The Board finds that the applicant has satisfied the provisions of Section 4,Paragraph 4.122.22 of the Zoning Bylaw and that the granting of this Special Permit for Family Suite usage at 16 Meadow Lane(Map 45.G,Parcel 44)within the footprint of an existing conforming single-family dwelling on a conforming lot is an appropriate location for a Family Suite. The Board finds that this use of part of the existing 16 Meadow Lane,as developed by installing the proposed full kitchen per the above building&site plan,will not adversely affect the neighborhood. There will be no nuisance or serious hazard to vehicles or pedestrians since there is provision for the required four off-street parking spaces. Adequate and appropriate facilities are provided to the existing residential dwelling by existing utilities,Town water,and Town sewer and for the proper operation of a Family Suite. The Board finds that the proposed addition of a second full kitchen for the Family Suite use will not be substantially more detrimental than the existing single-family dwelling to the neighborhood. The Particular use proposed for the land or structure: We are requesting a variance for a family suite.The suite will be in a recently built single-level addition which is 1,100 square feet of living space. We would like to add a kitchen to this existing addition. 2. The specific site is an appropriate location for such use, structure or condition. We are desirous of adding a kitchen to a recently built addition.The addition is conforming, but the kitchen would create a family suite. 3. There will be no nuisance or serious hazard to vehicles or pedestrians. There will be no change to the footprint of the existing structure.Proper care and clean up of the site will take place daily. 4. Adequate facilities will be provided for the proper operation of the proposed use. The proposed kitchen will add minimal stress onto the existing sewer and water systems. 5. The use is in harmony with the purpose and intent of the zoning by-law. It is our understanding that a family suite will be created by adding a separate dwelling(kitchen)within the existing dwelling. We also understand that this family suite is for the sole purpose of housing a family member. The immediate use will be for grandparents, followed by parents. 6. Specific reference and response to the criteria required by the particular special permit for which this application is made. The criteria for this special permit being requested for the creation of a family suite is based upon a hardship to help care for our elderly grandparents who desire to live out their lives in their private residence.The house was originally built to coluply with zoning requirements. Since the time construction began on the addition the zoning in R4 has changed to allow family suites via special permit. Our grandparents are 86 and 92 years young and would like to retain their independence, but have family close by for assistance when needed.We are a young couple with two young children ages 7 and 8 who are currently attending the Atkinson Elementary school with permission from the superintendent.We as a family have chosen to pursue the family suite as a way to help care for our graiidparents as needed. We look forward to many years of residency at 16 Meadow Lane, and have no intentions to alter from the requirements of the family suite by-laws. When our grandparents have passed on, their daughter, my mother will move in. We would like to gain approval of this family suite to allow both my grandparents to live the remainder of their years in the hone they custom built 44 years ago.'
