Re: 2302 Turnpike Street
This memo is in response to the application before the planning board regarding a proposed
commercial operation at 2302 Turnpike Street. The Health Department has the following
comments.
1) The proposal shall comply with the North Andover Board of Health regulation regarding
the dumpsters proposed on the site. At minimum dumpsters must be placed over 20 feet
from any structure; placed on a pad and enclosed by a fence.
2) The proposal shall not create a new nuisance noise or nuisance odors that could affect the
enjoyment of neighborhood properties. Addressing the potential issue before it occurs is
critical to the health and welfare of the public. Note that nuisance is a difficult issue
where residential property is close to commercial properties.
3) The property is currently serviced by an onsite subsurface disposal system. The applicant
proposes that the new building will be connected to municipal sewer. The onsite septic
system must be abandoned properly in accordance with MA DEP regulation, 310 CMR
15.354.
4) The property is currently serviced by a private well. Abandonment of this well shall meet
the requirements of section 6 of the North Andover Board of Health regulations regarding
wells. Consideration of continued use of the well must be approved by the Health
Department.
