You may have been a recipient of a survey that was sent out by the Health-Inspector, Brian LaGrasse. This correspondence is a follow-up/reminder of that survey. Although the Board of Health has not identified any rodent problems, it has been noticed that N some basic precautions are not being followed in regards to household trash. Your trash at 20 Camden Street has been observed stored in bags directly on the ground, rather than in barrels. Before this becomes a new rodent problem,the Board of Health is reminding you to; keep all trash in sturdy trash barrels with secure lids, do not leave cat or dog food outside and try to eliminate any possible food sources on your property. If you would like to report any concerns or if you have any questions regarding this letter, please contact the Health Department between the hours of 8:30 AM and 4:30 PM, Monday through Friday. If upon inspection,any dwelling is found unfit for human habitation and may endanger or impair the health, or safety and well-being of a person or persons occupying the premises or surrounding area in accordance with 105 CMR 410.750, then per 105 CMR 410.830(A)(B)the owner must make a good faith effort to correct the violation within twenty- four(24)hours and/or begin necessary repairs or contract in writing with a third party within five (5)days for the correction of the violations. There was evidence of an existing rodent population feeding on trash and rubbish located on your property. Previous inspections performed by staff from the Health Department and a professional exterminator have revealed that there is a rodent population located on your property including burrows around your foundation. Last summer I was working outside removing hostas from along side of my walkway, which borders Stacey and Joseph Coffey's home at 20 Camden Street, North Andover. I went inside my house for a moment and the landscaper who was working with me named Joseph Curreao said to me, "Bonnie, I was pulling up a hosta, saw a rat, hit it with my shovel and it ran off. I laughed at him saying it was probably a field mouse. At 4:00 p.m. that day, we cleaned up our tools and were standing on the driveway talking. The rat limped by my fence gate, went under my fence and under the Coffey's side porch into a hole. We looked over my 4' fence and there were bags of trash on the porch and while looking, the rat turned around, peeked out from beneath the porch and we saw another rat on the trash bags. I knew Mrs. Coffey was on vacation but I was not about to remove the trash. The next morning I found a rat dead on my driveway; probably the rat the landscaper hit. As soon as the Coffey's returned I knocked on the Coffey's door and Mrs. Coffey's mother answered and I explained what occurred. She said she knew about the rats too and they were also in the front of the house. She told me that she had told Stacey to do something about them a few weeks back and she knew what they were because she lived in a condo complex in Lowell where they had them before. I politely explained that I just wanted Stacey to know what occurred. I figured once Stacey got word I knew about her problem she would be embarrassed and would tend to the problem immediately. During my conversation with Mrs. Coffey's mother, I recalled that Mrs. Y, (please note 1 am using alias names to respect their privacy) who lives near the Coffey's, had told Mr. Coffey over two years ago she saw a rat run across the street and under their front porch into a hole. Mr. Coffey said to her, "No that was a squirrel", and he put a large rock in place of the hole. Mr. Coffey would repeatedly repack this hole to keep his kids from playing near it or poking at the hole. I called Mrs. Y to tell her what I saw and she said she knew that she had seen a rat and she was completely disregarded. We concluded that we talk to the family who lives on the corn g P Y i t opposite side of the Coffey home and see if they had seen anything. Mr. Z said no, he hadn't seen anything. One week went by and I followed up with a note left in Mrs. Coffey's front door making sure she got the message from her mother and asking her to let me know if she puts poison out so I can keep my cats inside. Stacey replied and said she knew about the problem, she already did leave poison pellets out and she was having a professional exterminator come out that next week. This week passed and on the weekend I was in my backyard about 5:30 pm (summertime-daylight hours) and I spotted two rats run alongside of my fence and tuck back under the fence towards her house. 1 was furious because I have a daughter, nieces and nephews who play in my yard and the last thing I want is for them to get bit or encounter a disease carrying rat. I called my fathers friends son, Stephen Biggins of Biggins Extermination who is a professional exterminator who had previously taken care of inspections for carpenter ants and termites for me. Mr. Biggins works with the MBTA for rodents and pests for everything from birds to rats so I respect his qualifications and answers to problems if the MBTA comes to him for solutions. I asked him to please do me a favor come and check out this rat problem for me and while he was here, out of his way, to just do a routine inspection or spray for ants or termites to validate his trip and make it worthwhile. He asked me questions about what I saw and what time of day it was and Mr. Biggins came by first thing Monday morning and met with my daughter. Mr. Biggins said to my daughter, "Call your mom so I can talk with her". He called and said for me to call the Board of Health immediately and notify them because this is a serious long-term problem. He said the problem did not just start and will not go away quickly; we are talking multiple rats in the hundreds and he saw no signs of bait stations at the Coffey's which should be placed around the perimeter of the home. He said you have the source living right next to you. He explained to me that he could not go onto their property but he could clearly see that rats were burrowed under her porch from standing on my driveway and that you could see holes all along the other side of her house from the street. He explained that the holes in my new wooden trash bin near the fence were rats chewing through my bin to get to my trash and it was not a mole as I had previously thought and the have-a-heart trap I left out for what I thought was a mole would do nothing for a rat. He found multiple signs that rats were burrowing to my house to get threw my home's old fieldstone foundation and crawlspace. I called the town Board of Health immediately and spoke with Brian LaGrasse and I gave him Stephen Biggins phone number to discuss the problem directly. Who called whom I do not know, nevertheless, Brian and Stephen spoke and he explained the situation. Mr. Biggins told Brian he planted bait stations along my home and he gave me additional directions. While at my home Mr. Biggins was approached by both Mrs. Y and Mr. Z who asked him to look at their homes and Mr. Biggins did. He explained he saw signs at their homes as well. He gave them the same suggestions he gave to me which were to eliminate all food sources, buy metal trash cans and the old fashioned sling shut traps baited with peanut butter just to get the population down. He did all this as a courtesy no charge because he explained that unless the entire neighborhood does it, the problem will not go away and I can continue to spend lots of money and waste time without results unless everyone does it. I do not recall the exact number of baby rats that are produced every few weeks but the number was alarming. Mr. Biggins distributed information and gave an educational video to Brian no cost to the Town other than the hope he may obtain some work in the future from his decency. Mr. LaGrasse contacted the Coffey family and verbally ordered her to get an exterminator. The Coffey's got Mr. Biggins phone number and scheduled an appointment and the Coffey's never showed up to pay him prior to the job commencement. Stephen Biggins called me at work to find out if I knew the Coffey's work numbers and I explained no but I would call the Board of Health now. I called Brian and explained Mrs. Coffey was a no show and he explained that he felt the Coffey's were having money problems and couldn't afford the extermination. I explained it was all a matter of priorities for the Coffey's and that there was a brand new DVD player in Mrs. Coffey's Land Rover that could be pawned if money was truly an issue. Second to that, I voiced you do not schedule an appointment with a person who drove far to help out then not cancel it if you cannot make it. I believe that the Coffey's were hoping Steven Biggins would just do the job, bill them and never pay Mr. Biggins as the Coffey's have done with many other contractors. Brian LaGrasse explained that he would see if the town would take care of this problem and step in. It is my belief that just as I had to pay $300.00 that's the least the Coffey's should do given they are the one's leaving trash sprawled around her home feeding rats and not tending to the upkeep of their home to keep pests out. Nevertheless, Mr. LaGrasse called Mrs. Coffey and she turned over the problem to her husband Mr. Coffey who is the registered homeowner but does not live at 20 Camden Street. A few nights later I saw a large spotlight shining through my windows. I looked out to see Mrs. Coffey holding the spotlight and Mr. Coffey pushing something down the holes with a stick along his foundation. Mrs. Y, Mr. Z and I spoke shortly afterward and someone mentioned the stuff he was using smelled like fuel. I didn't smell it nor do I even know what it was. Mr. Z told me he visited in the past where Mr. Coffey works in Boston and it is infested with rats near the fruit market and piers so he probably got some stuff from work to kill the rats. I would hope that the chemicals he used was not something not intended for residential useiven we have kids and pets in our neighborhood. Second to this 9 . . and her kids were living upstairs not fact it was mentioned that Mrs. Coffey g p downstairs for some strange reason and they rarely were at the house as to avoid it. I would think that behavior is suspect given the rat situation. Prior to this evening occurrence while I was out I was told that Mr. Coffey went from house to house when I was out apologizing for the problem and he assured that of it with he didn't know and that he would take care a professional extermination. The next morning, Y Mr. Coffey showed up to remove Oead rat carcasses from around his home and under the crawl space and he caught me in the driveway where he apologized as well and assured me he would make sure no more trash would be left out, he'd hire Mr. Biggins and he would buy Stacey metal trash cans. Again it did not happen. Additional neighbors other than Mrs. Y and Mr. Z and I started to consider calling the Department of Social Services worried about the kids and wondering about if they would get bit. The decision by the other neighbors was to not call because the kids may ultimately suffer. While this situation was shaking out Mr. Biggins had many conversations with my neighbors and I. The one thing he stressed was to take care of this problem and hit hard before it gets cold so the rats are not in your walls and home. He explained rats are elusive, nocturnal and to eliminate the food source. Mr. Biggins also suggested that Brian LaGrasse send out surveys to research the extent of the problem. Brian LaGrasse did and from what some neighbors told me they didn't want to send it back in because their property value would plummet and they hadn't really seen anything. This is a very valid point but second to this fact Mr. Z and Mrs. Y never saw evidence of rats yet rats were visiting from what Mr. Biggins saw. During this time other neighbors also became aware of the problem and followed Mr. Biggins suggestions and they started to understand the physical signs of rats much like what Mr. Biggins explained. I too used to think signs were from moles and field mice until I was educated. Soon enough neighbors started catching rats in traps, finding dead rats and actually seeing the rats during the day. I ripped up my vegetable and low shrub fruit gardens so the rats wouldn't feed, removed all bird feeders and kept everything immaculate as well as many other neighbors did. . In mid-October, Mr. Biggins rang my door and said he was meeting with Mr. Brian LaGrasse and they were doing an evaluation of the surrounding homes that completed survey's and he said that there were 15 homes that responded that they saw signs of rodent presence. I asked if he was hired by the town he said no that he was just hoping that someday he'd get some work whether it be from the homeowner or from the town once they figured out what department and who was to pay for the rodent control; because they had never come across a problem like this and had no budget for this type of problem. Last 1 heard Mr. Biggins supplied a quote to the town and still no resolution. At the end of October, I bumped into Mrs. Coffey in Dunkin Donuts and she explained she was moving, putting the house on the market because she was getting divorced. She said she bought.a house on Cardinal Lane in Andover and she was abandoning her house and all it's contents because she bought all new furniture for her new home. I told her that I would like to make her an offer on the house and I could save her some money with broker fees if she was interested. I did not immediately tell her 1 wanted to knock down the house because I don't make it a habit of blatantly insulting people. She said she had the home appraised/market analysis; she was looking for$299,000.00 and had to use an agent per the order of her divorce. I knew they house was not worth that figure but I figured I'd go through the motions and see if there was something that could be salvaged. I made an appointment with a broker, went into the house and we both noticed there was an obscene stench right when you walked into the house. I smelled like rotten wet dog and I figured whereas they have a dog maybe that was the smell.. At the end of the house tour coming down the stairs, I realized the smell was strongest by the front door but it was a tiled not carpeted entrance. I looked around and saw that the doorknob went through the wall and the Coffey's stuffed kitchen towels and rags into the hole. I know the smell was dead rats in the wall near the front porch where the rats were first seen. Of course the only way to prove this is remove the wall. I put in an offer of$265,000.00, which was more than generous based solely upon what I saw electrically and structurally with the house and knowing it is not a four-year-old house as it is being advertised and compared against for market analysis. I knew Mrs. Coffey wouldn't accept my offer but I figured what the heck maybe she would or maybe she will be forced to take care of this problem by the broker like the Coffey's originally promised everyone. I also considered the neighborhood had been quiet since no one was living in the Coffey house to produce trash and it was cold killing the rat population so I figured whatever. The kitchen cabinets were thankfully empty but the refrigerator was full and plugged in. I figured well at least rats shouldn't be able to penetrate a refrigerator, so we were safe. Life is finally getting better, our neighborhood was attempting to eliminate the problem and we no longer had to be irritated by the Coffey's constant failure to pick up their trash even after they all had been educated on what to do to get rid of the rats. *Note - I did go down to the Board of Health with photographs showing that Mrs. Coffey still didn't pick up trash; had called about weeks worth of dog feces all around the side porch. Brian said he'd call and notify her again. Time has passed and the neighborhood has been watching for signs of rats. The last known sighting said to me was when a neighbor was smoking outside on his porch h and he saw a rat run across the road between the Coffey's and my house. In the beginning of December, Mrs. Coffey had a cleaning company come by and bunch of garbage on the side porch. As clean. I saw that someone had thrown a g g P basket some d of an ironing board, a laundry , best I could tell, the debris consisted g ry shoes, a set of stereo speakers and miscellaneous junk in garbage bags. Mrs. Coffey came by to inspect the job after they were done and left. Days to weeks p , 9 passed, so I reckoned I now et to look at the North Andover Projects every time IP ull in my driveway. The second trash collection week passed so I called the real estate broker Mary McAlary of Caldwell Banker/ DeWolfe in Andover because I had no way of getting a hold of Mrs. Coffey or Mr. Coffey. Mrs. Coffey's number is non-published in Andover and there was too many Joseph Coffey's listed in the Boston region. A few neighbors started to inquire about the debris and they said they would call the Board of Health to make sure there was no food in the bags. I heard nothing back from my original call to the real estate broker so I called again after the holidays and after an additional two-trash 1 collection days had passed. I called the listing brokers office and she was not in so I asked to speak with the Agency's manager and explained my situation to a woman named Diane. She said she would make some calls to the homeowner and the listing agent and said she'd get back to me. During this time I called the Board of Health, explained the problem and Brian LaGrasse said he'd too call Mr. or Mrs. Coffey. Diane returned my call and she said that there was no rat or trash problem as far as she was concerned because the Town has not filed any complaints and she knew this because she had an oil leak in her home and she was ordered by her town to remedy otherwise she'd get fined triple damages. Further to that she said that Mrs. Coffey told her that the town said she is not the source of the rat problem and that the neighborhood is experiencing this problem from the unearthing of the new North Andover High School. 1 told her that a neighbor named Mrs. Cunningham started this concept because she just couldn't figure out how or why we could have rats where she has lived in her home for over 30 years and never saw anything like this. I explained to Diane that I had already called up Steven Biggins and asked if the High School may be the problem and he laughed no. I did not even get to explain Mr. Biggins actual words because Diane interrupted and said it was directly from the Town Board of Health guy Brian per Mrs. Coffey. I said, "Really?" I reconfirmed what she said to me and told her I'd take it up with the Board of Health. So we all are aware, Mr. Biggins exact words were, "You can never prove how they (the rats) got there; but usually it's from a dirty dumpster that the driver did not kick prior to leaving the pick up spot and they run out". Well, Mr. Coffey drives for Charles George trash disposal and he would occasionally park on Camden Street and Lexington Street. He would let his kids blow the horn and would leave the truck when he had to run home for whatever. Although it occurred very rarely, there were a few times he'd park the truck overnight which was a nuisance because we live on such a small street. My conversation with Diane ended with her saying Mrs. Coffey hired a truck and it would be by to pick up the debris not the trash. I was happy to have the trash removed even though it was painfully clear the Coffey's and the real estate agency did not want to disclose the rat issue to any new potential buyer. Diane also ended the conversation it as it was not her agency's responsibility to deal with rats and if there's a problem to take it up with the Board of Health. I informed her I would. I called the Board of Health and left a message on voice mail to confirm Mrs. Coffey's claim that she was told the problem was from the new High School. Not a half an hour later I see Mrs. Coffey in her car with a Town of North Andover DPW crew in tow. She directed the crew to trudge through the deep snow, carry the trash to the curb and she jetted off in her car before I could reach her. The DPW guys were attempting to carry out bags and debris meanwhile bottles, trash round because rats have clawed and food are falling out everywhere onto the g open the bags. I instantly went psycho when I saw she emptied her refrigerator into the bags and left the food outside for weeks. I do not know how someone could be so ignorant and to have the nerve to ask these guys to pick up her d to say the least to show anyone I would be humiliate Y rodent infested mess. Y lived like a pig. I do not know whom She knows in Town or what deceitful stunt , 1. she pulled to get this task performed, but whatever the case may be it is what it is. I loaded my camera, went out and photographed the food and debris. The contents were all gnawed into and one of the DPW guys said it must be a possum. I explained no, it's rats and be careful. Now thanks to Mrs. Coffey the rats have a warm empty home and are feed from her trash. The rat feces are the toxic portion of rat infestation so I can only imagine where they went. I got in my car drove to the Board of Health office and I asked Brian about the High School claim and he said he never said that to Mrs. Coffey so he wrote down Diane and Mary McAlary's name to contact them via Caldwell Banker/DeWolfe in Andover. Brian explained that Mrs. Coffey had just stopped by and he felt better that there was no food in the trash so there wasn't really an issue. (Brian did not know what I had just seen with the DPW guys). Mrs. Coffey knew darn well that the trash would be picked up by Waste Management before Brian LaGrasse could get there to confirm she was lying. 1 asked Brian to come down and look but he couldn't immediately because he had a 2:00 p.m. meeting but he would afterward. I called my daughter and told her to not let Waste Management take the trash because the Board of Health was to inspect it. Second I called John Cyr of the DPW and asked him to inform Waste Management so there was no confrontation. Third I stopped by your office and discussed the problem and you have agreed to get back to me after you research. After 1 left your office, I went home and Brian showed up about 4:00 p.m. to inspect the debris. He clearly acknowledged that Mrs. Coffey lied to him and he explained that he would send out an order to Mr. Coffey Thursday or Friday that they must get an exterminator. The town DPW came back for the debris and removed it almost immediately after Brian saw the food and trash. For this I thank you. After all these pages, I would like to point out just a few things: 1. A new homeowner is going to be horrified once they find out. Let's face it, a home inspection does not always include pest inspection unless requested, who can see behind walls and one can get a home inspection degree via TV Guide. Let's pray the new owners don't have kids and that the house is not completely overrun and that rats have not chewed through electrical wires causing a house fire. 2. My neighborhood has been affected and has been greatly inconvenienced by a disgusting situation. Months upon months have passed without true resolution. The only thing that we now see occurring is that there is a paper coming that says, "get an exterminator" almost six months after the first notification. Our neighborhood has put up with enough and one would expect our town to go to bat for us when it comes to health and the integrity of North Andover. There are people in our neighborhood with weakened immune systems and etc. and rats carry disease. Our neighborhood T has all shelled out tq clear up this problem and yet the problem's source has not and will probably mess over the new homeowner with the order. I hope the new owners can afford to remedy the problem and are not a first time homebuyer who is spread thin. One would think at least an immediate fine should be imposed. Maybe the fine should reimburse some of the elderly people living in my neighborhood living on fixed incomes. I neglected to remember, you would never get paid like all the other contractors. Perhaps a levy? 3. The Coffey's have not put out a For Sale sign or similar as to not advertise the sale of the house. This gives true meaning to the phrase, I smell a rat wouldn't you think? It has to make one think if Mr. Coffey brought these rodents in via truck or maybe he even intentionally put them there to get even with his wife during their bitter breakup and divorce proceedings. Sounds farfetched, but if you heard and knew their story you might be apt to say that it isn't out of the realm of things. I all but expect some retaliation to my property from this just this letter. 4. 1 believe that the destruction that rats cause is being vastly underestimated. I think it would behoove the town to pay Mr. Biggins and become educated. Do not lose sight of the fact that I am on team "Good Guys" and that I have been very patient, understanding and logical throughout this process. I now must draw the line because I have been pushed too far. I just want the situation rectified property and immediately. This lethargic behavior isn't cutting it and a single extermination will not clear up the problem with this house. 5. My house is my home. I have professional artistry on the walls and have made the house overindulgently restored because I never in a millions years thought I'd leave. This event is forcing me to have no choice and I am beyond angry. No one should have to live in their home wondering at night if a rat will burrow to my house, come up my cellar and pop through my cat door into my kitchen or bedrooms at night because of a filthy neighbor. To sum up, this letter serves to inform you I am putting you on notice that I will hold someone accountable for any and all damages, expenses and losses I incur due to this situation because of the failure to remedy appropriately. The day I see that a rat has burrowed to my house via my crawl space is when as the saying goes "the gloves come off'. I will not allow rats to get into my walls, destroy wires and my home because of a bad neighbor. The Town of North Andover has the responsibility to remedy these situations and to make sure they don't occur via timely, firm and appropriate actions. The Coffey house is a mere 15 feet from my house; which is not far for a rat to burrow. If the Coffey's have rats it is logical to say they may try to come to my house as they attempted to last summer. Like Stephen Biggins said, I can spend tons of money but if they don't prevent too what I do is a waste of time and money. I will be down your offices expecting a condemned sign to be on that house and for my home to be corrected if just one rat enters my home. I was told that once the food source is eliminated (i.e. the Coffey's trash episode on 12/31/02), the rats would start to scavenger for food and warm for shelter. It's been two days now so I bet rats are starting to look at prospective houses to move into. I do not know what the Town will do morally, ethically and legally for the new owners of 20 Camden Street but that ball is in your court. 1 will only suggest do the right thing before the town owns the house. 1 suggest that a neighborhood meeting should be in order so you could hear from others. Freedom Extermination arrived shortly before 12:00 noon on Thursday, January 2, 2003. 1 happened to catch him arrive and the man never exited his green truck. The man waited 15 minutes and left, so I assumed that another exterminator had been blown off. I had assumed that he was going to meet Stacey Coffey on her lunch hour so I intentionally waited for her to arrive so I could speak with her. The man did not exterminate anything. I doubt they ever had the man out in the first place and second to that how can someone warrantee anything if the homeowner continues to leave food out? 2. 1 explained that I just want the problem rectified to protect my house and neighborhood. 3. 1 believe The Coffey's have been very underhanded throughout this process and I expect another set of lies and false assurances that they will rectify this problem. Last summer I was working outside removing hostas from along side of my walkway, which borders Stacey and Joseph Coffey's home at 20 Camden Street, North Andover. I went inside my house for a moment and the landscaper who was working with me named Joseph Curreao said to me, "Bonnie, I was pulling up a hosta, saw a rat, hit it with my shovel and it ran off. I laughed at him saying it was probably a field mouse. At 4:00 p.m. that day, we cleaned up our tools and were standing on the driveway talking. The rat limped by my fence gate, went under my fence and under the Coffey's side porch into a hole. We looked over my 4' fence and there were bags of trash on the porch and while looking, the rat turned around, peeked out from beneath the porch and we saw another rat on the trash bags. I knew Mrs. Coffey was on vacation but I was not about to remove the trash. The next morning I found a rat dead on my driveway; probably the rat the landscaper hit. As soon as the Coffey's returned I knocked on the Coffey's door and Mrs. Coffey's mother answered and I explained what occurred. She said she knew about the rats too and they were also in the front of the house. She told me that she had told Stacey to do something about them a few weeks back and she knew what they were because she lived in a condo complex in Lowell where they had them before. I politely explained that I just wanted Stacey to know what occurred. I figured once Stacey got word I knew about her problem she would be embarrassed and would tend to the problem immediately. During my conversation with Mrs. Coffey's mother, I recalled that Mrs. Y, (please note 1 am using alias names to respect their privacy) who lives near the Coffey's, had told Mr. Coffey over two years ago she saw a rat run across the street and under their front porch into a hole. Mr. Coffey said to her, "No that was a squirrel", and he put a large rock in place of the hole. Mr. Coffey would repeatedly repack this hole to keep his kids from playing near it or poking at the hole. I called Mrs. Y to tell her what I saw and she said she knew that she had seen a rat and she was completely disregarded. We concluded that we talk to the family who lives on the i opposite side of the Coffey home and see if they had seen anything. Mr. Z said no, he hadn't seen anything. One week went by and I followed up with a note left in Mrs. Coffey's front door making sure she got the message from her mother and asking her to let me know if she puts poison out so I can keep my cats inside. Stacey replied and said she knew about the problem, she already did leave poison pellets out and she was having a professional exterminator come out that next week. This week passed and on the weekend I was in my backyard about 5:30 pm (summertime-daylight hours) and I spotted two rats run alongside of my fence and tuck back under the fence towards her house. I was furious because I have a daughter, nieces and nephews who play in my yard and the last thing I want is for them to get bit or encounter a disease carrying rat. I called my fathers friends son, Stephen Biggins of Biggins Extermination who is a professional exterminator who had previously taken care of inspections for carpenter ants and termites for me. Mr. Biggins works with the MBTA for rodents and pests for everything from birds to rats so I respect his qualifications and answers to problems if the MBTA comes to him for solutions. I asked him to please do me a favor come and check out this rat problem for me and while he was here, out of his way, to just do a routine inspection or spray for ants or termites to validate his trip and make it worthwhile. He asked me questions about what I saw and what time of day it was and Mr. Biggins came by first thing Monday morning and met with my daughter. Mr. Biggins said to my daughter, "Call your mom so I can talk with her". He called and said for me to call the Board of Health immediately and notify them because this is a serious long-term problem. He said the problem did not just start and will not go away quickly; we are talking multiple rats in the hundreds and he saw no signs of bait stations at the Coffey's which should be placed around the perimeter of the home. He said you have the source living right next to you. He explained to me that he could not go onto their property but he could clearly see that rats were burrowed under her porch from standing on my driveway and that you could see holes all along the other side of her house from the street. He explained that the holes in my new wooden trash bin near the fence were rats chewing through my bin to get to my trash and it was not a mole as I had previously thought and the have-a-heart trap I left out for what I thought was a mole would do nothing for a rat. He found multiple signs that rats were burrowing to my house to get threw my home's old fieldstone foundation and crawlsp ace. I called the town Board of Health immediately and spoke with Brian LaGrasse and I gave him Stephen Biggins phone number to discuss the problem directly. Who called whom I do not know, nevertheless, Brian and Stephen spoke and he explained the situation. Mr. Biggins told Brian he planted bait stations along my home and he gave me additional directions. While at my home Mr. Biggins was approached by both Mrs. Y and Mr. Z who asked him to look at their homes and Mr. Biggins did. He explained he saw signs at their homes as well. He gave them the same suggestions he gave to me which were to eliminate all food sources, buy metal i trash cans and the old fashioned sling shut traps baited with peanut butter just to get the population down. He did all this as a courtesy no charge because he explained that unless the entire neighborhood does it, the problem will not go away and I can continue to spend lots of money and waste time without results unless everyone does it. I do not recall the exact number of baby rats that are produced every few weeks but the number was alarming. Mr. Biggins distributed information and gave an educational video to Brian no cost to the Town other than the hope he may obtain some work in the future from his decency. Mr. LaGrasse contacted the Coffey family and verbally ordered her to get an exterminator. The Coffey's got Mr. Biggins phone number and scheduled an appointment and the Coffey's never showed up to pay him prior to the job commencement. Stephen Biggins called me at work to find out if I knew the Coffey's work numbers and I explained no but I would call the Board of Health now. I called Brian and explained Mrs. Coffey was a no show and he explained that he felt the Coffey's were having money problems and couldn't afford the extermination. I explained it was all a matter of priorities for the Coffey's and that there was a brand new DVD player in Mrs. Coffey's Land Rover that could be pawned if money was truly an issue. Second to that, I voiced you do not schedule an appointment with a person who drove far to help out then not cancel it if you cannot make it. I believe that the Coffey's were hoping Steven Biggins would just do the job, bill them and never pay Mr. Biggins as the Coffey's have done with many other contractors. Brian LaGrasse explained that he would see if the town would take care of this problem and step in. It is my belief that just as I had to pay $300.00 that's the least the Coffey's should do given they are the one's leaving trash sprawled around her home feeding rats and not tending to the upkeep of their home to keep pests out. Nevertheless, Mr. LaGrasse called Mrs. Coffey and she turned over the problem to her husband Mr. Coffey who is the registered homeowner but does not live at 20 Camden Street. A few nights later I saw a large spotlight shining through my windows. I looked out to see Mrs. Coffey holding the spotlight and Mr. Coffey pushing something down the holes with a stick along his foundation. Mrs. Y, Mr. Z and I spoke shortly afterward and someone mentioned the stuff he was using smelled like fuel. I didn't smell it nor do I even know what it was. Mr. Z told me he visited in the past where Mr. Coffey works in Boston and it is infested with rats near the fruit market and piers so he probably got some stuff from work to kill the rats. I would hope that the chemicals he used was not something not intended for residential use given we have kids and pets in our neighborhood. Second to this fact, it was mentioned that Mrs. Coffey and her kids were living upstairs not downstairs for some strange reason and they rarely were at the house as to avoid it. I would think that behavior is suspect given the rat situation. Prior to this evening occurrence while I was out I was told that Mr. Coffey went from house to house when I was out apologizing for the problem and he assured that he didn't know and that he would take care of it with a professional extermination. The next morning, Mr. Coffey showed up to remove dead rat carcasses from around his home and under the crawl space and he caught me in the driveway where he apologized as well and assured me he would make sure no more trash would be left out, he'd hire Mr. Biggins and he would buy Stacey metal trash cans. Again it did not happen. Additional neighbors other than Mrs. Y and Mr. Z and I started to consider calling the Department of Social Services worried about the kids and wondering about if they would get bit. The decision by the other neighbors was to not call because the kids may ultimately suffer. While this situation was shaking out Mr. Biggins had many conversations with my neighbors and I. The one thing he stressed was to take care of this problem and hit hard before it gets cold so the rats are not in your walls and home. He explained rats are elusive, nocturnal and to eliminate the food source. Mr. Biggins also suggested that Brian LaGrasse send out surveys to research the extent of the problem. Brian LaGrasse did and from what some neighbors told me they didn't want to send it back in because their property value would plummet and they hadn't really seen anything. This is a very valid point but second to this fact Mr. Z and Mrs. Y never saw evidence of rats yet rats were visiting from what Mr. Biggins saw. During this time other neighbors also became aware of the problem and followed Mr. Biggins suggestions and they started to understand the physical signs of rats much like what Mr. Biggins explained. I too used to think signs were from moles and field mice until I was educated. Soon enough neighbors started catching rats in traps, finding dead rats and actually seeing the rats during the day. I ripped up my vegetable and low shrub fruit gardens so the rats wouldn't feed, removed all bird feeders and kept everything immaculate as well as many other neighbors did. . In mid-October, Mr. Biggins rang my door and said he was meeting with Mr. Brian LaGrasse and they were doing an evaluation of the surrounding homes that completed survey's and he said that there were 15 homes that responded that they saw signs of rodent presence. I asked if he was hired by the town he said no that he was just hoping that someday he'd get some work whether it be from the homeowner or from the town once they figured out what department and who was to pay for the rodent control; because they had never come across a problem like this and had no budget for this type of problem. Last I heard Mr. Biggins supplied a quote to the town and still no resolution. At the end of October, I bumped into Mrs. Coffey in Dunkin Donuts and she explained she was moving, putting the house on the market because she was getting ettin divorced. She said she bought a house on Cardinal Lane in Andover and she was abandoning her house and all it's contents because she bought all new furniture for her new home. I told her that I would like to make her an offer on the house and I could save her some money with broker fees if she was interested. I did not immediately tell her I wanted to knock down the house because I don't f blatant) insulting She said she had the home make it a habit o 9 people. Y appraised/market analysis; she was looking for$299,000.00 and had to use an agent per the order of her divorce. I knew the house was not worth that figure but I figured I'd go through the motions and see if there was something that could be salvaged. I made an appointment with a broker, went into the house and we both noticed there was an obscene stench right when you walked into the house. I smelled like rotten wet dog and I figured whereas they have a dog maybe that was the smell. At the end of the house tour coming down the stairs, I realized the smell was strongest by the front door but it was a tiled not carpeted entrance. I looked around and saw that the doorknob went through the wall and the Coffey's stuffed kitchen towels and rags into the hole. I know the smell was dead rats in the wall near the front porch where the rats were first seen. Of course the only way to prove this is remove the wall. I put in an offer of$265,000.00, which was more than generous based solely upon what I saw electrically and structurally with the house and knowing it is not a four-year-old house as it is being advertised and compared against for market analysis. I knew Mrs. Coffey wouldn't accept my offer but I figured what the heck maybe she would or maybe she will be forced to take care of this problem by the broker like the Coffey's originally promised everyone. I also considered the neighborhood had been quiet since no one was living in the Coffey house to produce trash and it was cold killing the rat population so I figured whatever. The kitchen cabinets were thankfully empty but the refrigerator was full and plugged in. I figured well at least rats shouldn't be able to penetrate a refrigerator, so we were safe. Life is finally getting better, our neighborhood was attempting to eliminate the problem and we no longer had to be irritated by the Coffey's constant failure to pick up their trash even after they all had been educated on what to do to get rid of the 0 rats. *Note - l did go down to the Board of Health with photographs showing that Mrs. Coffey still didn't pick up trash, had called about weeks worth of dog feces all around the side porch. Brian said he'd call and notify her again. Time has passed and the neighborhood has been watching for signs of rats. The last known sighting said to me was when a neighbor was smoking outside on his porch and he saw a rat run across the road between the Coffey's and my house. In the beginning of December, Mrs. Coffey had a cleaning company come by and clean. I saw that someone had thrown a bunch of garbage on the side porch. As best I could tell, the debris consisted of an ironing board, a laundry basket, some shoes, a set of stereo speakers and miscellaneous junk in garbage bags. Mrs. Coffey came by to inspect the job after they were done and left. Days to weeks passed, so I reckoned I now get to look at the North Andover Projects every time I pull in my driveway. The second trash collection week passed so I called the real estate broker Mary McAlary of Caldwell Banker/ DeWolfe in Andover because I had no way of getting a hold of Mrs. Coffey or Mr. Coffey. Mrs. Coffey's number is non-published in Andover and there was too many Joseph Coffey's listed in the Boston region. A few neighbors started to inquire about the debris and they said they would call the Board of Health to make sure there was no food in the bags. I heard nothing back from my original call to the real estate broker so I called again after the holidays and after an additional two-trash collection days had passed. I called the listing brokers office and she was not in so I asked to speak with the Agency's manager and explained my situation to a woman named Diane. She said she would make some calls to the homeowner and the listing agent and said she'd get back to me. During this time I called the Board of Health, explained the problem and Brian LaGrasse said he'd too call Mr. or Mrs. Coffey. Diane returned my call and she said that there was no rat or trash problem as far as she was concerned because the Town has not filed any complaints and she knew this because she had an oil leak in her home and she was ordered by her town to remedy otherwise she'd get fined triple damages. Further to that she said that Mrs. Coffey told her that the town said she is not the source of the rat problem and that the neighborhood is experiencing this problem from the unearthing of the new North Andover High School. I told her that a neighbor named Mrs. Cunningham started this concept because she just couldn't figure out how or why we could have rats where she has lived in her home for over 30 years and never saw anything like this. I explained to Diane that I had already called up Steven Biggins and asked if the High School may be the problem and he laughed no. I did not even get to explain Mr. Biggins actual words because Diane interrupted and said it was directly from the Town Board of Health guy Brian per Mrs. Coffey. I said, "Really?" I reconfirmed what she said to me and told her I'd take it up with the Board of Health. So we all are aware, Mr. Biggins exact words were, "You can never prove how they (the rats) got there; but usually it's from a dirty dumpster that the driver did not kick prior to leaving the pick up spot and they run out". Well, Mr. Coffey drives for Charles George trash disposal and he would occasionally park on Camden Street and 0 Lexington Street. He would let his kids blow the horn and would leave the truck when he had to run home for whatever. Although it occurred very rarely, there were a few times he'd park the truck overnight which was a nuisance because we live on such a small street. My conversation with Diane ended with her saying Mrs. Coffey hired a truck and it would be by to pick up the debris not the trash. I was happy to have the trash removed even though it was Painfully clear the Coffey's and the real estate agency did not want to disclose the rat issue to any new potential buyer. Diane also ended the conversation it as it was not her agency's responsibility to deal with rats and if there's a problem to take it up with the Board of Health. I informed her I would. I called the Board of Health and left a message on voice mail to confirm Mrs. Coffey's claim that she was told the problem was from the new High School. Not a half an hour later I see Mrs. Coffey in her car with a Town of North Andover DPW crew in tow. She directed the crew to trudge through the deep snow, carry the trash to the curb and she jetted off in her car before I could reach her. The DPW guys were attempting to carry out bags and debris meanwhile bottles, trash and food are falling out everywhere onto the ground because rats have clawed open the bags. I instantly went psycho when I saw she emptied her refrigerator into the bags and left the food outside for weeks. I do not know how someone could be so ignorant and to have the nerve to ask these guys to pick up her rodent infested mess. I would be humiliated to say the least to show anyone I lived like a pig. I do not know whom she knows in Town or what deceitful stunt she pulled to get this task performed, but whatever the case may be it is what it is. I loaded my camera, went out and photographed the food and debris. The contents were all gnawed into and one of the DPW guys said it must be a possum. I explained no, it's rats and be careful. Now thanks to Mrs. Coffey the rats have a warm empty home and are feed from her trash. The rat feces are the toxic portion of rat infestation so I can only imagine where they went. I got in my car drove to the Board of Health office and I asked Brian about the High School claim and he said he never said that to Mrs. Coffey so he wrote down Diane and Mary McAlary's name to contact them via Caldwell Banker/DeWolfe in Andover. Brian explained that Mrs. Coffey had just stopped by and he felt better that there was no food in the trash so there wasn't really an issue. (Brian did not know what I had just seen with the DPW guys). Mrs. Coffey knew darn well that the trash would be picked up by Waste Management before Brian LaGrasse could get there to confirm she was lying. I asked Brian to come down and look but he couldn't immediately because he had a 2:00 p.m. meeting but he would afterward. I called my daughter and told her to not let Waste Management take the trash because the Board of Health was to inspect it. Second I called John Cyr of the DPW and asked him to inform Waste Management so there was no confrontation. Third I stopped by your office and discussed the problem and you have agreed to get back to me after you research. After I left your office, I went home and Brian showed up about 4:00 p.m. to inspect the debris. He clearly acknowledged that Mrs. Coffey lied to him and he explained that he would send out an order to Mr. Coffey Thursday or Friday that they must get an exterminator. The town DPW came back for the debris and removed it almost immediately after Brian saw the food and trash. For this I thank you. After all these pages, 1 would like to point out just a few things: 1. A new homeowner is going to be horrified once they find out. Let's face it, a home inspection does not always include pest inspection unless requested, who can see behind walls and one can get a home inspection degree via TV Guide. Let's pray the new owners don't have kids and that the house is not completely overrun and that rats have not chewed through electrical wires causing a house fire. 2. My neighborhood has been affected and has been greatly inconvenienced by a disgusting situation. Months upon months have passed without true resolution. The only thing that we now see occurring is that there is a paper coming that says, "get an exterminator" almost six months after the first notification. Our neighborhood has put up with enough and one would expect our town to go to bat for us when it comes to health and the integrity of North Andover. There are people in our neighborhood with weakened immune systems and etc. and rats carry disease. Our neighborhood has all shelled out to clear up this problem and yet the problem's source has not and will probably mess over the new homeowner with the order. I hope the new owners can afford to remedy the problem and are not a first time homebuyer who is spread thin. One would think at least an immediate fine should be imposed. Maybe the fine should reimburse some of the elderly people living in my neighborhood living on fixed incomes. I neglected to remember, you would never get paid like all the other contractors. Perhaps a levy? 3. The Coffey's have not put out a For Sale sign or similar as to not advertise the sale of the house. This gives true meaning to the phrase, I smell a rat wouldn't you think? It has to make one think if Mr. Coffey brought these rodents in via truck or maybe he even intentionally put them there to get even with his wife during their bitter breakup and divorce proceedings. Sounds farfetched, but if you heard and knew their story you might be apt to say that it isn't out of the realm of things. I all but expect some retaliation to my property from this just this letter. 4. 1 believe that the destruction that rats cause is being vastly underestimated. I think it would behoove the town to pay Mr. Biggins and become educated. Do not lose sight of the fact that I am on team "Good Guys" and that I have been very patient, understanding and logical throughout this process. I now must draw the line because I have been pushed too far. I just want the situation rectified property and immediately. This lethargic behavior isn't cutting it and a single extermination will not clear up the problem with this house. 5. My house is my home. I have professional artistry on the walls and have made the house overindulgently restored because I never in a millions years thought I'd leave. This event is forcing me to have no choice and I am beyond angry. No one should have to live in their home wondering at night if a rat will burrow to my house, come up my cellar and pop through my cat door into my kitchen or bedrooms at night because of a filthy neighbor. To sum up, this letter serves to inform you I am putting you on notice that I will hold someone accountable for any and all damages, expenses and losses I incur due to this situation because of the failure to remedy appropriately. The day I see that a rat has burrowed to my house via my crawl space is when as the saying goes "the gloves come off'. I will not allow rats to get into my walls, destroy wires and my home because of a bad neighbor. The Town of North Andover has the responsibility to remedy these situations and to make sure they don't occur via timely, firm and appropriate actions. The Coffey house is a mere 15 feet from my house; which is not far for a rat to burrow. If the Coffey's have rats it is logical to say they may try to come to my house as they attempted to last summer. Like Stephen Biggins said, I can spend tons of money but if they don't prevent too what I do is a waste of time and money. I will be down your offices expecting a condemned sign to be on that house and for my home to be corrected if just one rat enters my home. I was told that once the food source is eliminated (i.e. the Coffey's trash episode on 12/31/02), the rats would start to scavenger for food and warm for shelter. It's been two days now so I bet rats are starting to look at prospective houses to move into. I do not know what the Town will do morally, ethically and legally for the new owners of 20 Camden Street but that ball is in your court. I will only suggest do the right thing before the town owns the house. I suggest that a neighborhood meeting should be in order so you could hear from others.
