The following members were present and voting: William J. Sullivan., Chairman; Walter Soule, Vice Chairman; Robert Ford; John Pallone and Scott Karpinski. The hearing was advertised in the North Andover Citizen on September 21 and 28, 1994 and all abutters were notified by regular mail. Upon a motion by Mr. Pallone and seconded by Mr. Karpinski, the Board voted to grant the Special Permit as requested. The Board finds that the applicant satisfied the provisions of Section 10, Paragraph 10. 3 of the Zoning Bylaw and that such change, extension or alteration shall not be substantially more detrimental than the existing non-conforming use to the neighborhood.
