDDDDDDDDDDDDDDDDDDDDDDDDDDDDDDDDDDDDDDDDDDDDDDDDDDDDDDDDDDDDDDDDDDDDDDDDDD4 with duct tape. All the work being conducted in the area was without proper building permits. All building violations will be followed up by the proper department. Susan Ford, Health Dept. , informed the owner,Jane Diperi, by phone of the health code violations and requester immediate attention or it may be necessau:y to close the building temporarily. S.F. reported incident to the Chariman of the Board of Health, Gayton Osgood, and the Acting Town Manager, Kevin Mahoney. 11/8/95 A re-inspection revealed that the leaky pipe had been properly fixed. Apollo plumbing had been contracted. The floor had been c cleaned and sanitized. A message was left wiht the owner, confirming the clean-up. To complete the job it will be necessary to clean out the sump pump area as well. Other directions and biolations will be followed up by the plumbing inspector. The owners of the building initiated a swift response to my phone call and concerns. The sewer leak has been repaired and the work has been viewed by the Plumbing Inspector. Clean up of the contaminated floor area has also been done to my satisfaction. I have contacted the owner and thanked them for their quick response. There are two places in the basement which require additional attention by a septic pumper,but the Building Department will follow up on these for me.
