For Community Preservation Committee Use Only. - Received: Asmiated Town Committee: Reviewed on: Determination: Ridgewood Cemetery Association Community Preservation Act Request for Funding February 20, 2009 L INTRODUCTION The Ridgewood Cemetery Association (RCA) is requesting Community Preservation Committee (CPC) endorsement of Community Preservation Act (CPA) funding to support the first year of a multi-year program effort to restore and enhance historic structures, preserve historic landscapes, compile and restore historic Town records, and undertake a program to restore historically significant gravesites marking figures from North Andover's historic past. Ridgewood maintains a rich history and serves as a memorial to many historic figures from North Andover's past. Sarah Loring Bailey's Historical Sketches of Andover (1880) describes Ridgewood as "...here, one another of the active business men of North Andover have rested from their labors — manufacturers, merchants, farmers, whose enterprise and sagacity have built up the Town's industries, extended its fame, and endowed its institutions of learning and religion ..." (Bailey, p. 510). Among those historic figures interred at Ridgewood are Frank S. Gile, who at the age of 18, became one of the youngest Congressional Medal of Honor Recipients in U.S. History for actions taken during the Civil War. Ridgewood also contains a memorial to Major General Isaac Ingalls Stevens who was born in 1818 in territorial North Andover and was killed in action in 1862 during the Second Battle of Bull Run (Second Manassas) in Virginia. Stevens, who graduated first in his class from the United States Military Academy in 1839, was appointed the first Territorial Governor of the State of Washington in 1853 and was elected as Territorial delegate to Congress in 1857. Other historic figures include many members of industrialist families (such as Stevens, Kittredge, Rockwell, Davis, Bailey, Sutton, Kunhardt and Russell), the poet laureate from Dartmouth College named Richard Hovey (1864-1900), and important educators such as Annie L. Sargent. The Cemetery also serves as the final resting place of Town war veterans at the Veteran's Lot where annual Memorial Day services are held. Although a private, non-profit cemetery corporation, Ridgewood has continued to serve a very public function as the Town's only non-sectarian cemetery. Although frequently overlooked, Ridgewood has continued to operate without Town or other public funds, and relies heavily upon income from cemetery operations and a small endowment to maintain cemetery operations. 2 1I. ABOUT RIDGEWOOD CEMETERY According to the well-known historical account of Andover entitled Historical Sketches of Andover (Sarah, Loring Bailey, (1880), Ridgewood Cemetery was the third burial ground laid out in North Andover on October 10, 1850, and the original name of the burial ground, Andover Cemetery, was changed in 1875 to Ridgewood Cemetery. All of the original trustees of the cemetery from 1850 are interred at Ridgewood, including Rev. Peter Osgood, Hon. George Hodges, Deacon Otis Bailey, Mr. Edmund Davis, Dr. Samuel Johnson, Mr. Horace N. Stevens, Mr. Francis Hodges, William Johnson, Esq., and James Johnson, Esq. (See Historical Sketches, p. 511) The Ridgewood Cemetery Association is a private, non-profit organization founded in 1850 primarily serving the internment needs of residents of the Town of North Andover. Starting with the original purchase of approximately 11 acres of pasture land from Captain Nathaniel Berry, who lived across Salem Street from Ridgewood, the Cemetery has grown incrementally by land acquisition from neighboring owners such as Farnham (1855), Foster (1876), and other families, including most recently the Calzetta family (1983), so that the land area now exceeds 46 acres. The Cemetery is bounded by portions of Marbleridge Road, Abbott Street and Johnson Street with entry gates on Salem Street and Marbleridge Road. A site plan showing the limits of the Cemetery is attached as Exhibit A. An historical account of the early days of Ridgewood, as recounted in Historical Sketches of Andover (1880), is attached as Exhibit B. The cemetery is non- sectarian. Approximately twenty years ago, the only other active operating cemetery within the town ceased offering burial lots, thus increasing the demand upon Ridgewood. The Association is managed by a nine member board of trustees with one executive secretary, superintendent of cemetery operations, and additional full and part time help. 3 III. IDENTIFIED NEED Over the past several years, the RCA Trustees have identified a need to professionally preserve important elements from the past and have embarked on a master planning process to both preserve and maintain the long-term viability of cemetery operations, and to maintain and preserve the rich history contained within the cemetery grounds. Although often overlooked as a site of historic significance, Ridgewood has a deep history and beauty which the RCA Trustees seek to preserve as with other cemeteries such as Mount Auburn in Cambridge, Massachusetts. IV. PROPOSED HISTORIC PRESERVATION PROGRAM A. Gate House Restoration. CPA funding will restore the Gate House, originally built in the 1920's located at the main entrance to the cemetery on Salem Street. The Gate House consists of an existing 314 square foot, single -story administrative/office building on the cemetery grounds at 177 Salem Street. A plan showing the limits of the existing gate House Building and proposed addition area attached as Exhibit C. Photographic images of the Gate House Building are attached as Exhibit D. RCA plans to renovate the existing 314 square foot structure in conjunction with the construction of the proposed 204 square foot addition to the existing Gate House Building. A proposed renovation plan is attached as Exhibit E. Proposed restoration work includes interior work, exterior fagade restoration, and restoration of building window treatments along with key building system rehabilitation work. Upon completion of the restoration, the preserved structure will be able to be used as a permanent records repository, office space for cemetery operations, and a research center for genealogical research. A zoning clearance letter, dated December 3, 2008, issued by Gerald Brown, Building Inspector, is attached as Exhibit F. It is important to note that no CPA funds are being sought for the 204 square foot addition as funds for the new addition will be raised privately. On the other hand, RCA has designed the addition in a manner which maintains the historic continuity with the historic design of the existing Gate House building. B. Historic Records Preservation. RCA currently maintains a set of survey plans and grave records dating as far back as 1850 when the cemetery corporation was first formed. This component of the RCA Program seeks to establish a Records Management Program that will include record and plan scanning, records retention, conservation and preservation of Cemetery records dating to 1850. Records and books would be cataloged and restored including deacidification, reinforcement of paper, and rebinding or records, as appropriate, and proper storage equipment would be acquired to maintain records. 0 C. Historic Gravemark Inventory and Conservation Master Planning. As noted above, Ridgewood includes many historic gravestones of military war veterans, industrialists, educators and other important historic figures from the Town of North Andover. As an initial effort to preserve the records and memorials of its past leaders and other historic figures, RCA plans to commission the inventory, mapping and classification of historic grave markers, monumentation, and other sites. Based upon this inventory, the conservation and restoration plan would prioritize sites needing restoration/conservation and treatment, freeing fragmented stones from tree roots, casting bases, adhesive repair, alignment and washing as may be recommended in the Restoration Master Plan. D. Historic Landscape Master Planning. Located at the intersection of Salem Street and Marbleridge Road, Ridgewood Cemetery was originally formed to serve the internment needs of the Town of North Andover since 1850. CPA funding will develop a plan to examine and prioritize the preservation and/or restoration of important landscape features such as the bronze gates located at the main entrance on Salem Street which were erected and dedicated to Lavinia Farnham Gilbert in 1894, and well as the so-called Atkins Gate located at the Marbleridge Road entrance (which was dedicated as a memorial to Ida A. Atkins), both of which are in need of repair. More specifically, the project will fund landscape architecture master planning services, including an inventory and assessment of existing conditions, and a streetscape improvement plan. The plan would include public participation and provide recommendations for improvements, including monumentation, state -mandated street signage, and selective pruning of existing plantings as well as recommendations for new plantings throughout the Cemetery which would include a variety of native species consistent with the historic nature of the Cemetery. As part of the master planning process, RCA would seek to implement landscape elements in future years based upon recommendations to be contained within the Landscape Master Plan Report. E V. PROGRAM FUNDING AND SCHEDULING Although serving a quasi -public function for many years, the RCA Board of Trustees has recognized the need for support to both maintain the continued viability of cemetery operations, and to preserve the rich history and beauty of the cemetery grounds. For these reasons, RCA seeks CPC support and endorsement for CPA funding for approval at the 2009 Annual Town Meeting in the amount listed as follows: Program Element A. Gatehouse Restoration. B. Historic Records Preservation and Conservation. C. Historic Gravemark Inventory and Monumentation Conservation Master Planning. D. Historic Landscape Master Planning. I further understand that Ridgewood plans to renovate the existing 314 square foot structure in conjunction with the construction of the proposed addition. The cemetery is located within the Residence 3 (R-3) zoning district. Section 9.3.a.4 states in part: "Alteration of a structure which encroaches upon one or more required yard setbacks, where the altered part of the structure will comply with all current yard setbacks, or the alteration is to the side or face of the structure which encroaches upon a required yard setback, and the alteration does not further encroach upon the required yard setback." I have also reviewed the proposed plans, consisting of two sheets, entitled "Ridgewood Cemetery, North Andover, MASS.," dated November 26, 2008, prepared by Hayes Engineering, Inc. which depict the location of the addition as well as the existing building. Based upon my review of the project's compliance with the Town of North Andover Zoning Bylaws, I have determined that the proposed project use and related improvements require no zoning relief. Accordingly, once final plans and elevations are completed, I will require Ridgewood to file a building permit application conforming to the North Andover Building Department requirements. And I was encouraged to learn that the Trustees of Ridgewood Cemetery Association have embarked on an ambitious goal to preserve and conserve these important memorials as a tribute to past residents of North Andover and beyond. As someone having past experience in managing a cemetery operation, it is very challenging to maintain both a level of service, which our citizens deserve, and to preserve the grounds and related memorials to the past residents of the Town. Currently, Ridgewood in the only non-sectarian cemetery in North Andover, and the Association is essentially taking on a government function; which ordinarily would be under the financial burden of the Town to maintain. However, the Association has managed to provide an important public service to the Town on a shoestring budget. And so we should do everything reasonable to support the mission of Ridgewood.
