Dear Property Owner,
An inspection conducted on May 29,2013 of 14 Main Street,North Andover,Massachusetts
with Police Department, Lt. Charles Gray and Building Inspector, Gerald Brown revealed that a change
of use has occurred where a dwelling unit now exists within a commercial building.Please see attached
copy of Police Report outlining findings.
This change of use is in violation of 780 CMR Section 105 Permits and Section 105.1 Required,
as this change of use was done without proper permits.Please see attached copy of the International
Building Code outlining the requirement for an application and permit for a change of use.
A cease and desist order has been issued for the cessation of people residing at the above
address.

Pursuant to our conversation yesterday regarding the occupancy of the above mentioned
addresses, I have the following information for you. On Tuesday, May 28, 2012, Detective
Cronin, Daley and I conducted an operation at 451 Andover Street and 14 Main Street for
Prostitution and an unlicensed massage practice. In securing the building,we observed that the
offices appeared to be used as a residence for the employees. In both locations we observed
sheets, pillows, and blankets in a basket underneath the massage tables. At 14 Main Street we
also observed a crock pot simmering with rice cooking and other meats and vegetables on the
counter. We also observed meat knives and utensils used for cooking in one area of the
entryway. In close proximity to the bedding were toiletries such as soap,toothpaste,
toothbrushes, and other items consistent with a home bathroom. At 451 Andover Street there
was a room that had shelving with food, drinks and cooking appliances. In another area of 14
Main Street was a closet and two refrigerators with cooking supplies such as 4 dozen eggs,4
heads of cabbage, a freezer full of frozen meat, large bags of rice and a supply of food with
Chinese writing and packaging. All of these indicators suggested that there were people sleeping
inside the office area. Detective Cronin spoke to Michael Shieh, lease and operator of both
businesses. Shieh admitted to Detective Cronin that the women were living at 14 Main Street and
did not see a problem with it.

NORTH ANDOVER —Two woman were arrested and charged with offering sexual conduct for a fee
yesterday afternoon.
Jianfang Liu, 49, and Rongxiu Ye, 64, both of Flushing, N.Y., pleaded not guilty to giving massages
without a license and the prostitution charges. The Essex District Attorney's Office asked for $5,000 cash
bail, but Lawrence District Court Judge Lynn Rooney set their bail at $1,000 cash each.
The judge ordered both defendants not to work in spas and to return to court June 24. Their arraignment
was held up for quite some time because the court had to find an interpreter who speaks Mandarin
Chinese, according to Carrie Kimball Monahan, spokeswoman for the Essex District Attorney's Office.
Yet there was no language barrier during an undercover investigation by local police, in which the
defendants allegedly offered their services. Liu was arrested at 451 Andover St. at 2:56 p.m. while Ye was
arrested at 14 Main St. at 3:57 p.m., according to the police log.

Dear Mr. Woelfel:
It has come to my attention from a letter to you from the Building
Commissioner that the Certificate of Occupancy issued to Son/Sun Trust &
Jeanne Woelfel (Coastline Const.) for the premises at 14 Main Street, North
Andover has expired and that Mr. Nicetta has given you until March 18, 1997 to
resolve the issues with the plumbing code and your occupancy status. As Board
of Health operation permits for any form of establishment are predicated on
approved building occupancies granted to property owners by the Building
Department, I must inform you and your tenant, Todd Hopkins, that his permit
from the Board of Health to operate a massage therapy establishment at 14
Main Street will be revoked on March 19, 1997 unless you have resolved the
occupancy permit situation with Mr. Nicetta. I must also point out to you that the
Board of Health has to date not received plans from you relative to the massage
establishment at this location.
Kindly submit plans for this use as soon as possible and notify this
department of the status of the occupancy permit.

ITEMS WHICH HAVE RECENTLY SURFACED REGARDING 14 MAIN ST. I WILL PREFACE THE
FOLLOWING REMARKS WITH THE COMMENT THAT I TRULY HOPE THAT YOU ARE ABLE
TO REACH AN AGREEMENT WITH THE TOWN OF NORTH ANDOVER WHICH WILL ALLOW
YOU TO OPERATE YOUR BUSINESS WITH THE ONE HANDICAPPED BATHROOM.
HOWEVER, AT THIS TIME I MUST INFORM YOU OF SOME DECISIONS THAT THE
OWNERS,TRUSTEES, AND LAWYERS FOR THE TRUST AND OWNERSHIP HAVE
COMMUNICATED TO ME IN REGARDS TO NOT ONLY YOUR LEASED SPACE AT#14 BUT

LEASING THIS OFFICE SPACE UNTIL MARCH IST 1997, WHICH THEY HAVE AGREED TO. I
ASKED FOR THIS DELAY TO GIVE YOU ALMOST TWO WEEKS TO RESOLVE YOUR
PROBLEM WITH THE TOWN OF NORTH ANDOVER TODD, ALL PARTIES HAVE DECIDED TO
EXTEND THE FOLLOWING OFFER,GOOD ONTIL FEB. 28th 1997,THAT YOU WILL HAVE THE
