Howard,Conservation Administrator ��� CC: NACC Date: 05/29/97 Re: DRAINAGE PROBLEMS @#1427 GREAT POND ROAD Per your request, this Department conducted an inspection at the above referenced property as a means of assessing an existing drainage problem. An area of standing water was observed at the front of the property and parallel to Great Pond Road. The source of this excess water appeared to be from a discharge associated with a headwall and catch basin system on Bradford Street. Immediately up gradient and topographically"above"the parcel is the Colonade; it may be inferred that the steep side slopes leading up to this building are also a likely contributing factor. Wetland resource areas subject to jurisdiction under the Massachusetts Wetland Protection Act and North Andover Wetland ByLaw and Regulations were not observed within 100' of the parcel, however, plans in the DPW office indicate that the existing stormwater management system discharges into a down gradient wetland. This wetland and associated property are a great distance from#1427 Great Pond Road and it is my opinion that if the property owner were to tie in to this above mentioned storm water management system his/her problem would be mitigated. In addition, it is also the opinion of this Department that an increase in off-site runoff rates would be negligible. At the time of inspection a strong "septic"or biological odor was noted. It appeared to be coming from the Colonade but it was difficult to tell. It is my understanding that#1427 Great Pond Road and the Colonade are no longer on septic and are in fact 'lied" into the town sewer system. I reiterated my concerns to the Board of Health Department and they will assess the situation and inform me of their findings in the next week or so. I am hesitant to authorize the'lie in"until I am comfortable that there is not an imminent hazard from a failed (or abandoned)septic system. Pending approval from the Board of Health I would ask that we agree to hold off on any future work. If you have any questions or concerns please do not hesitate to contact me.
