The Board of Appeals held a regular meeting on Tuesday evening, June 22, 1999 upon the application of Michael &
Margaret Mannion, 20 Parker St. North Andover, requesting a Variance from Section 7, P 7.1 & 7.3 for relief of lot
area and rear setback of Table 2, in order to remove an existing two bedroom 2n4 floor, and replace it with a 3
bedroom and 1 bathroom on the 2n0 floor. And for a Special Permit from the requirements of Section 9, P9.2 (3) for
an increase in volume area, or extent of the non -conforming use which shall not exceed an aggregate of more than
25% of the original use within the R-4 Zoning District.
The following members were present William J. Sullivan, Walter F. Soule, Raymond Vivenzio, Robert Ford and John
Pallone.
The hearing was advertised in the Lawrence Tribune on 5125199 & 6/1/99 and all abutters were notified by regular
mail. No persons appeared in opposition to the petition.
Upon a motion made by John Pallone and 2nd by Raymond Vivenzio the Board voted to GRANT a Variance from
the requirements of Section 7, P 7.1 & 7.3 for relief of area lot dimension, and rear setback of 2', as per the Plan of
Land by: Scott Giles, Land Surveyor, #13972, dated 4/28/99. The Board voted to grant a Special Permit under
Section 9, P 9.2 (3 ) in order to construct said addition which exceeds an aggregate of more than 25%, but not more
than 33% of the original use as per house plan submitted by Robert E. May, Registered Architect, #4764, dated
5/6/98. Voting in favor. William J. Sullivan, Walter F. Soule, Raymond Vivenzio, Robert Ford, John Pallone.
Variance
The Board finds that the petitioner has satisfied the provisions of Section 10, paragraph 10.4 of the Zoning Bylaw and that the granting of these
variances will not adversely affect the neighborhood or derogate from the intent and purpose of the Zoning Bylaw.
WA Variances and Appeals
The Zoning Board of Appeals shall have power upon appeal to grant variances from the terms of this Zoning Bylaw where the Board finds that owing
to circumstances relating to soil conditions, shape, or typography of the land or structure and especially affecting such land or structures but not
affecting generally the zoning district in general, a literal enforcement of the provisions of this Bylaw will involve substantial hardship, financial or
otherwise, to the petitioner or applicant, and that desirable relief may be granted without substantial detriment to the public good and without
nullifying or substantially derogating from the intent or purpose of this Bylaw.
SPECIAL PERMIT
The Board finds that the applicant has satisfied the provision of Section 9, paragraph 9.2 of the Zoning Bylaw and that such change, extension or
alteration shall not be substantially more detrimental than the existing nonconforming structure of the neighborhood.

SPECIAL PERMIT
The Board finds that the applicant has satisfied the provision of Section 9, paragraph 9.2 of the Zoning Bylaw and that such change, extension or

The Board of Appeals held a regular meeting on Tuesday evening, June 22, 1999 upon the acclication of NorthEast
Storage Corp., One Parker St., Lawrence, MA for premises at Lawrence Municipal Airport Commission, 492
Sutton St., requesting a Variance from the requirements of Section 8,fer off street parking, P 8. 1, to vary the parking
requirements of Section 4, P 4. 1.1 of the General Provr'sions, of 4.132 (15) of Industrial -1 Zoning District for parking,
indoor storage and other accessory uses customarily associated with the above uses in order to construct a 1 two
story building and 3 single story buildings. The following members were present: William J. Sullivan, Waiter F. Soule,
Robert Ford, John Pallone and Ellen McIntyre.
The hearing was advertised in the Lawrence Tribune on 5125x99 & 611199 and all abutters were notified by regular
mail.
Upon a motion made by Jchn Pallone and2''° by Robert Ford, the Board voted to GRANT a Variance from the
requirements of Section oto allow relief of 102 parking spaces (8 spaces approved), with the condition that parking be
used to accommodate the self -storage facility exclusively, and that reasonable landscaping be added according to the
Plan by: Philip Christiansen, Registered Engineer, 128895, revision dated 4120199 and to GRANT a Soecial Permit
from the requirement of Section 4, P4.1.1,& 4.132 (15) that it be a self -storage facility similar in character to the
permitted use i.e.; a warehousing per the said plan in order to construct a 1 two story building and 3 single story
buildings. Voting in favor. Walter F. Soule, Robert Ford, John Pallone, Ellen McIntyre. Opposed: William J. Suilivan.
