Legal notices for the Special Permit were sent to all the certified abutters provided by the Town of North Andover Assessors Office, and were published in the Eagle-Tribune, a newspaper of general circulation in the Town of North Andover, on November 26 and December 3, 2013. The following voting members were present: Albert Manzi III Esq.,Ellen P. McIntyre, Richard J. Byers, D.Paul Koch Jr., and Allan Cuscia, The following Associate members were present Michael Liporto, Doug g Y g Lud in and Dene Mor anthal. Upon a motion by Byers to Grant the Special Permit from 4.121.17 of the Zoning bylaw to allow for a Family Suite in the R-2 Zoning District at 137 Barker Street(Map 35, Parcel 99). Koch second the motionr�to Grant the Special Permit. Voting in favor: Albertpmanzi ITI,Esq. Ellen P.McIntyre,Richard J. Byers,D.Paul Koch Jr.,AND Allan Cuscia 5-0 The Board finds that this use, as developed by the building and site plans, will not adversely affect the neighborhood. There will be no nuisance or serious hazard to vehicles or pedestrians since there is provision for the required off-street parking. Adequate and appropriate facilities are provided to the existing residential dwelling and will be provided for the proper operation of a Family Suite. The Board finds that the Family Suite will not be substantially more detrimental than the existing single-family dwelling to the neighborhood and that this use, to allow a Family Suite to the single family dwelling, is in harmony with the general purpose and intent of this Bylaw.
