Swamp gas is detected from the pond itself which is the culprit. The pond is sitting quiesent and creating odors verses the Rea's Pond Sewer Pump Station where the sewer flow is moving and pumped frequently. His number is: 978.688.1329. He believes it is coming from the GLSD plant on Charles Street. I put in a call to GLSD to let them know of the situation. Follow up notes: On 7/28/04, Steve Harwood of GLSD called me back and gave the following info. GLSD sent a team to the area in question around 8:45 p.m. Last night. They heard the pump start and go off about three times. The smell is indeed, horrendous. The source of the smell appears to be Rea's Pond (area across from the wall at Lake Cochicewick)where there is a Sewage Lift Station. The process is that the sewage flows into a well. When the flow gets to a 7/29/2004 Page 2 of 2 certain level, a switch turns on the pump, which then pumps the contents to a pump on Sutton Street near the Airport. From that point, the gravity pushes the contents down into the GLSD plant for processing. The problem may be that between 8:30 and 9:00 p.m. At night the flow is less, as water usage is most likely down, and the contents are sitting in the area longer, causing the smell. As it is summer time and hot, and people have their windows open, it is obviously, more noticeable. There is also another lift station directly behind Butcher Boy Market. Responsibility: The Town of North Andover DPW is responsible for maintaining this site, and the lift station behind Butcher Boy Market. Possible Solutions: GLSD can recommend some chemicals to use in those areas which would mask the odors. Also, DPW can contact the lift station manufacturer about getting scrubbers installed. Steve is willing to consult with DPW if they want to call him at: 978.685.1612 x 103. I called Mr. Iannazzo and told him what the results were, and that I would be contacting DPW to follow up. The legal notice was properly advertised in the North Andover Citizen on December 29, 1993 and January 5, 1994 and all parties of interest were duly notified. The following members were present: Richard Nardella, Chairman, John Simons, Vice Chairman, Joseph Mahoney, Clerk, Richard Rowen and John Daghlian. The petitioner was requesting a Special Permit to allow the completion of landscaping within the Non-Disturbance Zone of Lake Cochichewick in the Watershed Protection District. Ms. Colwell reviewed plans with the Board. The Ianazzos hooked up to the sewer line on Great Pond Road and filled in their septic system. The entire lot is within 250 feet of the lake. Plan shows landscaping up to the edge of the wetland. On a motion by Mr. Simons, seconded by Mr. Mahoney, the Board voted to close the public hearing and directed staff to draw up a decision with no additional work beyond what work was shown on the plan. On February 1, 1994, the Planning Board held a regular meeting. The following members were present: Richard Nardella, Chairman, John Simons, Vice Chairman, Joseph Mahoney, Clerk, Richard Rowen and John Daghlian. Nardella, Chairman attachment cc: Director of Public Works Building Inspector Conservation Administrator Health Agent Assessors Police Chief Fire Chief Applicant Engineer File 1600 Great Pond Road Special Permit - Watershed Protection District The Planning Board makes the following findings regarding the application of Bert Iannazzo, 1600 Great Pond Road, North Andover, MA requesting a Special Permit under Section 4 . 136, Paragraph 5 of the North Andover Zoning Bylaw to permit the grading and vegetation removal associated with the installation of a sewer force main in order to connect to the municipal sewer This work will be done within two-hundred fifty (250) feet of the annual high water mark of Lake Cochichewick. FINDINGS OF FACT: I In accordance with Section 10. 31 of the North Andover Zoning Bylaw: 1. The Planning Board finds that the specific site is an appropriate location for the installation of a sewer force main as the Town encourages home owners in the Watershed Protection District to tie into the municipal sewer; 2 . The installation of the force main will not adversely affect the neighborhood; 3. There will be no nuisance or serious hazard to vehicles or pedestrians; 4. Adequate and appropriate facilities are provided for the proper operation of the proposed use; 5. The Planning Board also makes a specific finding that the use is in harmony with the general purpose and intent of the North Andover Zoning Bylaw. In accordance with Section 4 . 136 of the North Andover Zoning Bylaw the proposed installation of the sewer force main will not cause any significant degradation of the quality of water in or entering Lake Cochichewick. Upon reaching the above findings, the Planning Board approves this Special Permit based upon the following conditions: SPECIAL CONDITIONS: 1. This decision must be filed with the North Essex Registry of Deeds and a copy of the recorded document submitted to the Planning Office. Included as part of this decision are the following plans: Plan entitled: "Site Development Plan showing Proposed Landscaping at 1600 Great Pond Road, North Andover Massachusetts" Prepared for: Bert Iannazzo Scale: 1" = 20 ' Dated: Jan. 3, 1994; rev. 1/12/94 Prepared by: Merrimack Engineering Services 66 Park Street Andover, Massachusetts Any changes made to these plans shall be approved by the Town Planner. Any changes that the Planner may deem as substantial shall require approval by the Planning Board. 2. All conditions required by the Conservation Commission must be complied with. 3 . Silt fence and haybales must be placed along the limit of work as shown on the plans and reviewed by the Town Planner. 4. No pesticides, fertilizers or chemicals shall be used in lawn care or maintenance on-site. 5. The applicant agrees, as a part of this approval, that in no instance shall the proposed disturbance be allowed to further impact the site than as proposed on the plan referenced in Condition 1 of this approval. 6. The provisions of this conditional approval shall apply to and be binding upon the applicant, it's employees and all successors and assigns in interest or control. 7. This permit shall be deemed to have lapsed after a two (2) year period from the date on which the Special Permit was granted unless substantial use or construction has commenced. Mr.lanazzo notes that over the last few weeks,he has discovered a horrible smell emanating from the China Blossom restaurant,and wonders if this is where some of the odor is coming from as well.
