November 9, 1975 Mr. Joseph Serio Chairman Board of Appeals Dear Mr. Serio Recently, I recieved communication from the North Andover Police Department stating that I could not continue my open air parking without a license. Please be advised that I recieved an open air parking licence from the Selectmen in January of 1975, but after its expiration date in April when I went to renew the license, Chief Daw of the fire department refused to sign it. I went through lengthy efforts to prove my non conforming use status with Judge Arthur A. Thomson as my councellor, and on that proof a license was issued to me by the Board of Selectmen. It is my opinion that I have been agsjrieved by the building inspector Charles Foster who has repeatedly prodded Chief Daw resulting in hLs refusgl to sign my license. He cited improper zoning as his reason. It seems to me that we have already crossed that hurdle with the estab- lishment of our non conforming use status and Section 8 of the zoning by laws allows us lawful continuance. It is quite clear that because of this article it makes his reason for refusal invalid. I would be happy to meet with your board at your December meeting to have this matter settled once and for all. Re: Christopher Adams Earth Removal Operation Gentlemen: The seeding done by Mr. Adams on his earth removal operation seems to have taken hold pretty well; grass covers the entire area and is about 1 to 2 inches high.
