The North Andover Board of Appeals held a public hearing at Town Hall,at 120 Main Street,North
Andover,MA on Tuesday,May 13'',2014 at 7:30 PM on the application of Keith and Stacie Steeves for
property located at 142 Boston Street(Map 107.13,Parcel 36),North Andover,MA. 01845.Petitioner is
requesting a Special Permit from 4.121.17 of the Zoning Bylaw to allow for a Single Family Suite in the
R-2 Zoning District.
Legal notices for the Special Permit were sent to all the certified abutters provided by the Town of North
Andover Assessors Office,and were published in the Eagle-Tribune,a newspaper of general circulation
in the Town of North Andover,on March 25 and April 1,2014
The following voting members were present: Albert P.Manzi III,Esq.,Ellen McIntyre, Rick Byers,
D.Paul Koch Jr.,and Allan Cuscia. The following Associate members were present Michael Liporto,and
Doug Ludgin.
Upon a motion by Koch to Grant the Special Permit from 4.121.17 of the Zoning bylaw to allow for a
Single Family Suite in the R-2 Zoning District at 142 Boston Street in the R-2 Zoning District.
Byers second the motion to Grant the Special Permit.
Voting in favor to Grant the Special Permit for a Single Family Suite:Albert P.Manzi III,Rick Byers,
D.Paul Koch Jr.,and Doug Ludgin.
Voting in the negative Allan Cuscia

The Board finds that this use, as developed by the building and site plans, will not adversely affect the
neighborhood. There will be no nuisance or serious hazard to vehicles or pedestrians since there is
provision for the required off-street parking. Adequate and appropriate facilities are provided to the
existing residential dwelling and will be provided for the proper continued operation of a Family Suite.
The Board finds that the Family Suite will not be substantially more detrimental than the existing single-
family dwelling and that this use, to allow a Family Suite to the single family dwelling, is in harmony
with the general purpose and intent of this Bylaw.

The Board of Appeals held a public hearing on Tuesday, April 14 ,
1992 upon the application of David and Margaret Riccio requesting
a Special Permit under Section 4 , Paragraph 4. 121(17) of the
Zoning Bylaw so as to allow a family member an in-law apartment
located at 142 Boston Street. The following members were present
and voting: Frank Serio, Jr. , Chairman, William Sullivan, Vice-
Chairman, Walter Soule, Clerk and Anna O'Connor.
The hearing was advertised in the North Andover Citizen on April
1 and 8, 1992 and all abutters were notified by regular mail.
Upon motion by Mr. Sullivan and second by Mr. Soule, the Board
voted unanimously to GRANT the Special Permit as requested
subject to the following conditions:
1. the premises by occupied by John R. Riccio;
2. the Special Permit shall expire at the time that John
R. Riccio ceases to occupy the family suite;
3 . the Special Permit shall expire at the time the
premises are conveyed to any person, partnership,
trust, corporation or other entity;
4 . the applicant by acceptance of the Certificate of
Occupancy issued pursuant to the Special Permit, grants
the Building Inspector or his lawful designee the right
to inspect the premises annually.
