Dear Mr. Shaheen:
The investigation of this complaint has been taken
over by the Northeastern Health District Office, Kenneth Tarbell,
State Sanitary Engineer.
Upon completion of their examination, this Board and
the State representatives will meet to discuss the necessary
steps to be followed to correct anything that is wrong with
this system.

Dear Dr. . Kay:
My family and I are living in a very unhealthy situation and I
am appealing to you to correct the problem.
My home is situated directly behind one owned by Bart Forzese, '
252 Chestnut St. No. Andover, and he is the cause of this health
problem. Mr. Forzese has run a six inch drain pipe directly off his
septic tank into a stream, that seperates our house lots. The pipe
creates a large cesspool of raw sewerage then flows into the stream �
which later flows into a pond. This dumping of raw sewerage is not
only my observation, it has been seen by Frank Gelinas, your health
inspector, and is admitted to freely by Mr. Forzese who claims that
this is the only way he can dispose of his, sewerage until the town of
North Andover gives him a sewer pipe. '
I first made contact with Mr. Gelinas in April of this year and
will attempt to bring you ur, to date on what has transpired between
April and the present. After many phone calls to Mr. Gelinas in April,
May and June , he finally met. with me at 7:30 P.M. on July 2. Mr.

Board of Health Re: North Andover - Sewage - Alleged
Town Building Failure of Septic System Serving
North Andover, Massachusetts 252 Chestnut Street
Gentlemen:
The Division of Environmental Health of the Department of Public Health
received a written complaint from Manny Shaheen, 16 Sutton Place, North
Andover on July 173, 1973 alleging to a failed septic system serving 252 Chest-
nut Street, North Andover'.
Site examinations were made by an engineer from this office on July 24
and 27, 1973 and it was observed that odorous liquid, emanating from a pipe
in the rear of 252 Chestnut Street, was flowing into a small brook near the
back property line. An attempt was made to dye test the waste system serving
252 Chestnut Street, but the owner refused to allow the test to be made.
The complainant, Mr. Shaheen, alleges that he notified'Mr. Frank Gelinas,
Agent for your Board, of this problem in April of this year and as of the
date of this letter no action has been taken by your Board to alleviate this
problem.
It is the opinion of the Division of Environmental Health that a potential
health hazard does exist and that your Board should immeidateiy conduct dye
tests at 250, 252 and 254 Chestnut Street. If these test•:results are positive,
the North Andover Board of Health should order that the failed systems be
repaired. Please inform this office no later than 10 days after receipt of
this letter of action taken or intended to be taken by your Board.
