Designers • COnaactots 110 Jackson Street Methuen, Massachusetts 01844 978-682.5395 FAX 978.682-8563 Colonnade Condo Association May 5, 2003 Mail Box 19 1401 Great Pond Road North Andover, MA 01845 Attention: Mr. John Kinsky RE: High Voltage Cable -..Repairs Dear John, After numerous telephone conversations with the involved parties, i.e.J.W.Watson, the excavating contractor, Power Line Contractors the high voltage company; Mass Electric,the utility company,the Town of North Andovees Electrical Inspector and atter removing the existing cables from the duct bank, we have arrived at the best and most cost effective means of completing the project. Statellne has concluded upon inspection of the damaged cable,that In fact not only the failure that occurred this winter,but the previous fault was do to ice within the duct bank constricting the cable at a stressed point causing the cable to fail.The duct bank did in fact prove to be intact from the driveway elevation down to the telephone pole; however the conduits were full of water. The method of repair chosen is as follows; • Excavate at the base of the telephone pole and cut Into the existing duct bank and remove the 4" short radius Ws at the pole base. Once the duct bank has been cut back a concrete vault will be Installed and 4" long radius go's will be installed up the telephone pole. Doing this will serve two purposes,as a means of pulling the cable with minimum stress and providing a means for the water to drain from the duct bank and not build up within the conduits. • At the driveway elevation a second vault will also be installed, this will allow access to the duct bank where the conduits were exposed and also the new armored cable.This vault will be Installed in such a manner that the armored cable currently installed will feed through the bottom or side until the shutdown occurs. • The day of the change over the following will occur, Stateline will drop all load off the padmount transformer and then Mass Electric will disconnect the high voltage cables from the overhead fuses. Once this has happened, the cable will be lowered to the ground, the pole top terminations will be cut off and the cable dragged back up the hill.The cable will then be feed into 1 of the 4"conduits In the 05/06/2003 08:22 9786628563 PAGE 03 duct bank in the upper vault, through the lower vault and be fed up the new long radius 90 degree sweep on the telephone pole. New pole top high voltage terminations will then have to be done and the utility company must rack the cable up, and power can be restored. After the cable has been installed In the conduit,the vault tops will be put on with the proper manhole covers,and the area soli graded. • The shutdown work will take a minimum of a full work day:all other work will have to be completed before the shutdown could occur. This method of installation will meet all code requirements, use the existing conduit, reuse armored high voltage cable already in service, and provided access for the future, as well as providing proper long radius sweeps for the cable to prevent damage.
