NELSON, 1)1HI Cf()R December 5, 1988 Mr. Daniel Long, Town Clerk Town Hall 120 Main Street North Andover, MA 01845 Re : AT&T Technologies 1600 Osgood St. Site Plan Review through the Special Dear Mr. Long: Permit Process . The North Andover Planning Board held a public hearing on November 17, 1988 in the Town Hall, Selectmen ' s Meeting Room. The meeting was called to order at 7 : 45 p. m, by George Perna, Vice Chairman. Also present were Erich Nitzsche and Michael Leary. Paul Hedstrom, Chairman, arrived at 8 :08 p. m. John Simons was absent . The hearing was duly advertised in the North Andover Citizen on October 27 and November 3, 1988 The petitioner seeks a Special Permit under Section 8. 3 of the North Andover Zoning Bylaw. The purpose of the Site Plan is to review the proposal to construct a one and a half story, inflatable structure at 1600 Osgood Street for a radio wave test facility. The structure will contain 6, 938 sq. ft. on a lot which contains approximately 156 . 96 acres . Erich Nitzsche read the legal notice to open the public hearing. Gerald Gingras, engineer, stated the use of the structure to be for radio frequency interference testing on telephone equipment. The structure is translucent to radio waves. It would be made of fabric in the shape of a dome . A solid building would reflect energy and would give tremendous errors in testing. George Perna question if there was a safety problem with the airport. Mr Gingras has checked with the airport and checked out where the localizers and glide slopes transmitters were and the frequencies they use and found they were different with no interference with the airport. Following a brief discussion on technical material , the Board requested more information for the files on any radiation levels . The Board was concerned with those levels. Mr. Gingras reassured the Board and will supply the information. Page 2 : The Board requested a letter from the Lawrence Airport Commission stating that the proposed facility will not interfere with its daily operations. The structure will be 45 ' high and inflatable. Due to the sensatitvity of the testing there will be no sprinkler system in the structure . There will be hand held fire extinguishers . Duration of the structure could be as much as twenty years. The structures are inspected every two years by the manufacture . They are- made if treated vinyl . A motion was made by George Perna to close the public hearing and take the matter under advisement. The motion was seconded by Michael Leary and voted unanimously by those members present. On December 1 , 1988 the North Andover Planning Board held a meeting in the Town Hall, Selectmen ' s Meeting Room. The meeting was called to order at 8:05 p. m. by George Perna, Vice Chairman. Also present were Erich Nitzsche and Michael Leary. Paul Hedstrom, Chairman, arrived at 8: 20 p. m. John Simons was absent. A motion was made by Erich Nitzsche to approve the draft decision as written and amended by adding that a letter be received by the Planning Board from the Lawrence Airport Commission verifying no interference from the facility in their daily operations . The motion was seconded by George Perna and voted unanimously by those members present. Sincerely, PLANNING BOARD Paul A. The specific site is an appropriate location for such a use, structure , or condition; since it is adjacent to a large research facility; b. The use as developed will not adversely affect the neighborhood; since it is located within an Industrial Zoning District and surrounded by Industrial uses; C . There will be no nuisance or serious hazard to vehicles or pedestrians; due to Fire and Building Code Standards as applied to this structure; d. Adequate and appropriate facilities will be provided for the proper operation of the proposed use; due to safety standards built into the structure and that no highway or residential use exists near this structure. e . The Planning Board finds that the use is in harmony with the general purpose and intent of the Zoning Bylaw. The Board further finds as required by Section 8. 35 that the Site Plan Application before them requires the following modification in order to fully comply with Town Bylaws: 1 . A signature block for the Planning Board be supplied on the plan. Also a Town Clerks Certification needed to be placed upon the plan. 2 . A letter received by the Planning Board from the Lawrence Airport Commission stating that the proposed facility will not interfer with the daily operations of the airport. The Planning Board hereby approves this special permit upon the findings cited above. The following plans shall be deemed part of this decision: A Plot Plan dated 1/ 14/88 Prepared By Gerald J.
