The Conservation Department conducted a site visit on June 15, 2011 at your request. The trees to be removed were marked by the home owner with tape wrapped around the trunks. One large white pine was visibly in poor condition and is a potential danger due to its deteriorated state and proximity to the house. This tree is identified in the attached photo and is permitted to be removed (please see conditions below for tree removal). The property at 18 Campion Road is located within the watershed protection district, is known to have buffer zone to Bordering Vegetated Wetland (BVW) on the property and property boundaries at this time are unclear. To properly permit the removal of the other trees, the limits of the jurisdictional buffer zone as well as property boundaries need to be clearly identified. At this time a wetland delineation needs to be conducted and property boundaries need to be identified to clearly delineate which trees are within the 100 -foot Buffer Zone to the nearby Bordering Vegetated Wetland as well as which trees are located on the property of 18 Campion Road. Work within 100 -feet of a wetland resource area requires a filing with the North Andover Conservation Commission (NACC) under both the Massachusetts Wetland Protection Act and the North Andover Wetland Protection Bylaw (more information is available at the Town of North Andover website under the Conservation Department link). The Conservation Department will permit the removal of the one identified large white pine tree which is unhealthy in order to prevent possible injury or property damage. Stumps may be ground down or cut flush with the landscape. ❖ Care shall be taken to prevent damage to surrounding trees during removal of the approved trees. All trees are assumed to be on the property of 18 Campion Road; however determination of property boundaries and ownership is the responsibility of the homeowner. ❖ Upon completion of the tree removal, all disturbed areas shall be properly stabilized. ❖ The applicant shall notify this department immediately following completion of work for a final site inspection. The remaining trees which are located within the 100 -foot buffer zone will require a filing with the North Andover Conservation Commission.
