Dear Mr. Long:
The Board of Appeals held a public hearing on Monday evening,
July 12, 1982 upon the application of Alvin and Jennie Poutenis.
At the petitioner's request, the hearing was continued until
Monday evening, August 9, 1982 with the following members present
and voting.: Frank Serio, Jr., Chairman; Alfred E. Frizelle, Esq.,
Vice Chairman=; -Richard J. Trepanier, Esq., Clerk; William J.
Sull.ivan; and Augustine W.Nickerson. The hearing was advertised
in the North Andover Citizen on June 24 and July 1, 1982 and
all abutters were notified by regular mail.
The petitioner seeks a Special Permit under Section_ 4.122, Para-
graph 14 of the Zoning By Law so as to permit the conversion of
a two-family dwelling to a three-family dwelling on the premises
located at 160-162 Waverly Road.
The petitioner testified, through counsel, that the neighborhood
is comprised of a mixture of commercial and multi -family dwellings.
He proposed that parking be provided on Morris Street.
No one spoke in opposition to the petition.
Upon a motion made by Mr. Frizelle and seconded by Mr, Trepanier,
the Board voted unanimously to grant the Special Permit as re
quested with the condition that the parking lot as shown on the
plan be paved prior to the issuance of the builidng permit for the
conversion.`

three-family unit and that each of the provisions of Sectmon 10,
Paragraph 10.31 of the Zoning By Law for a Special Permit have
been satisfied.

RE: Petition of Jennie Poutenis
Hearing Date: July 12, 1982
Dear Sir:
Please be advised that Mr. and Mrs. Poutenis
have retained me to be their counsel in presenting
a Petition which they have filed with your Board
to be heard on July 12, 1982. The Poutenis' did
not consult with me until after they had filed their
Petition and I will be away on vacation at that time.
I would ask on behalf of the Poutenis' that you
adjourn the public hearing scheduled for July 12, 1982
to your August hearing date. On behalf of the Poutenis'
we will waive any statutory filing and decision making
periods such that this.may be accomplished.
If any notices have been mailed to abutters of
this project, I would appreciate it if you would at
the expense of the petitioner, send a copy of my
letter to the abutters informing them that the hearing
will be in August. If you are unable to do this would
you kindly forward me a list of the persons whom you
have contacted so that I may do the same.

Dear Mr. Poutenis:
-
The Board of Appeals received your application for a Special
Piermit to convert property into a three family dwelling, along
with your check for $25.00.
There are, however., several other rqquirements which must be
met before the petition can be considered by the Board. They are:
1. A check in the amount of $30.D0 must be submitted to the
Board of Appeals office located on the second floor of the
Tow,n Office Buildilng no later than June 21, 1982. The check
must be made payable to the "Citizen" and represents your
payment to the local newspaper for publication of the legal
notice two wekks prior to the date of the public hearing.
2. A check in the amount of $7.60 must be submitted to cover
the cost of postage to mail. the legal notices to the "Parties
in Interest". This aheck should be made payable to the "Town
of North Andover" and may be brought to the office or sent
to my attention at 120 Main Street, North Andover, Mass.
3. The plan of land submitted by Cyr Associates does not meet
the requirements of the Board of Appeals. Cyr Associates
has been notified and has agreed to place the necessary
,additions on the plan.
Please comply with the above requirements no later than June 21,
1982 in order to have pour request considered Yy the Board at
their next meeting, which is Monday, July 12, 1982.
