RE: Follow up - Selective cutting of three trees within the buffer zone of a wetland
resource area.
This is a follow up letter to the letter dated November 22, 2010 pertaining to your request to
remove or prune/limb several trees in close proximity to your home at 155 Barker Street. On
November 22, 2010, the conservation department met you on-site to review the location of the
trees and their distances to the wetland resource area. Upon review of the site, it was
determined that these trees are located very near to or just bordering the 25' No-Disturbance
Zone pursuant to the North Andover Wetlands Protection Bylaw (C. 178 of the Code of North
Andover). Removal of vegetation, including pruning and cutting, is prohibited within the No- .
Disturbance Zone except for safety reasons. The two (2) red maple trees at the northwest corner
(front corner) of the house lean toward the house and utility lines and were observed to pose a `
safety hazard. The trees are identified in the attached photo.

Due to thep Yg P otential danger imposed b the two trees, the Conservation Department will permit
their removal to prevent possible injury or property damage. These cutting activities shall be '
limited to the two trees identified in the attached photograph. There is one small dead tree
behind the house that you identified that may also be removed. The remaining trees that are in hh
closeP Y roximit to the house and have branches leaning over the house may be pruned/limbed
to the extent that the limbs lean over the house but the trees themselves are not permitted to be
removed. Removal of healthy trees within the Conservation Commission's jurisdiction requires
a permit. If a certified arborist should deem any additional trees unhealthy or hazardous, please
contact the Conservation Department for further evaluation. t
On September 15, 2011 Mr. Chang contacted the Conservation Department to discuss and
extension to the expiration date of the original letter. The work had not yet been completed and

subsequent to hurricane Irene Mr. Chan now desires to complete the work outlined in the
above letter. The expiration date is now November 30, 2011.

The approved cutting will be subject to the following conditions:
❖ The work approved in this letter shall be completed by November 30, 2011.
❖ No machinery shall enter the 25' No-Disturb Zone.
❖ No work shall occur in resource areas. All machinery must operate from upland areas.
All tree limbs, brush, and other debris materials shall be taken off site and disposed of
properly.
❖ Stumps of the two trees shall not be removed and shall be left in place.
:• Upon completion of the tree removal, all disturbed areas shall be properly stabilized.
❖ The applicant shall notify this department immediately following completion of work for a
final site inspection.
