Dear Mr. Bove: 120 Main Street, 01845 (508) 682-6483 On June 25, 1991, while reviewing the area between the Lawrence Eagle Tribune property and Cotuit St. for drainage and erosion problems, I noted brush and stumps dumped within a small drainage channel at the end of Dartmouth Street. This channel is located within bordering vegetated wetland and is thus protected under the Massachusetts Wetlands Protection Act (MGL Chapter '131 Section 40), (310 CMR 10.00) and the Town of North Andover Wetlands Protection ByLaw. Placement of debris within wetlands (even brush and lawn clippings) is prohibited for a number of reasons: Debris can eventually restrict normal flow patterns, thereby causing flooding on adjacent properties and decomposed material can add extra nutrients contributing to downstream eutrophication. I am not sure if you placed this material in the wetland, but I am requesting your help. I am sure you were unaware that this activity is not allowed and I request that you remove the material and discontinue this pratice if you did indeed deposit this material. If you did not, I would appreciate your notifying me if you see others depositing material in this area. If you have any questions, please feel free to contact me at 682-6483, ext. 26.
