The owner, Mr. Cataldo, has been to the property at various times and sometimes the tank is up there and attached and sometimes not. It is possible, he is bringing the tank inside but there is no way to know. You mentioned that your guys may be able to get this off the third floor deck. was hoping you could assist. This deck in general, has structural problems and I would not like to see anyone get hurt trying to fight a fire up there. I copied Rudy Cataldo on this email, if you have any questions. Thanks. MILNES stated that her landlord Rudy CATALDO had come to apartment earlier in the evening and threatened to throw her out of the apartment by her throat. MILNES also stated that CATALDO had entered her apartment around 8 a.m., Thursday 1/31/08 and woke her as she was sleeping in her bed I spoke with CATALDO by telephone and advised him that if he wanted to remove MILNES from the apartment that he would need to go through the proper channels at Lawrence District Court. I also advised CATALDO that he should not enter the apartment without the permission of MILNES unless it was an emergency. CATALDO stated, "It's my house Ill come and go as I please!" I was also concerned with the front entrance of the 3rd floor apartment as it was narrow, unfinished and not well lit.I asked CATALDO if the 3rd floor apartment was a legal apartment to which CATALDO responded " What are you the building inspector now?" CATALDO complained that MILNES and MILNES' guest's were smoking pot in the apartment and throwing bottles out the windows. CATALDO has not reported these incidents to the North Andover Police. I told CATALDO that I was obligated to report my observations to the North Andover Building Inspector and the North Andover Fire Department. CATALDO was advised not to enter the apartment without making prior arrangements with MILNES or he may be subject to arrest. CATALDO stated "Ill do what I please and you'll have to arrest me. 2/5/2008 To: North Andover Health Dept. North Andover,Ma. Attention:Ms.Susan Y.Sawyer As per our conversation of 2/28!08 concerning 20-22 Commonwealth Ave. North Andover,Ma.my intention is to remedy each and every concern of both the Health and Building departments.
