RE: 177 Great Pond Road, North Andover
On June 16, 1987 the North Andover Conservation Commission considered
a Determination of Applicability for the construction of an addition to an
existing dwelling located within 100 feet horizontally of a tributary to
Lake.Cochichewick. This application is allowed under 4.133 4b of the
Lake Cochichewick Preservation Amendment, however a.variance would have
to be obtained from the Zoning Board of Appeals as required by 4.133 d.
The applicant is aware of this responsibility.
The Conservation Commission in response to the Request to Determination
issued a negative determination with stipulations, those being the_plaC-t en_�t�_
of .hay bales and siltation fencing.
The proponent may proceed with construction upon the inspection
approval of the erosion control devices.

At our meeting held June 10, 1987, the North Andover
Conservation Commission considered your request for Determination
of Applicability. The Commission voted for a negative Determination
with stipulations. These stipulations are set forth below. Upon
compliance with these stipulations and inspection by the Conservation
Administrator, you may proceed with the proposed project.
STIPULATIONS: Placement of a double row of staked
hay bales with siltation fencing to
be installed along the tree line,
inspected and approved by the NACC
prior to construction on the site.

I have reviewed the site and my comments are as follows:
1. A segment of the proposed addition is in
the buffer zone of a tributary,
2. Activity for site preparation involved a
limited amount of excavation,
3. A proposal for double row of staked haybales
and siltation fencing along the tree line
would be sufficient to protect the resource
area.
I would recommend that the Commission issue a negative determination
incorporating the above referenced mitigating measures.
