�8 F F Of NORTH I 6 OL O t p SSCH�1`�� Town of North Andover BUILDING DEPARTMENT Re: LC 8, Fire call 7/4/13 7-23-13 To: Management Ozzy Properties, I was called in to Ozzy Properties on the fourth of July to assist the fire department in their response Fire Alarm Event. During my review of the event, I saw that there had been a fault, evidence of a blast and dense smoke at your Load Center 8. This marks the third such event in the past years and I am quite concerned about the safety aspect of the conditions in that Load Center and the potential for another fault. Beside the business interruption that Ozzy must deal with, my major concern is for the health and safety of personnel working in or near that Load center and for the well-being of the responders from the fire department. As I see it, the volt that the load center is located in is under the area between buildings 20 and 30 and it has a multitude of water leaks dripping on the gear. It appears that an effort to tarp the water away from the gear was unsuccessful and that this leakage was the reason for the previous two faults that happened in that Load Center. Understand that water dripping on live 4160 volt compartments containing terminations and switches is an un-acceptable safety risk. I would like you to generate a plan to resolve the problems, complete with timelines, and submit it to me for review. Bob Bartley has informed me that a qualified high voltage contractor has installed overlapping tarps that should protect the equipment from further exposure to water. I accept this as an interim safeguard not a long term fix. Certainly, if the gear is to remain in that space the cement above must be made water tight. If this is impossible or impractical,then the Load Center should be removed. If there are other Load Centers under the slab between the buildings they should be looked at for water infiltration and also be protected. Please respond to this note within the next few weeks. Per our telephone conversation on April 6,2007,I am hereby forwarding a site plan detailing the parking lots and accessible entrances for 1600 Osgood Street,North Andover,MA,01845. As we discussed,this property was originally built in the mid-1950's. It is largely vacant and was recently sold. The new owners have begun a renovation and commercial subdivision of the property. As new areas are renovated,the appropriate upgrades to entrances are also completed. The Northeast entrance underwent a renovation this past winter and is now ADA compliant. The parking lot contiguous to that entrance has not yet been appropriately re-striped because it has been too cold and wet to do so. We will be attending to this within the next month. The new striping plan is attached for your information. I will follow up with you upon its completion. As you will see from the site plan,the South Lot does not service an accessible entrance and therefore has not yet been re-striped. The work to renovate the entrance is currently being engineered and should be completed by the third quarter of this year. We will plan the parking lot work to be completed at the same time. We are working very closely with our local Building Commissioner,Gerald Brown,and he is fully aware of all of the planning. This plan includes the demolition of the existing fencing, and guard shack as well as the removal of the Turnstiles. I would suggest that you consider keeping the structure above the turnstiles as it allows for a shelter for inclimate weather if someone is waiting to be picked up or if Bus or shuttle service is ever provided in the future. The design provides for 10 Accessible spaces of which two are labeled as Van Accessible. This will provide for approximately 501 parking spaces that would service this area. As you are aware the building has a significant quantity of parking spaces located around the site, and additional spaces are located at the other entrances, or are planed to be provided as part of the.creation of additional accessible entrances. Additional accessible spaces are easily provided at this entrance if needed, by simply painting out exiting spaces for access Aisles and providing the appropriate signage. This design addresses the items listed on the letter you received from the State dated March 28, 2007 Docket No. C07 018. I have addressed each item in reference to the section quoted. 23.2.2 Two spaces are labeled"Van Accessible"This ratio is over the 1:8 required. 23.3.1 The Accessible spaces are located at the closest area available for parking and within 100'of the Northwest entrance 23.4.5 The plan calls for re-stripping the entire area around the Accessible entrances with a contrasting paint. Re-stripping the existing areas as well is provided for in the plans. 23.4.7b Each of the"Van Accessible"spaces are marked as such and each of the standard accessible spaces are labeled as well. 23.5 There are existing concrete sidewalk areas that are flush with the adjacent paved areas and there are no curb cuts required, all sloped areas along the accessible path are at or less than a 1:20 slope. 23.6.1 Signs are located within 10'from the head of every accessible space as required. 23.7.1 From the accessible parking spaces to the Northwest entrance, an accessible route has been designed as shown on the drawings. 2.6 Maintenance of the spaces and the signage is required to be provided at all times, this is assumed to be part of the standard maintenance procedures and site snow plowing requirements.
