Dear Mr. Fredrickson,
This correspondence is in regard to your verbal request/complaint made to the North Andover
Health Department in May and June 2006. You have described that you have a cat issue in your
neighborhood. Your concern is with your vegetable garden and the soil in the garden being
affected by cat feces. Out of concern over the health of your family I searched the web for
warnings and possible remedies. As previously stated, in regard to gardening, information found
indicated that you should not eat any root vegetables that may have come in contact with cat
feces, however, along with warnings there is some information regarding possible remedies.
I also contacted Sue Notham, the Animal Control Officer for her input on this situation. She does
not have any regulation that could require cat owners to restrain their cats and unfortunately, the
Health Department is unable to directly assist you with this problem, as there currently does not
appear to be North Andover or State Health regulations regarding, the keeping of cats out of
other persons yards.
The animal control officer and I discussed two possible remedies that sounded promising.
1) The use of mothball flakes or
2) The installation of a motion detecting sprinkler system. Both are non lethal but often
effective in deterring cats.
Unfortunately, government does not regulate many neighbor issues and it seems that free
roaming cats are one of these. We hope these ideas may assist you with your current issue.
Sincerely
Sds Sawyer, RS/REHS
