Dear Mr. Long:
The Board of Appeals held a public hearing on Monday evening, August 12,
1985 upon the application of Leslie Realty Trust, Patrick S. Cone, Trustee.
The hearing was advertised in the North Andover Citizen on July 25, 1985 and
August 1, 1985 and all abutters were notified by regular mail. The following
members were present and voting: Chairman, Frank Serio, Jr., Vice Chairman,'
Alfred E. Frizelle, Esq.., Clerk, Augustine W. Nickerson, William J. Sullivan,
and Raymond A. Vivenzio.
The petitioners seek a special permit under Section 4 Paragraph 4.121(17)
of the Zoning Bylaws, so as to permit the continued existence of an in-law
apartment now occupied by the petitioner's mother and father.
Motion made by Mr. Frizelle to grant the special permit as requested, subject
to the following conditions: The premises be cocupied by Mr. & Mrs. Patrick
Cone, the special permit shall expire at the time Mr. & Mrs. Cone cease to
occupy the family suite, the special permit shall expire at the time the
premises are conveyed to any person, partnership, or corporation, the applicant,
by acceptance of the Certificate of Occupancy issued pursuant ,to the special
permit, grants to the Building Inspector or his lawful designee the right to
inspect the premises annually. Seconded by Mr. Nickerson. Vote unanimous.

The Board of Appeals held a public hearing on February 14, 1989 upon the application
of Chester H. Hall, Jr. requesting a Special Permit from the requirements of Section 4,
Paragraph 4.121(17) of the Zoning Bylaw so as to permit use of family suite by his
daughter, Lisa Hall. Family suite originally granted on August 19, 1985 to Patrick S.
Cone for use by his father. No hanges in dwelling need to be made.on the premises
located at 202 Lacy Street. The following members were present and voting: Frank
Serio, Jr., Chairman, Alfred Frizelle, Vice-chairman, Augustine Nickerson, Clerk,
William Sullivan and Walter Soule.
The hearing was advertised in the North Andover Citizen on January 26, 1989 and on
February 2, 1989 and all abutters were notified by regular mail.
Upon a motion made by Mr. Frizelle and seconded by Mr. Soule, the Board voted, unanimously,
to GRANT the Special Permit as requested, subject to the following conditions:
1. The premises be occupied by Lisa Hall.
2. The Special Permit shall expire at the time Lisa Hall ceases
to occupy the family suite.
3. The Special Permit shall expire at the time the premises are
conveyed to any person, partnership or corporation.
4. The applicant, by acceptance of the Certificate of Occupancy
issued pursuant to the Special Permit, grants to the Building
Inspector or his lawful designee the right to inspect the
premises annually.
The Board finds that the petitioner has satisfied the provisions of Section 10,
Paragraph 10.31 of the Zoning Bylaw and the granting of this Special Permit in
particular, will not derogate from the intent and purpose of the Zoning Bylaw nor
will it adversely affect the neighborhood.
