,Attached, for your review, acceptance, rejection or comment are the construction
drawings for Phase III Extended of the above mentioned project, which are a
revision to those filed earlier. Note that the application-had also been previously
filed with your department. Copies of these drawings are also being issued to
Ozzy Properties (owner), Chief William Dolan, No. Andover Fire Department, H.
Jacob Nunnemacher, State Fire Protection Engineer and Derek J. Creaser, State
Building Inspector.
The drawings incorporate 780 CMR .Chapter 34.02 investigation and evaluation,
a Code Review and other pertinent information as required and as requested.
We request a review for the issue of a building permit in the most expeditious
manner possible. Thank you for your!consideration in this matter.

Spagnolo/Gisness &Associates is submitting to you a new permit set for Phase III. Weare calling it
"Phase III-Extended To Include Updated Areas of Phases I and II".The set and updated.areas are.
located in Buildings 70 and 30 only,as all areas in Building 20 were permitted and constructed in.
Phase Il. We are including two sheets from Phase II for informational purposes,illustrating a key plan
and egress routes,in order to clarify the extent of Lucent's space.
Our office has addressed all areas discussed in the letter from the State Fire Marshall,and has
specified all new walls in the extended Permit Set III to be one hour demising partitions. As you are
aware,there were three phases associated with the Lucent tenant improvements. As the phases
evolved,there were many changes to these phases. We have incorporated the changes to the former
phases into the Phase III extended set in order to make the scope easier to understand and without
constant referral to past construction sets. Where permitting has occurred in Phases I and II,we have
not referenced particular details not relevant to changes in the Phase III Extended Set.
On Sheet TAO.1A, we have inserted the Independent Code Review that was requested,along with our
Massachusetts Code-Review.

Electrical Review
Drawing FA-1 & FA-2
1. Additional Fire Alarm speaker light units may need to be added in the
corridor at Col Y/28 30-2.
2. Drawings should show all existing speaker locations and Fire Alarm Zone
#s for coverage evaluation. Units added to the Lucent and Ozzy Properties
should be on specific zones. After new fire alarm devices have been
added,the system should be tested to verify battery and amplifier loads.
3. All the doors into building 70 should have fire alarm hold open devices. If
they do not,they should be added accordingly and tied into the existing
fire alarm loop wiring.
4. Duct detectors in the AHU units would shut the fans down feeding the
Lucent space. The supply fan is located in the Lucent space and the return
fan is located in the Ozzy space. Verifying this,we coordinated with the
HVAC personnel and found that comments may have been made on
previous reviews. The return should be duct back into the Lucent space so
that the area is stand alone and the return smoke detector would sense
smoke and shut the AHU units down accordingly.
Drawing E-3, 4& 5

Existing utilities i.e. sprinkler,HVAC and electrical systems need
to be reviewed and extended in these areas to comply with building
codes. Refer to Note 2 above.
6. Electrical bus ducts and services which overlap the portioning wall
should have covered barriers around them so the plug-in ports are
not accessible.
7. Lighting controls within the wall portioning should be reviewed
for separation and additional low voltage controls be added for
control on both sides of the partitioning wall. Lighting fixtures
should be removed if the new wall is to be installed through any
area of the lighting fixture.
8. All electrical conduits,bus ducts and cable trays should be fire
rated if they pass thru the new fire rated wall.

Return Air
1. Design currently shows return air for penthouse air conditioning
units serving high-bay area of Lucent space to be transferred back
to inlets of units via transfer grilles mounted in walls,through.
Ozzy Properties space.
Would recommend the following:
1. PH-19 and PH-20 return air should be ducted to Lucent space, as
they serve only the enclosed space.
2. PH-18 should be ducted to Lucent space only. Breakroom space at
0-23 must be disconnected and re-fed.
3. PH-17 return would not be required to be ducted as it serves only
Ozzy space. (supply duct passes through Lucent space,but no
take-offs or outlets shown).
*Without ducting return air directly from units to space,there will be no means of
controlling pressurization from Ozzy to Lucent spaces. During summer months,when
building 70 exhaust fans are running,building 30 becomes negative to building 70 due to
lack of make-up air/openings in Building 70 space. With transfer air openings from Ozzy
to Lucent space, conditioned air will be pulled from Ozzy property space as well(which
will have to be made up by Ozzy air conditioning units, at a cost to owner.)
Enclosed Bathroom Area
1. Location of new walls isolates existing men's and women's toilet
core from remainder of open conditioned space. Steps should be
taken to ensure that adequate transfer air is available(from low-
bay
owbay Ozzy space}so as not to create an overly negative condition in
enclosed area(due to existing toilet exhaust).
2. Would need a site visit to call out/identify specific
equipment/access obstruction that may be created due to
installation of new separation wall.

Bob,
I hope that your summer is going well. I have tried to reach you in the office, but keep
missing you. I thought an email would be best. Please feel free to call me on any of the
following at your convenience.
We have been-reviewing the most recent set of plans for the Lucent fit-up
Phaselll. We have also sent the plans on to our architectural and
engineering consultants to review. We have some initial comments that I
felt I should share with you.
HVAC: We want to specifically note that Lucent does not plan on having
closed loop return air plenums for the HVAC units. Their intent is to put
louvers into the walls and let the HVAC units pull the air back through the
louvers and eventually back into the return air box on the unit. During the
summer months, this is not likely to happen because of the extensive
exhausts in building 70 and the negative pressure that this will put on the
building 30-2 space. In addition, if there were a fire in the 30-2 Lucent
space, none of the smoke will make it back to the HVAC units and the
smoke detection system will not react to the fire. Also note that Lucent has
not taken any steps to put vents in the walls of building 70 so that the air
exhausted by the roof units can be made up in building 70 and not building
30.
GENERAL CONSTRUCTION: The space proposed is basically fine;
• however, we do have an issue with some of the detailing for the construction
of the demising wall. They have not specified what to do when obstacles
are presented and seem to be allowing the sheetrock installers to make
decisions on site. If the installers encounter obstacles, no solutions or
suggestions are provided to handle it. Some of the interferences are hoist
rails off the electrical platforms, Ozzy has not been consulted as to the best
method for working around this. Additionally, the plans call for a tunnel in the area
of the north wall where a common foyer is being created. If that is to be done,catwalks
should be installed to allow for access to the valves and electrical above that space.
Generally we are concerned that HVAC systems,steam traps and reducing stations may
become inaccessible in certain areas. Also on the east side of that foyer,they are cutting in

Ellen,Thanks for being patient with me. I have not been quite up physically and have had some
medical appointments that have interfered with my time.
However, Lucent has delivered three different sets of plans to me for their Phase#3,which also
supposedly contain the demising walls and corridors. Lucent,submitted the plans three different
times—March 26, 2004(and was told not use them). July 8, 2004,which I found not to have
sufficient clarity and another set on July 22,2004. The representative of Perini
Construction (Stan)expects a Building Permit by the Tuesday,the 27th,which is impossible.
Under the circumstances, a more intensive review must be performed.
Lucent plans in submitted to the Building Department did not address/any of the questions that
are in our e-mail. As you may recall some of the work below must have Fire Department and

I hope that your summer is going well. I have tried to reach you in the office, but keep
missing you. I thought an email would be best. Please feel free to call me on any of the
following at your convenience.
We have been reviewing the most recent set of plans for the Lucent fit-up
Phaselll. We have also sent the plans on to our architectural and
engineering consultants to review. We have some initial comments that I
felt I should share with you.
HVAC: We want to specifically note that Lucent does not plan on having
closed loop return air plenums for the HVAC units. Their intent is to put
louvers into the walls and let the HVAC units pull the air back through the
louvers and eventually back into the return air box on the unit. During the
summer months, this is not likely to happen because of the extensive
exhausts in building 70 and the negative pressure that this will put on the
building 30-2 space. In addition, if there were a fire in the 30-2 Lucent
space, none of the smoke will make it back to the HVAC units and the
smoke detection system will not react to the fire. Also note that Lucent has
not taken any steps to put vents in the walls of building 70 so that the air
exhausted by the roof units can be made up in building 70 and not building
30.
GENERAL CONSTRUCTION: The space proposed is basically fine;
however, we do have an issue with some of the detailing for the construction
of the demising wall. They have not specified what to do when obstacles
are presented and seem to be allowing the sheetrock installers to make
decisions on site. If the installers encounter obstacles, no solutions or
suggestions are provided to handle it. Some of the interferences are hoist
rails off the electrical platforms, Ozzy has not been consulted as to the best
method for working around this. Additionally, the plans call for a tunnel in the area
of the north wall where a common foyer is being created. If that is to be done,catwalks
should be installed to allow for access to the valves and electrical above that space.
Generally we are concerned that HVAC systems,steam traps and reducing stations may
become inaccessible in certain areas. Also on the east side of that foyer,they are cutting in
a door too close to the rest-room entrance. If forklifts are to use this route,this will be a

another set on July 22,2004. The representative of Perini Construction(Stan)expects a Building Permit
by the Tuesday, the 27th,which is impossible. Under the circumstances, a more intensive review must
be performed.

for a tunnel in the area of the north wall where a common foyer is being created. If that is to be
done,catwalks should be installed to allow for access to the valves and electrical above that
space. Generally we are concerned that HVAC systems,steam traps and reducing stations may
become inaccessible in certain areas. Also on the east side of that foyer,they are cutting in a door
too close to the rest-room entrance. If forklifts are to use this route,this will be a really unsafe
design. Finally,it appears that the enclosed space will have no air supply going to it as it is
currently designed.
We have asked the Vanderweil engineers to take a close look at this and provide us with their

I received a call from Ellen Keller of Ozzy Properties early this morning regarding plans for their tenant Lucent. I
reviewed the plans on Sunday for approximately 2-2.5 hours and found them not of sufficient clarity to perform the
review that was required. Early on the morning of July 19th I phoned Perini Construction (Mr. Stan Swerchesky)to walk
over the plans with me. From 10-11 AM we went over the plans to have them clarified for clarification.
I have not returned Ms. Keller's call as I believe Lucent has complained to her about my requirements.
Pursuant to 780 CMR, Section 110.8 Engineering Details, Reports, Calculations, Plans and Specifications: In the
