One that I have never encountered. To answer one question, yes, the Board of Health does enforce the Human Habitation code, but as you have described it there does not currently appear to be a sanitary code violation. It seems that the tenant has chosen this situation. As a landlord, you need to provide access to electricity, but requiring it is another story. If you feel there are mental health issues you may consider reaching out to family members of the tenant that might help? We generally respond to issues that either the landlord or tenant of the unit bring up to us.As you have reported,the landlord appears to be ambiguous.A thing of concern if I were the landlord are items such as; how does the tenant keep his food cold, the extensions cords and if using candles is this person competent to be safe. If there are common area problems you may file a complaint with this office and we will check the hallway. We do not generally just knock on doors to check on the condition of a person. If elderly,there are elder services or sometimes the police check on people as well. If I find out any additional information on this subject I may contact you again. I live at 14 Pleasant Street (#3)and have recently discovered that a tenant in my building (apartment on first floor, left) is living without electricity. This isn't due to any problems within his apartment: it's because he isn't paying his utility bills! I've been living in this building for over 10 years and I've never had any issues such as this. The landlord is aware of the issue; he recently discovered that the tenant was running an extension cord out of his apartment to an outlet in a common area of the building.
