Dear Health Inspector;
I would.like.to bring this matter to your attention. There is a broken-down
and vacant residential home located at r32°Pleasant Street,.in North Andover.
This house has been vacant since July of this past summer. Since I have seen
young adults going in and out of this structure, it poses serious health risks
such as the spread of disease and also numerous safety issues (fire, collapse,
etc.).
Since I am a concerned neighbor that has young children, I=would appreciate
your attention to this matter.

Dear Chief Stanley,
Once again,we would like to bring to your attention some recent activities occurring at 132
Pleasant Street.At the time of our last correspondence,there were many vehicles and their occupants
coming and going at all hours of the day and night. We can assume that you addressed this issue,because
this type of activity seems to have subsided.
The activities now being observed are much more subtle,but every bit as disturbing. Very often
vehicles will pull up to the home and drop off one or more occupants. (Christmas Eve was especially busy!)
The vehicles then speed off while the passengers enter the home with brown shopping bags.Most of these
people appear to be very young adults,and certainly below the legal drinking age. It disturbs us to think
that the contents of these packages are probably alcohol. With the recent deaths of two young North
Andover teens from alcohol-related incidents(and your obvious determination to see justice done in the
most recent death)we are confident you will investigate this matter thoroughly.
Another observation is the recent installation of many fluorescent light fixtures in the basement of
this home. While this in itself would not ordinarily be considered suspicious,the fact that the lights are on
24 hours a day certainly is. Could they be cultivating and distributing marijuana?We can only guess.But
with all the young people coming and gong,it definitely looks suspicious.
There are many elderly residents in this neighborhood,as well as impressionable teenagers and
vulnerable young children. The elderly are nervous and frightened by the activities at this house. We trust
that with your devotion to the town of North Andover and its residents,coupled with your deep concern for
substance abuse,that you will give this matter prompt attention.

Dear North Andover Health Inspector,
I would like to bring to your attention the property located at 132 Pleasant
Street. This property is in complete disrepair. The rear yard area is littered with
various pieces of discarded junk, as well as a broken motorcycle and station
wagon. All of this appears to be in violation of town bylaws.
During the evening hours many vehicles with their occupants can be observed
entering and exiting the premises. Some of these vehicles display out of state
license plates.
This type of evening activity has brought many neighboring residents to the
conclusion that some sort of illegal drug business is being conducted on the
property. Another possible scenario is that the residence is being used as a
boarding house. If the latter is the case, do the owners possess the proper
permits?
The law abiding citizens of the Pleasant and Davis Street neighborhood would
appreciate your giving this matter immediate attention. ,
