Daniel Long , Town Clerk Town Office Building North Andover , Mass . Dear Mr . Long : The Board of Appeals held a public hearing on Monday evening , December 13 , 1982 upon the application of George and Mary Doumani . The hearing was advertised in the North Andover Citizen on November 24 and December 2 , 1982 and all abutters were notifed by regular mail. The following members were present and voting : Alfred E . Frizelle , Esq . , Vice Chairman ; Richard J . Trepanier , Esq . , Clerk ; William J . Sullivan ; Augus - tine W . Nickerson ; and Maurice S . Foulds . The petitioner seeks a variance from the provisions of Section 7 , Paragraph 7 . 3 and Table 2 as it relates to yard setbacks to allow relief from the side and rear setbacks to allow the continued ex- istence of a single family dwelling having less than the required setbacks on the premises located at 150 Chadwick Street . L The petitioner testified through counsel that the dwelling was constructed several years ago and when a recent plot plan was required by the bank to secure a mortgage , it was discovered that the dwelling did not meet the setback requirements . Upon a motion made by Mr . Trepanier and seconded by Mr . Nickerson , the Board voted unanimously to grant the variance as requested . The Board finds that each of the provisions of Section 10 . 4 of the Zoning By Law have been satisfied .
