The charges were leveled at Heritage Green authorities • at Monday night's selectmen meeting by Sanford Effron, 61 Farrwood Ave., a tenant.in the Chickering Road apartment complex. Effron told selectmen that he had received negligible -co-operation from the operators of Heritage Green when he tried to get a ceiling leak repaired near the balcony win- dow of apartment he and his.wife rent. Mrs. Effron told the board she had noticed nails protruding from the floor • of her kitchen, thatshe had to contend with an appliance breakdown, and that her drapes, in the area of the ceiling leak, have had to be replaced more than once after being ruined with water stains. "We are living in a fish bowl," Effron said, "We're not getting the service we deserve." The resident employee, who preferred to remain name less, said'in reply that she is responsible for directing re- pair operations in the 37 apartment buildings comprising the ?omplex. In direct reply to Effron's charges of poor service, she said, "The ceiling in that apartment has been repaired three times... most recently yesterday morning. Unfortunately, it cannot be repaired permanantly during the winter months due to the presence of condensation and freezing in the crack. We have caulked over the area but it. " has not held up. We told the Effrons this but they'per- sisted in complaining."she explained, "At one point not too long ago we even pulled up the carpet in the living room of the apartment and completely' ' shampooed it," she continued: "The leakage problem is not peculier to people who live in this cold climate, where condensation can creep into an opening, around a window sash,freeze,and then leave a larger opening when the ice melts.In our case,the problem arose when the bal- conies were attached to the windows. We are working contin uouslyho remedy whatever problems the householder has in our i complex,and we vow to follow up every complaint.. .that in- cludes Mr.Effron's",she commented. She concluded by explaining that in "all probability" Mrs. Effron's drapes were not ruined by the ceiling leak, but by condensation collecting on the window behind them. "It has happened to me many times in the past. Dear Mr. Farr: At our regular meeting held February 1, 1971 a group of residents of the apartment building at 23 Rdgelawn Ave. registered a complaint of heating facilities in their apartments ranging in variances of heat from above 90 degrees to below 65 degrees. According to them, the excessive heat necessitates the opening of doors both day and night leading to problems with drafts and dangers to small children. The tena nts inform us that representatives of the Lawrence Gas company have investigated and found nothing wrong with the flow of gas. Board member, Edward J. Scanlon, a registered plumber, suggested a valve problem and inspected several of the apavtments.
