I deeply regret the condition of the building since the August 23, 2003 fire. Unfortunately, I was not able to settle with the insurance company until June of 2005. It was impossible for me to rebuild until the insurance claim was settled and title to the property cleared for a building loan application. The mortgage on the property was discharged on August 9, 2005 clearing the way for the construction loan application. Supporting documentation for the loan was under development since June with Direct Finance Corp. of Hanover, MA who filed the completed loan application with Wells Fargo on January 31, 2006. Direct Finance has projected a loan closing date, after loan approval, for the end of this month. N Andover, MA. DATE 11/9/05 I hereby submit specifications and an estimate for the re -construction of your three level apartment building at 156-158 Waverly Rd. North Andover. Due to fire/water/snow damage I will remove all interior finishes and any severely damaged structure on the first and second floor. I will install new interior finishes on the first two floors as to owners specifications.(see owners summary report) All electrical and plumbing will be re -constructed to code from the basement up. I will completely remove the roof structure and third floor sub -floor and floor framing due to water/snow and fire damage. The new roof structure will be rebuild to meet all MA. State Building Codes as well as local requirements. In order to accomplish this I will need to add an additional roof dormer in the rear bedroom to allow for fire egress out of that room, (egress window). Therefore the new roof will be constructed with 2x12 roof rafters to allow for the required roof insulation and proper head heights in all rooms as well as the staircase. The Exterior of the building will be stripped and re -sided with vinyl siding; lower level will be vinyl clapboards and the upper level will be vinyl cedar impressions siding. All corner boards and exterior trim will be re -constructed with "azec" composite trim. Finally all the exterior decks will be rebuilt with pressure treated structure (verify footing conditions), and resurface all decks with weather best composite decking. Work shall include the following: • Design/construction documents: The design package will include a designed third floor that will meet the required needs of the owner and conform to all the requirements of the MA. State building code. After the owners accept the design concept construction documents will be distributed to the necessary authorities. Drawings will include third floor plans a new roof plan and building sections if necessary. All drawings will conform to the Massachusetts state building code. • Demolition: The removal of the existing damaged roof structure and third floor structure, I shall provide adequate weather protection over the existing living space during the roof demo phase. All interior finishes and any existing furniture will be removed and disposed of, all windows will be removed, all damaged siding, decking and misc. material will be removed. Any furniture in the building will be considered damaged and disposed. • Construction: The construction will coincide with the demolition of the roof, I will install new 2x12 roof structure in order to allow for proper insulation r-value(min. R30). I will install a new 1 3/4"x11 7/8" parallam ridge beam, 5/8" plywood sheathing, 30lbs tar paper, Ice and water shield at eaves and rakes and provide 3 tab asphalt shingles. A new 2x10 floor structure will be re -constructed with 3/4" t&g sub -floor installed on'the third floor in order to work off during demolition. The interior third floor walls will be constructed out of 2x4 framing, R13 insulation, poly wrap and 1/2" OSB plywood. All interior work to the first and second floor will be completed on a per room basis (damaged structure will be replaced). All rooms will have new 1/2" blueboard and 1/8" plaster skim coat, all walls will have a plaster base with a smooth finish, ceilings will have a textured swirl finish unless otherwise noted. All interior trim will be 2 1/2" primed colonial trim. All new interior doors will be primed, solid wood raised 6 panel pre -hung 1 3/8"doors • Masonry The existing chimney will be repaired as needed and repointed to assure integrity all furnaces will be ducted through the chimney Repair existing retaining wall and existing stone foundation. (Replacement of existing retaining walls not in scope, to be reviewed at end of construction). • Exterior Finishes: The exterior finishes of the house to be stripped and sheathing to be repaired as necessary. Then the house will be wrapped with "tyvec" house wrap (vapor barrier) and re -sided with certainteed 'vinyl siding. The lower level to be sided with traditional clapboard siding, the upper level will be re -sided with certainteed vinyl cedar impressions (color to be decided by owners). All new windows will be trimmed with "hardi" board trim. All exterior trim will be vinyl soffits and hardi board fascias. • Interior Finishes: Interior walls will be re -constructed as needed, with 2x4 construction. All walls will be plastered with 1/2" blueboard with a 1/8" plaster skim coat. Ceilings will be installed the same with a textured finish, unless otherwise noted. Bedrooms: Carpet will be installed in all bedrooms and closets. (a mid-range carpet has be allowed with a 3/8" pad.) Bathrooms: Ceramic tiles will be installed on the floor. I am an adjacent property owner, 160-162 Waverly Road, and I write this letter to express to those involved North Andover officials my health and safety related concern. Additionally, this issue is followed by a reasonable request, which I outline below. First, I wish to convey my pleasure in knowing that someone is finally taking steps to improve and revitalize this blight upon our neighborhood and community. Notwithstanding this welcome change, I must raise the following concern stemming from rodent and other animal infestation and their anticipated exodus from the premises once demolition begins. As the weather continues to improve, there is ample evidence of animal activity on site. For instance, there is at least one feral cat in residence defending its territory through late evening and noisy fighting. Moreover, there is a huge baldfaced hornets nest in plain sight, which continues to frighten one of my two children. The building is replete with squirrels and birds and has its share of skunks. Given the length of time this building has been vacant, it follows that some level of mice and rat activity should not be surprising. Consequently, I am genuinely concerned that lurking about next door is a tangible health and safety issue considering the known spread of rabies and the potential for other varmint borne diseases. The anticipated exodus of these undesirable inhabitants displaced during demolition clearly imposes a hazard to all neighbors and especially children living on all sides of the property. Is there any objection or disagreement with this position? Accordingly, given the foregoing information and concern, I request that any demolition permit granted is to be subject to the condition precedent that an extermination or pest control expert be employed to eradicate or control the area before demolition. Because of a lack of compliance following complaints in 2000, neighbors were speculating that the primary offender was receiving special treatment. I will be glad to tell the neighbors that this does not seem to be the case, that you will forward the complaint about 156 if compliance is not achieved shortly, and that you are watching these sites for compliance in a timely manner. Written permission may only be granted by said Board on condition that the owner agrees to screen the permitted vehicle or vehicles from view from neighboring land, ways or public highways for breach of which agreement said permission shall be revoked. § 175-2.
