Bruce,
Please note that this has all happened in the past 4 days.
- The Health Dept. received a complaint the afternoon of Friday, Dec. 3rd from a
resident of Pleasant Street.
- We followed up with a call to the owner/landlord, Mr. Olsen, that afternoon.
- Mr. Olsen confirmed that a tenant is moving out after 14 years, hence the
reason for a major trash issue. (she was the caller to DPW last week) He was not
aware of the concern until the Health Dept. called however.
- On Friday, he assured us he would check on his property.
Today
- Health Dept. followed up after receiving your emails and spoke to the landlord
again.
- Mr. Olsen stated that he had a current tenant check on the pile on Friday and
tie up any loose bags, as the old tenant is gone. This current tenant is
overseeing this problem and believes that people, not animals, are likely opening
the bags as they are filled mostly with domestic household items, not food items.
- As pick up is today, the current tenant will inform the landlord of what may be
remaining after the trash pick up. If any bulky items or debris remains, the
'landlord will call to have a special pick up.
I have copied the landlord on this email. Could someone please provide, Mr. Olsen
with the contact information to schedule a pick up?

Mark, it looks like the parties have come to a solution, so I won't bore you with the details
of how many emails and phone calls this has taken for Bruce, Michele and I. Suffice it to
say, the Health Dept. took initial action within minutes of a Friday afternoon complaint on
the 3rd, and by Wed. the 8th it appears that all will be solved on Pleasant St. At no time
did any of us ignore the issue. The problem was addressed swiftly, but simply treated with
the appropriate level of severity it required.

I understand your frustration but this is a clear situation of a clean out and overtaxing the
trash collection process. Ms. Sawyer and I are working with the landlord to resolve. I
inspected this myself and believe this is a clear situation of a clean out which should be
the responsibility of the tenant or landlord to remove. If I responded to everyone of these
the cost of removing and disposing of the trash would be a burden on all the tax payers. We
instructed the tenant last week on how to resolve this and this week we have contacted the
landlord. I am hoping he will do the correct thing and remove the trash. If not we will
remove it but I must go through the proper procedures first or I wouldn't be protecting the
interests of all the tax payers.

Good morning. Unfortunately this doesn't look like it's been resolved.
Judging from the email that Mr. George from Northside
sent yesterday, he picked up 10 bags of trash yesterday, and one bulk item
only. Why is that? To quote Mr. George, "As for today we took another ten
bags one barrel and one bulk item. If you want me to have the truck pick
up the remaining 20-25 Bags and 4 Bulk items I will but none of it is
household garbage and they keep adding to it." Well of course they are
going to keep adding to it. It's not all being picked up. With all do
respect to you I have to ask, why is this so difficult to get removed? If
Northside is only going to take 10 bags a week, and the tenants put 15 more
next week the piles going to keep growing. Is there something
about the curbside pickup rules that I don't understand? Please let's not
wait for an absentee landlord who lives 50 miles away, and/or
his tenant who doesn't have a vested interest in the neighborhood to clean
this up. If need be have Northside pick up the remaining trash
and bill Mr. Olson. I'm sure you can understand my frustration with this,
and I am certain others listed on the previous emails would not be happy
with this situation in ther neighborhood.

I can't believe that the contractor left the trash since they are to pick

Yes, the lady called last week to say that they didn't take all of her
trash and I told her she was allowed one bulky item a week and she said she
had had more than that out there. I told her to call Northside for a
special pick up. I don't know what happened with her after that. By the
end of the week a gentleman called and said trash was left out and I told
him that the resident had called and had put out too much stuff and that
she was supposed to arrange for a special pick up. He seemed okay with my
answer, I told him if he felt it was a health hazard he could call BOH or
NAPD.
I want to say that the trash day is Tuesday on that street. I don't know
how much more that they will take this week - obviously the lady (landlord
or tenant) did not follow through with the special pick up).

There has been a large amount of trash bags, as well as a mattress and
box spring left outside of 143 Pleasant St.,
now for 2 weeks. The contractor who does the weekly rounds on Tuesday isn't
picking this up. It's now becoming a health
issue. There is obviously food and other substances that are attracting the
skunks and raccoons which are tearing open
the bags. This home appears to be a three family dwelling, and the tenants
continue to put their weekly trash out without
any regard for the pile that's continuing to grow. I have spoken twice to
the Health Department about this and it's still not
being addressed. On behalf of all of the people living in this
neighborhood, I sincerly hope you will address this as soon as
possible.

Issued under the provisions of the State Sanitary Code, Chapter II, Minimum Standards of
Fitness for Human Habitation, 105 CMR 410.550.

Andover Health Department personnel on November 8, 2010. This inspection revealed violations
of certain regulations of the State Sanitary Code, Chapter II, as listed on the attached Violation
Form. You are hereby ORDERED to correct these violations within guidelines of the Code.
Failure to comply within the specified time period may result in further action by the North
Andover Board of Health.
1) Within Twenty Four Hours, after this Order Letter is received,you must make a

Complaint: Received a call from Michelle Cavanaugh,a tenant at 143 Pleasant Street for 13 years. Phone:781.307.6897-Cell. Her apartment is on the Lower level-Apt.A.
Landlord is:OLSON,SVEN T-1141 Caterina Heights,Concord,MA 01742;Phone:508.574.7733.
There have been ongoing issues for at least a year. Mr.Olson has not responded to the following requests to fix problems such as:
1. No working heat-1st level-has not worked since fall of 2009;
2. Roof leaks-water damage on both levels-all rooms.
3. Floor Boards-gaps in all
4. Rodent Entrances-behind applicances in kitchen.
5. Closet-1st floor-living room coat closet has moisture in summer and spring,as well as all floors throughout. The floors"sweat"and leave stains from the
moisture when furniture is moved.
6. Dining Room Ceiling-hole in from leak-about the size of a quarter. In addition,the windows are 2 sided rollouts and do not close. They also do not have
screens. Tenant must close windows with a broom handle from outside. The wood frame of the windows is rotted.
7. Smoke Detectors-not working and no carbon monoxide detectors either.
